Reuters News Reports versus Official Interventions: A Cautionary Warning

Reuters reports have become an accepted tool for empirical studies analyzing informationa l asymmetries in exchange rate markets. This paper tests the accuracy of the Reuters announcements for Swiss interventions. The evidence finds that the Reuters announcements are not concentrated just after the first intervention transaction as is assumed in empirical studies. The variance of the prediction error is measured in hours and not in minutes. A further assumption that the Reuters announcement always falls after the first actual transaction is found to be violated. At a minimum, the new empirical results question the accuracy of Reuters reports for small countries.

The Economic Returns to the Knowledge and Use of a Second Official Language: English in Quebec and French in the Rest-of-Canada

In a country with two official languages, such as Canada, the demand for bilingualism may lead individuals born with one mother tongue to acquire the second official language. Knowledge of an additional official language may be associated with enhanced earnings for two reasons; its actual value in the workplace, or its value as a screening mechanism for ability. Previously available data did not indicate whether bilingual language skills were actually being used at work. However, the 2001 Census reports, for the first time, the primary and the secondary languages that an individual uses at work. Conditioning on both language knowledge and language use allow us to estimate the additional earnings that can be attributed to the use of a second official language. We find very substantial, statistically significant, rewards to second official use in Quebec and much smaller, not statistically significant, effects in the Rest-of-Canada.Wages, language knowledge, language use

Shadow writing and participant observation : a study of criminal justice social work around sentencing

The study of decision-making by public officials in administrative settings has been a mainstay of law and society scholarship for decades. The methodological challenges posed by this research agenda are well understood: how can socio-legal researchers get inside the heads of legal decision-makers in order to understand the uses of official discretion? This article describes an ethnographic technique the authors developed to help them penetrate the decision-making practices of criminal justice social workers in writing pre-sentence reports for the courts. This technique, called `shadow writing', involved a particular form of participant observation whereby the researcher mimicked the process of report writing in parallel with the social workers. By comparing these `shadow reports' with the real reports in a training-like setting, the social workers revealed in detail the subtleties of their communicative strategies embedded in particular reports and their sensibilities about report writing more generally

A comparison study between official records and self-reports : implications to health research on childhood adversity

Background: Evidence of a relationship between experiences of maltreatment and later health outcomes has been based on cross-sectional studies using retrospective self-reports. However, many researchers view retrospective self-reports skeptically. This study compared experiences of maltreatment and other childhood adversities, identified in children through official records with self-reports obtained in late adolescence. Methods: Participants included 131 youths who had been confirmed as victims of maltreatment prior to age 13 by Child Protective Services. Findings: Emotional and physical neglect were the most prevalent experiences found in the official records: 80% and 86% respectively. However, when were assessed through self-report, only 51% of participants reported emotional neglect and 36% reported physical neglect. Only a small number of self-reports were consistent with official records (17%). Discussion: The results of the relationship between self-report of maltreatment and later health outcomes should be approached with caution when retrospective reports or official data are used alone.Fundação para a Ciência e a Tecnologia (FCT) SFRH/BD/45414/200

The various postflight reports prepared by the mission evaluation team, including the final mission evaluation report, report supplements, anomaly reports, and the 5-day mission report, are described. The procedures for preparing each report from the inputs of the various disciplines are explained, and the general method of reporting postflight results is discussed. Recommendations for postflight documentation in future space programs are included. The issue considered in this study is whether objective, official reports on disability status are reliable. While there is a rather large literature on the reliability of self-reported disability, evidence regarding objective data is scant. It seems to be a widely held view among researchers that, since individuals out of work are inclined to respond towards poor health, it would be best to have official data provided by the relevant administrative bodies. But we argue that such administrative data should be regarded with some suspicion, since the administrators also may have incentives to misreport. The empirical evidence, based on a large sample of Swedish jobseekers, suggests systematic misreporting by the Public Employment Service of objective, official disability measures due to incentives to exaggerate disability.Work disability; classification error; public employment service
