    Optimizing dynamic investment decisions for railway systems protection

    Past and recent events have shown that railway infrastructure systems are particularly vulnerable to natural catastrophes, unintentional accidents and terrorist attacks. Protection investments are instrumental in reducing economic losses and preserving public safety. A systematic approach to plan security investments is paramount to guarantee that limited protection resources are utilized in the most efficient manner. In this article, we present an optimization model to identify the railway assets which should be protected to minimize the impact of worst case disruptions on passenger flows. We consider a dynamic investment problem where protection resources become available over a planning horizon. The problem is formulated as a bilevel mixed-integer model and solved using two different decomposition approaches. Random instances of different sizes are generated to compare the solution algorithms. The model is then tested on the Kent railway network to demonstrate how the results can be used to support efficient protection decisions

    Competition in network industries

    A wave of privatization is sweeping the globe, affecting about 100 countries and adding up to an average of more than $60 billion a year in business in the past decade. The challenge is to ensure that privatization yields clear benefits. Empirical studies suggest that ownership change by itself will often yield results, especially when it reduces government interference. But the regulation required in areas of natural monopoly can become overly intrusive and undermine progress. Real competition is required to generate sizable and lasting welfare improvements. But in infrastructure sectors, the introduction of competition is complicated by the existence of complex transport and communications networks. Debate about whether and how to introduce competition in network industries is sometimes heated. Certain questions recur: Will continuing regulation be needed? Whether and at what terms will private finance be forthcoming? The author argues that policymakers need to understand how competitive forces can be brought to bear in network industries. He explains the following: 1) common principles that are often lost in"technical"debates about specific sectors; 2) various methods for introducing competition in network industries; 3) competition for the market, and bidding for franchises; 4) options for competition for existing networks; 5) options for expanding competitive systems by decentralizing investment in new network capacity; 6) the option of allowing competition among multiple networks; and 7) the implications of these options for the sectors and for financing industry expansion. In case of doubt, he contends, policymakers should not restrict the entry of competitive firms in such networks.     The authors of the book have come to the conclusion that it is necessary to effectively use modern approaches to developing and implementation strategies of sustainable socio-economic development in order to increase efficiency and competitiveness of economic entities. Basic research focuses on economic diagnostics of socio-economic potential and financial results of economic entities, transition period in the economy of individual countries and ensuring their competitiveness, assessment of educational processes and knowledge management. The research results have been implemented in the different models and strategies of supply and logistics management, development of non-profit organizations, competitiveness of tourism and transport, financing strategies for small and medium-sized enterprises, cross-border cooperation. Protecting these systems is critical to avoid loss of life and to guard against economical upheaval. A systematic approach to plan security investments is paramount to guarantee that limited protection resources are utilized in the most effcient manner. This thesis provides a detailed review of the optimization models that have been introduced in the past to identify vulnerabilities and protection plans for critical infrastructure. The main objective of this thesis is to study new and more realistic models to protect transportation infrastructure such as railway and road systems against man made and natural disruptions. Solution algorithms are devised to effciently solve the complex formulations proposed. Finally, several illustrative case studies are analysed to demonstrate how solving these models can be used to support effcient protection decisions

    Urban rail systems are designed to carry large volumes of people into and out of major activity centers. As a result, the stations at these major activity centers are often crowded with boarding and alighting passengers, resulting in passenger inconvenience, delays, and at times danger. This study examines the planning and analysis of station passenger queuing and flows to offer rail transit station designers and transit system operators guidance on how to best accommodate and manage their rail passengers. The objectives of the study are to: 1) Understand the particular infrastructural, operational, behavioral, and spatial factors that affect and may constrain passenger queuing and flows in different types of rail transit stations; 2) Identify, compare, and evaluate practices for efficient, expedient, and safe passenger flows in different types of station environments and during typical (rush hour) and atypical (evacuations, station maintenance/ refurbishment) situations; and 3) Compile short-, medium-, and long-term recommendations for optimizing passenger flows in different station environments

    Operationalizing the circular city model for naples' city-port: A hybrid development strategy

    The city-port context involves a decisive reality for the economic development of territories and nations, capable of significantly influencing the conditions of well-being and quality of life, and of making the Circular City Model (CCM) operational, preserving and enhancing seas and marine resources in a sustainable way. This can be achieved through the construction of appropriate production and consumption models, with attention to relations with the urban and territorial system. This paper presents an adaptive decision-making process for Naples (Italy) commercial port's development strategies, aimed at re-establishing a sustainable city-port relationship and making Circular Economy (CE) principles operative. The approach has aimed at implementing a CCM by operationalizing European recommendations provided within both the Sustainable Development Goals (SDGs) framework-specifically focusing on goals 9, 11 and 12-and the Maritime Spatial Planning European Directive 2014/89, to face conflicts about the overlapping areas of the city-port through multidimensional evaluations' principles and tools. In this perspective, a four-step methodological framework has been structured applying a place-based approach with mixed evaluation methods, eliciting soft and hard knowledge domains, which have been expressed and assessed by a core set of Sustainability Indicators (SI), linked to SDGs. The contribution outcomes have been centred on the assessment of three design alternatives for the East Naples port and the development of a hybrid regeneration scenario consistent with CE and sustainability principles. The structured decision-making process has allowed us to test how an adaptive approach can expand the knowledge base underpinning policy design and decisions to achieve better outcomes and cultivate a broad civic and technical engagement, that can enhance the legitimacy and transparency of policies

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure

    Methodologies for the assessment of industrial and energy assets, based on data analysis and BI

    In July 2020, post pandemic onset, Europe launched the Next Generation EU (NGEU) program. The amount of resources deployed to revitalize Europe has reached 750 billion. The NGEU initiative directs significant resources to Italy. These funds can enable our country to boost investment and increase employment. The missions of Italian Recovery and Resilience Plan (PNRR) include digitization, innovation and sustainable mobility (rail network investments, etc.). In this context, this doctorate thesis discusses the importance of infrastructure for society with a special focus on energy, railway and motorway infrastructure. The central theme of sustainability, defined by the World Commission on Environment and Development (WCDE) as ''development that meets the needs of the present generation without compromising the ability of future generations to meet their needs’’, is also highlighted. Through their activities and relationships, organizations contribute positively or negatively to the goal of sustainable development. Sustainability becomes an integrated part of corporate culture. First research in this thesis describes how Artificial Intelligence techniques can play a supporting role for both maintenance operators in tunnel monitoring and those responsible for safety in operation. Relevant information can be extracted from large volumes of data from sensor equipment in an efficient, fast, dynamic and adaptive manner and made immediately usable by those operating machinery and services to support rapid decisions. Performing sensor-based analysis in motorway tunnels represents a major technological breakthrough that would simplify tunnel management activities and thus the detection of possible deterioration, while keeping risk within tolerance limits. The idea involves the creation of an algorithm for detecting faults, acquiring real-time data from tunnel subsystem sensors and using it to help identify the tunnel's state of service. Artificial intelligence models were trained over a sixmonth period with a granularity of one-hour time series measured on a road tunnel forming part of the Italian motorway systems. The verification was carried out with 3 reference to a series of failures recorded by the sensors. The second research argument is relates to the transfer capacities of high-voltage overhead lines (HVOHL), which are often limited by the critical temperature of the power line, which depends on the magnitude of the current transferred and the environmental conditions, i.e. ambient temperature, wind, etc. In order to use existing power lines more effectively (with a view to progressive decarbonization) and more safely with respect to critical power line temperatures, this work proposes a Dynamic Thermal Rating (DTR) approach using IoT sensors installed on a number of HV OHL located in different geographical locations in Italy. The objective is to estimate the temperature and ampacity of the OHL conductor, using a data-driven thermomechanical model with a bayesian probabilistic approach, in order to improve the confidence interval of the results. This work shows that it might be possible to estimate a spatio-temporal temperature distribution for each OHL and an increase in the threshold values of the effective current to optimize the OHL ampacity. The proposed model was validated using the Monte Carlo method. Finally, in this thesis is presented study on KPIs as indispensable allies of top management in the asset control phase. They are often overwhelmed by the availability of a huge amount of Key Performance Indicators (KPIs). Most managers struggle In understanding and identifying the few vital management metrics and instead collect and report a vast amount of everything that is easy to measure. As a result, they end up drowning in data, thirsty for information. This condition does not allow good systems management. The aim of this research is help the Asset Management System (AMS) of a railway infrastructure manager using business intelligence (BI) to equip itself with a KPI management system in line with the AM presented by the normative ISO 55000 - 55001 - 55002 and UIC (International Union of Railways) guideline, for the specific case of a railway infrastructure. This work starts from the study of these regulations, continues with the exploration, definition and use of KPIs. Subsequently KPIs of a generic infrastructure are identified and analyzed, 4 especially for the specific case of a railway infrastructure manager. These KPIs are fitted in the internal elements of the AM frameworks (ISO-UIC) for systematization. Moreover, an analysis of the KPIs now used in the company is made, compared with the KPIs that an infrastructure manager should have. Starting from here a gap analysis is done for the optimization of AMS

    Net structure of subject-to-subject relations in the management of the system of administrative services provision

    The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one – way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision – that means state sector – will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations

    Towards the Internet of Smart Trains: A Review on Industrial IoT-Connected Railways

    [Abstract] Nowadays, the railway industry is in a position where it is able to exploit the opportunities created by the IIoT (Industrial Internet of Things) and enabling communication technologies under the paradigm of Internet of Trains. This review details the evolution of communication technologies since the deployment of GSM-R, describing the main alternatives and how railway requirements, specifications and recommendations have evolved over time. The advantages of the latest generation of broadband communication systems (e.g., LTE, 5G, IEEE 802.11ad) and the emergence of Wireless Sensor Networks (WSNs) for the railway environment are also explained together with the strategic roadmap to ensure a smooth migration from GSM-R. Furthermore, this survey focuses on providing a holistic approach, identifying scenarios and architectures where railways could leverage better commercial IIoT capabilities. After reviewing the main industrial developments, short and medium-term IIoT-enabled services for smart railways are evaluated. Then, it is analyzed the latest research on predictive maintenance, smart infrastructure, advanced monitoring of assets, video surveillance systems, railway operations, Passenger and Freight Information Systems (PIS/FIS), train control systems, safety assurance, signaling systems, cyber security and energy efficiency. Overall, it can be stated that the aim of this article is to provide a detailed examination of the state-of-the-art of different technologies and services that will revolutionize the railway industry and will allow for confronting today challenges.Galicia.
