    US-Mexico Border: Building a Smarter Wall through Strategic Security Measure Allocation

    We offer a quantitative construct for optimizing security measure investments, to achieve the most costeffective deterrence and detection capabilities for the U.S. Customs and Border Patrol (CBP). We constructed a large-scale multiple-objective portfolio optimization integer program that rapidly returns good Pareto optimal results. The model incorporates the utility of each measure and the probability of success, along with multiple other objectives. To the best of our knowledge, our work presents the first mathematical model that optimizes security strategies for the CBP and is the first to introduce a utility factor to emphasize deterrence and detection impact. The model accommodates different resources, constraints, and various types of objectives. The solution methodologies being put in place are complex, current state-of-the-art, and very effective

    Toward Customizable Multi-tenant SaaS Applications

    abstract: Nowadays, Computing is so pervasive that it has become indeed the 5th utility (after water, electricity, gas, telephony) as Leonard Kleinrock once envisioned. Evolved from utility computing, cloud computing has emerged as a computing infrastructure that enables rapid delivery of computing resources as a utility in a dynamically scalable, virtualized manner. However, the current industrial cloud computing implementations promote segregation among different cloud providers, which leads to user lockdown because of prohibitive migration cost. On the other hand, Service-Orented Computing (SOC) including service-oriented architecture (SOA) and Web Services (WS) promote standardization and openness with its enabling standards and communication protocols. This thesis proposes a Service-Oriented Cloud Computing Architecture by combining the best attributes of the two paradigms to promote an open, interoperable environment for cloud computing development. Mutil-tenancy SaaS applicantions built on top of SOCCA have more flexibility and are not locked down by a certain platform. Tenants residing on a multi-tenant application appear to be the sole owner of the application and not aware of the existence of others. A multi-tenant SaaS application accommodates each tenant’s unique requirements by allowing tenant-level customization. A complex SaaS application that supports hundreds, even thousands of tenants could have hundreds of customization points with each of them providing multiple options, and this could result in a huge number of ways to customize the application. This dissertation also proposes innovative customization approaches, which studies similar tenants’ customization choices and each individual users behaviors, then provides guided semi-automated customization process for the future tenants.     Optimization of Port-of-Entry Operation in the U.S.: An Anti-human Trafficking Focus

    Although decisions at the U.S. port-of-entries take into consideration many factors and stakeholders like government, citizens, travelers, security is their main priority. Officer\u27s decision relies on letting someone into the country or forbids their entrance if they present some threat. They are trained to detect criminals, but little focus is given to identify possible victims. This thesis presents a model that finds an optimal policy regarding how many travelers are going to be conducted to further screening to better detect human trafficking victims. A Bayesian Decision Model was developed and the estimation of costs for the different possible outcomes and scenarios were made and compared. Human trafficking costs and the POE operation were considered. Results showed that decisions were affected by the human trafficking and POE operation costs, as well as the expected number of victims at the border

    Seagull syndrome: Relationships between patrol workers and government officials in NSW, Australia

This paper explores the nature of relations between public officials and community workers, drawing on empirical data from a study on Indigenous patrols in New South Wales, Australia. Patrol workers interact with public officials from various state entities who are tasked with overseeing funding, carrying out evaluations and, to varying degrees, monitoring the 'effectiveness' of local patrol operations. These interactions illuminate several issues regarding the ways in which knowledge about patrols is created, contested and communicated between Indigenous and non-Indigenous domains. The emergent patterns of these relations can be described as 'seagull syndrome', which involves the privileging of some types of knowledge over others in decision-making regarding Indigenous affairs, often with disastrous consequences for Indigenous organisations and communities. The paper documents the core features of seagull syndrome with respect to the discrete practices, everyday decision-making and mundane communication between public officials and patrol workers in New South Wales. It considers the implications of seagull syndrome for policy-makers and academics working in the Indigenous justice space and suggests ways to resist or challenge this tendency

    Impacts of national security and sustainable development, The: comparative study of shared protected areas

The two paradigms define the physical, economic, social, and political infrastructure of shared protected areas through competing frameworks of national interests and environmental protections. This comparative study builds on international thinking about the relationship between sustainable development to answer the hypothesis that national security impacts most the environmental pillar of sustainable development. The research methodology is a triangulation of comparative document analysis with qualitative and quantitative interviews for a rich description of the two paradigms in two shared protected areas. Sustainable development is assessed in the four park conservation management plans using the Lockwood and Kothari traditional versus emergent sustainable development indicators as independent variables and the organizing framework. The impacts of national security doctrine, policy and projects are systematically assessed on sustainable development in the parks. This research formalizes one step toward the study of national security and sustainable development and the challenges of developing environmental protections in a national security environment

    Forfeiting legal protections to prevent crime?

    In many ways, policing is a noteworthy feature of the field of criminal law. Its diverse mandate includes ensuring public order, and preventing and investigating crime. Though these roles have been traditionally managed as distinct functions, as prevention subsumes the others they are becoming more closely aligned in practice. This contribution will assess the role that AI has played in strengthening the mandate for crime prevention. It will argue that AI has been a critical tool in advancing crime prevention, but its use has outpaced legal processes and individuals may face violations of their legal interests in a legal framework ill-equipped for countering robust crime prevention measures. The article will ultimately advocate the expanding and strengthening of the legal protections afforded to criminal suspects in preventative investigations, while also addressing the way in which AI alters the enforcement of legal standards.O policiamento é, de muitas formas, uma dimensão relevante no âmbito do Direito Criminal. Os seus diversos mandatos incluem manter a ordem pública, prevenir e investigar crimes. Apesar destes papéis terem sido tradicionalmente tratados enquanto funções diferentes, como a prevenção inclui os outros, têm-se tornado, na prática, mais estreitamente alinhados. Este contributo irá servir para avaliar o papel que a AI (inteligência artificial) tem desempenhado no reforço do mandato para a prevenção do crime. Pode-se argumentar que a AI tem sido um instrumento crítico para o desenvolvimento da prevenção criminal, mas o seu uso ultrapassou os processos legais e os indivíduos podem enfrentar as violações dos seus interesses num quadro legal mal equipado para combater medidas robustas de prevenção criminal. Por fim, o artigo irá defender a expansão e reforço da proteção legal concedida aos suspeitos nas investigações preventivas, enquanto aborda também o modo como AI altera a aplicação dos padrões legais
