    The Structure of 401(k) Fees

    Increasingly, people are depending on 401(k) and similar defined contribution plans sponsored by their employers for their retirement income. As a result, participants in these plans also are paying more of their plans’ costs, ranging from administration and sales expenses to the cost of managing investments. These costs can take a substantial toll on retirement savings. Over a 30-year career, for example, paying an annual fee of 50 basis points can reduce the purchasing power of savings at the time of retirement by one-eighth. Employers who sponsor 401(k) plans have a fiduciary responsibility to ensure their plans’ fees are reasonable and communicated to participants. Recently, the Government Accountability Office reported that participants need more information and sponsors need to disclose this information more effectively to fulfill this responsibility. The Department of Labor is revising regulations to require sponsors to report the fees of their plans more clearly to their employees. Congress also has been holding hearings, inquiring if greater disclosure would help reduce costs within 401(k) plans...

    Producción CientíficaIn the attempt to understand the behavior of HfO2-based resistive switching devices at low temperatures, TiN/Ti/HfO2/W metal–insulator–metal devices were fabricated; the atomic layer deposition technique was used to grow the high-k layer. After performing an electroforming process at room temperature, the device was cooled in a cryostat to carry out 100 current–voltage cycles at several temperatures ranging from the “liquid nitrogen temperature” to 350 K. The measurements showed a semiconducting behavior in high and low resistance states. In the low resistance state, a hopping conduction mechanism was obtained. The set and reset voltages increased when temperature decreased because the thermal energies for oxygen vacancies and ions were reduced. However, the temperature did not influence the power absorbed in the reset transition, indicating the local temperature in the filament controls the transition.     The Sped-Pro judgment concerns an action for annulment of an EU Commission decision rejecting a complaint alleging the abuse of a dominant position by the Polish state-owned railway company PKP Cargo. In this judgment, the General Court for the first time established a direct link between systematic deficiencies in the legal order of a Member State and the ability of its competition authority to investigate and take enforcement action under EU law. The General Court addressed issues of the rule of law as an element of effective competition law enforcement and the case allocation principles between the Commission and National Competition Authorities (NCAs) under the decentralised enforcement system of Regulation 1/2003. The General Court now requires the Commission to examine, when handling complaints, whether an NCA can actually enforce EU law effectively

    The Power of the Test for the Winsorized Modified Alexander-Govern Test

    This research examined the USAge of the parametric method in comparing two or more means as independent group test, for instance, the Alexander-Govern (AG) test. The utilization of mean as the determinant for the center of distribution of variance diversity takes place in testing, and the test provides excellence in maintaining the amount of Type I error and giving immense sensitivity for a regular data. Unfortunately, it isineffective on irregular data, leading to the application of trimmed mean upon testing as the determinant for the center of distribution under irregular data for two group condition. However, as the group quantity is more than two, the estimator unsuccessfully provides excellence in maintaining the amount of Type I error. Therefore, an estimator high in effectiveness called the MOM estimator was introduced for the testing as the determinant for the center of distribution. Group quantity in a test does not affect the estimator, but it unsuccessfully providesexcellence in maintaining the amount of Type I error under intense asymmetry and unevenness. The application of Winsorized modified one-step M-estimator (WMOM) upon the Alexander-Govern testing takes place so that it can prevail against its drawbacks under irregular data in the presence of variance diversity, can eliminate the presence of the outside observation and can provide effectiveness for the testing on irregular data. Statistical Analysis Software (SAS) was used for the analysis of the tests. The results show that the AGWMOM test gave the most intense sensitivity under g = 0,5 and h = 0,5, for four group case and g = 0 and h = 0, under six group case, differing from three remaining tests and the sensitivity of the AG testing is said suffices and intense enough

    In the first two years since the launch of the Fermi Observatory, the Gamma-ray Burst Monitor (GBM) has detected over 500 Gamma-Ray Bursts (GRBs), of which 18 were confidently detected by the Large Area Telescope (LAT) above 100 MeV. Besides GRBs, GBM has triggered on other transient sources, such as Soft Gamma Repeaters (SGRs), Terrestrial Gamma-ray Flashes (TGFs) and solar flares.     Senior Non-Resident Fellow JĂƒÂŒrgen von Hagen offers his recommendations for the proper monetary policy to lead the eurozone out of the crisis. He argues that the tentative recovery in the euro area indicates that both monetary and fiscal policy can be normalised soon. However, because delaying fiscal consolidation would result in greater debt burdens whereas monetary policy can be quickly adjusted to respond to unforeseen developments, there is less risk involved if a fiscal exit comes first. In any case, the two strategies must be coordinated and the European Central Bank must be very clear on its interest rate policies. This paper was prepared as part of testimony for the European Parliament's Economic and Monetary Affairs Committee.
