    Open and Regionalised Spectrum Repositories for Emerging Countries

    TV White Spaces have recently been proposed as an alter- native to alleviate the spectrum crunch, characterised by the need to reallocate frequency bands to accommodate the ever-growing demand for wireless communications. In this paper, we discuss the motivations and challenges for col- lecting spectrum measurements in developing regions and discuss a scalable system for communities to gather and provide access to White Spaces information through open and regionalised repositories. We further discuss two rele- vant aspects. First, we propose a cooperative mechanism for sensing spectrum availability using a detector approach. Second, we propose a strategy (and an architecture) on the database side to implement spectrum governance. Other aspects of the work include discussion of an extensive mea- surement campaign showing a number of white spaces in de- veloping regions, an overview of our experience on low-cost spectrum analysers, and the architecture of Zebra − RFO, an application for processing crowd-sourced spectrum data

    Can informetrics shape biomedical research? A case study of the HIV/AIDS research in sub-Saharan Africa1

    Biomedical research is burgeoning as new dangerous diseases and healing methods emerge. Informetrics defined as methods or a research field that uses mathematical and statistical techniques and/or models to examine patterns that show up not only in publications but also in many aspects of life, as long as the patterns deal with information, are widely applied in the evaluation of research performance, among others. Informetrics measures can be divided into descriptive and evaluative measures, commonly referred to as production (publications) count and citation analysis respectively. Whereas the former has continued to gain popularity in sub-Saharan Africa, especially with regard to the assessment of research output of researchers, the latter is rarely applied. The paper focuses on the research evaluation, methods of research evaluation, and the pros and cons of using informetrics techniques to evaluate research performance. Further, the paper addresses the application of informetrics to examine whether or not informetrics can be used to shape biomedical research, with special reference to HIV/AIDS research in sub-Saharan Africa. In that regard, the paper reports on an informetrics perspective of the relatedness of opportunistic diseases and other factors (i.e. risk factors, pre-disposing factors, other sexually transmitted diseases, and the other tropical diseases) to:• Demonstrate the use of informetrics techniques in assessing the relatedness of a disease to the pathogens that are  associated with it.• Reveal that informetrics can be used to support and/or inform medical opinions regarding the relationship/influence of certainfactors/diseases with/on a given disease, e.g. HIV/AIDS.This paper concludes that the application of informetrics, using various techniques or methodologies associated with it, to shape research in different fields/disciplines, is feasible.Keywords: HIV/AIDS, Informetrics, Bibliometrics, Research evaluatio

    The electric vehicle revolution: critical material supply chains, trade and development

    The emergence of a mass market for electric vehicles (EVs) offers development opportunities for countries that have abundant resources of cobalt, nickel, lithium, copper, aluminium and manganese. Not surprisingly, developing countries have proposed ambitious plans to expand production of these raw materials. However, an observation from the resource curse literature is that strong institutions are required if they are to mitigate the risk of poorly directed, often excessively procyclical, investment, not least because of the complexity, opacity and price volatility of many raw materials utilised by global EV value chains. This paper examines the outlook for EV demand and associated raw material usage paying attention to the drivers and sensitivities required to assess and track future market transformations. These end use shifts are then placed in the context of the broader supply chain adjustments and trends shaping the demand. For resource exporters, adapting to structural change will require fiscal, regulatory, environmental and institution reforms designed to capture shifting patterns of resource wealth in a way which takes appropriate account of comparative advantages in specific value chains and mitigates adverse environmental and social consequences from their extraction and processing

    A machine learning-guided data integration framework to measure multidimensional poverty

    As developing nations like South Africa chart a path of socio-economic development, the spatialisation of progress, opportunity, and neglect is a critical antecedent to policy-making and regional interventionism. Efforts to capture meaningful data using household surveys and censuses face a diluted accuracy due to sampling, surveying, and quantification errors. The reliability and regularity of these traditional methods is also constrained since the processes are costly and time consuming. Recent investigations in the field of machine learning and satellite imaging have presented a viable proof-of-concept technique to exploit specific economic indicators to demonstrate economic development patterns across regional areas. The current study adopts several interrelated approaches encompassed within the field of remote sensing in order to evaluate and model poverty in the South African landscape. By adopting publicly accessible information for classification to indicate the intensity of poverty, this study proposed an inexpensive solution to poverty estimation. Concretely, the solution combined satellite imagery and geospatial data with regional poverty data exploiting an ensemble approach to poverty diagnosis. The solution is based upon multidimensional indicators and multi-layered insights that can be extrapolated from overlapping models to bolster them and help with socio-economic well-being estimations. Through machine learning techniques and object-oriented training of a convolutional neural network, this study revealed that a naïve combination of distinct data sources shows patterns of socio-economic well-being in South Africa by achieving an R2 of 0.56 wealth estimation compared to 0.54 from satellite imagery. This outlined variability and incongruity within landscapes that not only reflect the persistent subdivisions of apartheid-era enclavisation, but indicate critical gaps in domestic social services, infrastructure, and developmental pathways.     Twelve Years Later: Second ASSAf Report on Research Publishing In and From South Africa

[Online] Available at: DOI:10.17159/assaf.2018/0030The Academy of Science of South Africa (ASSAf) released its second major Consensus Report on a commissioned study of Research Publishing in South Africa in 2006, with detailed data analysis and a 360-degree view of the topic, including the impact of new technologies on the dissemination of research results and the world-wide open access movement. A second Consensus Report on scholarly books followed in 2009. The Department of Science and Technology (DST) endorsed the two reports and requested the Academy itself to oversee the implementation of the recommendations, and has funded the Academy’s Scholarly Publishing Programme (SPP) ever since. The Department of Higher Education and Training (DHET) has supported the projects of the SPP in various relevant areas. Much has been achieved even though much remains to be done. In 2016, the Academy commissioned Professor Johann Mouton and his colleagues of the Centre for Research on Evaluation of Science and Technology (CREST) at Stellenbosch University to do a thorough, largely bibliometric study of scholarly publishing in and from South Africa (SA) in the period 2005 – 2014, with all forms of peer-reviewed scholarly publications included, whether in journals, books or conference proceedings. The group has become extremely well versed in the appropriate methodologies, using reliably indexed databases and cooperating with partners who have developed special techniques for sharpening the focus of standard parameters such as citation counts and rates over time, demographic shifts in authorships and indicators of collaboration. The study was completed in 2017, and submitted to the Academy. Amongst a large number of interesting and relevant findings were disturbing indications of predatory publishing and questionable editorial practices. As the period studied by the CREST team coincided almost exactly with the period that has elapsed since the data-gathering for ASSAf’s above-mentioned first report, the Academy has decided to publish a second report on scholarly publishing in SA, to include concise but essential summaries of the two earlier ASSAf reports (Chapters 1 and 2); a review of the work of the SPP in the research publishing system over the past 12 years (Chapter 3); an analysis of the problems of access on the part of South African researchers to the problematic international commercial research literature (Chapter 4); the concise version of the new CREST report (Chapter 5); a consideration of the threat posed by predatory publishing and questionable editorial and authorship practices (Chapter 6); a discussion of the main issues and unresolved problems still remaining in the system despite its generally good progress (Chapter 7); and a set of headline recommendations for the future (Chapter 8). The Academy believes that the formation of public policy should involve a longitudinal understanding of how systems behave over time periods that are sufficiently long to reveal both the trends and the underlying causes. We see no reason in this new analysis to depart from our original conclusion, that the highest possible quality of scholarly publishing within a country is important, but that only open access publishing of local journals will ensure the wide dissemination of their important content, with all the benefits that that will bring.     Science in an age of globalisation : the geography of research collaboration and its effect on scientific publishing

    Although scientific knowledge is considered by many a universal and context-free product, its producers are often embedded in geographically bounded networks of research collaboration. However, in an age of globalisation these local networks of knowledge production are challenged by pressures to make science more efficient and to align its priorities with problems of global relevance such as climate change and worldwide epidemics. Against this background, the dissertation sets out to examine changes in the contemporary geography of research collaboration and explores how these changes affect the publication of research findings in scientific journals. The dissertation starts with introducing a framework to understand how geographical space structures research collaboration among researchers. The two structuring principles in this framework are a logic of proximity that provides solutions for coordination problems in research practice, and a logic of stratification that provides researchers with differential means to engage in collaborations. The logic of proximity mainly follows from the importance of physical co-presence both for carrying out the complex tasks associated with scientific research and for establishing trust in research results. The logic of stratification is an outcome of the reward system in science which provides differential credit to researchers on the base of their past productivity. Globalisation affects these logics through technological advancements in ICTs and mobility, and through the harmonisation of research policies and practices across territories. It is hypothesised in this dissertation that these changes have implications for geographical patterns of research collaboration, and also for the way research findings are communicated in scientific publications. The empirical validation of this framework centers around two main themes that very much bear the imprint of globalisation in science. The first theme concerns the research policies of the European Union that are focused on the harmonisation of regional and national institutions in Europe in order to create an integrated ‘European Research Area’ (ERA) which should make the European research system more efficient and competitive. The Framework Programmes are explicitly designed to facilitate this integration process and in doing so they fund thousands of transnational research projects making it the largest transnational funding scheme in the world. Against this background, Chapter 2 evaluates the extent to which European research collaboration networks are already spatially integrated based on publication and patent data with multiple addresses. The results indicate that research collaborations in Europe are structured by geographical proximities as the choice for collaboration partners is impeded both by the kilometric distance between researchers and by national borders separating them. The chapter also presents some evidence that research collaboration networks are stratified on the base of similarity in productivity and access to resources. This logic of stratification operates irrespective of the location of researchers vis-à-vis each other. The main conclusion that follows from this analysis is that the present efforts towards the creation of ERA are well justified. The empirical study in Chapter 3 develops a dynamic approach to the geography of research collaboration by studying whether the logic of proximity is changing over time. The main argument of this chapter holds that one should make a conceptual distinction between a possible changing effect of geographical distance and a possible changing effect of territorial borders when studying proximity dynamics in research collaboration networks. When making such a distinction in the context of the European research system, the chapter shows that it is primarily the importance of regional and national borders that is decreasing over time, but that the role of geographical proximity in structuring research collaborations is remarkably stable. The findings indicate that globalisation in science is mainly realised through the harmonisation of territorial institutions, but that physical co-presence remains an important coordination device for exchanging complex forms of knowledge that cannot be easily communicated over large distances. The objective of Chapter 4 is to study to what extent the Framework Programmes (FPs), as the main funding instrument of the European Commission, are affecting the geography of European research collaboration. It is hypothesised that, in case the FPs indeed render territorial borders less important, they are likely to create (new) stratified networks of research collaboration that disproportionally consists of high-performance researchers located in Europe’s core regions. Contrary to the expectation no evidence for this hypothesis is found. The presented analysis indicates that the FPs indeed have a substantial effect on promoting international scientific collaboration networks which are still relatively uncommon in comparison to national collaboration networks. However, it is also shown that acquisition of FP funding is rather equally distributed over Europe and that the FPs are more effective in establishing ties between poorly connected researchers than in further strengthening existing ones. When stimulating already existing networks the FPs run the risk of being a substitute for other funding sources. This implies that current EU research policy is in line with the cohesion objective of the European Union. The second theme of this dissertation concerns the global standardization of medical experiments on human subjects. In recent years, proponents of an evidence-based medicine have pushed for standards concerning the conduct of clinical trials and subsequent publication of research findings in clinical trial registers and scientific publications. This standardization process is closely linked to an increase in the number and size of clinical trials that involve scientific researchers and patients from across the globe. The empirical chapters address whether this standardization process has an effect on several aspects of scientific publishing including the constitution of authorship on publications, the communication of evidence after study completion, and the presence of error in scientific publications. In order to analyse these questions, a database is created that links information on registered clinical trial projects (www.clinicaltrials.gov) to scientific publications of the main findings after study completion. Chapter 5 focuses in this respect on the standardization of good clinical practice (ICH-GCP) which has made the exchange of clinical data between geographically dispersed research sites less complicated. This has resulted in a process of global outsourcing with increasing enrolment of patients from emerging economies, especially in Central and Eastern Europe, Latin America and Asia. The chapter describes this globalisation tendency and studies whether worldwide patient involvement in clinical trials is reflected in the geographical composition of scientific management teams in those trials. The chapter develops an empirical strategy to determine the geographical distribution of management teams by using authorship data from publications reporting on primary outcomes. On the basis of this data it is shown that, given patient involvement, authorships are disproportionally granted to researchers in a few leading countries. The chapter discusses possible adverse consequences of this situation especially concerning the monitoring of clinical trial quality and (the lack of) interactions between researchers that are in immediate contact with patients and researchers that design trials and interpret their results. Chapter 6 concentrates on the publication behaviour of pharmaceutical companies who are well known for their strategy to withhold negative research findings from the scientific literature. To remedy this situation several authorities have recently mandated both registration of clinical trials before study onset and publication of major research findings after study completion. The main question holds under what conditions pharmaceutical companies decide to publish their clinical trial findings either in scientific journals or on the web. The main hypothesis is that under the new institutional context pharmaceutical companies will continue to highlight positive results in the scientific literature as it provides them with certification that their research findings are scientifically sound, methodologically rigourous and thus credible. Negative results, by contrast, are expected to be published on the web. This hypothesis is tested against a sample of clinical trials that assess the efficacy of glucose lowering agents in diabetes patients. The results indicate that firms continue to highlight positive results in scientific journals which results in an ongoing and persistent bias of evidence in the literature. Finally, Chapter 7 studies the production and detection of error in scientific publications on the basis of published errata and retractions. It is derived from earlier chapters that geographical proximity remains an important coordination device in research practice. This begs the question whether researchers operating in geographically dispersed research projects are also more likely to produce error because effective peer-control may be lacking and the establishment of mutual understanding hindered. The chapter addresses this question by making a conceptual distinction between modes of coordination that influence error production, and the prestige of research findings that influences error detection. With respect to prestige of research the chapter shows that editorial policies of scientific journals may actively steer the process of error detection by organising impact around particular findings and by enforcing strict publication guidelines. After controlling for these factors the analysis finds that geographically distributed research results in less accurate scientific publication. Globalisation tendencies thus put increasing responsibility on the publication system to correct errors in publications. Based on the findings of the empirical chapters, the overall conclusion of the dissertation is three-fold. The first conclusion holds that changes in the contemporary geography of research collaboration are mainly visible in institutional harmonisation across territories, rather than in a tendency towards a ‘death of distance’ per se. This paradoxical process provides new prospects for worldwide research collaborations, but limits at the same time the possibilities to make these prospects work in actual research practice. Second, the presented analysis indicates that in an age of globalisation, science does not become a global level playing field where chances of success level off. Rather, stratified structures are reproduced at different spatial scales via the creation of new reward systems and global research collaboration network that exhibit high entry barriers. Third, globalised science reveals new publication practices that concern authorship norms, the prevalence and correction of error in scientific publications and the conditions under which disclosure of research findings takes place. In this respect, new global contexts have often been cited as contributors to the quality, impact and practical application of research findings. The results presented here do not support the argument and at least point to some potential side-effects of geographically distributed research. These effects require a rethinking of science’s institutions in light of globalisation

    Coronary care networks in the resource-limited setting : systems of care in South Africa

    BACKGROUND: Owing to an epidemiological transition observed throughout Sub- Saharan Africa, South Africa is experiencing an increase in the incidence of myocardial infarction. ST-elevation myocardial infarction (STEMI) occurs commonly in South Africa and at much younger ages than observed elsewhere in the world. Emergent treatment in the form of coronary reperfusion is required to reduce morbidity and mortality following STEMI. Political and socio-economic factors have led to large disparities in emergency healthcare access for many South Africans. Well organised networks of care (coronary care networks, CCNs) that seamlessly integrate prehospital care, in-hospital assessment and percutaneous coronary intervention is recommended to reduce mortality for these patients. CCNs are underdeveloped and under-studied in South Africa. To this end, the aims of this project was to examine the current state of Coronary Care Networks in South Africa, a low- to middle income country and to provide recommendations for future development of such networks. METHODS: This project was comprised of four studies. Study I was a cross-sectional descriptive study that aimed at determining the current PCI-capable facilities in South Africa and sought correlations between the resources, population, poverty and insurance status using Spearman’s Rho. Study II utilised proximity analysis to determine the average drive times of South African municipal wards (geopolitical subdivisions used for electoral purposes) to the closest PCI-capable facility for each South African province. It further determined the proportion of South Africans living within one and two hours respectively, from such a facility. Study III combined data obtained from Studies I and II with network optimisation modelling to propose an optimised reperfusion strategy for patients with STEMI, based on proximity, using the North West province as a case study. Finally, Study IV employed qualitative methodology to determine the barriers and facilitators to developing CCNs in South Africa by performing interviews with individuals working with the South African contexts of coronary care. RESULTS: South Africa has 62 PCI-capable facilities, with most PCI-facilities (n=48; 77%) owned by the private healthcare sector. A disparity exists between the number of private and state-owned PCI-facilities when compared to the poverty (r=0.01; p=0.17) and insurance status of individuals (r=-0.4; p=0.27) (Study I). This means that reperfusion by PCI is likely inaccessible to many despite approximately, 53.8% and 71.53% of the South African population living within 60 and 120 minutes of a PCI facility (Study II). Yet, we provide an efficient and swift model that provides a recommendation for the best reperfusion strategy even in the instance of a large amount of ward data with these additional constraints. This model can be run in realtime and can guide reperfusion decisions at the bedside or form the basis of regional reperfusion guidelines, and CCN development priorities (Study III). When considering the local CCN, we found an under-resourced CCN that is not prioritised by policymakers and displays considerable variation in performance based on time of day and geographic locale. Specific barriers to the development of CCNs in South Africa included poor recognition and diagnosis of STEMI, inappropriate transport and treatment decisions, and delays. Facilitators to the development of CCNs were regionalised STEMI treatment guidelines, further research and prehospital thrombolysis programmes (Study IV). CONCLUSION: South Africa has a shortage of PCI facilities. Even in areas with high concentrations of PCI facilities. In addition, many patients may not be able to access care due to socio-economic status. When considering proximity alone, most South Africans are able to access PCI within guideline timeframes. Despite this, prehospital thrombolysis should still be considered in some areas – as demonstrated by a novel approach that combines geospatial analysis and network optimisation modelling. This approach is able to efficiently determine the optimum reperfusion strategy for each geographic locale of South Africa. Current CCNs in South Africa are under-resourced, over-burdened and not prioritised. Future efforts should aim at improving STEMI recognition and diagnosis to decrease delays to reperfusion. The findings described should be considered and integrated into a future model of CCNs within South Africa, towards improving reperfusion times and finally morbidity and mortality
