    Cutting Through the Ranks: the Navy’s Forgotten Legacy

    The bearer of this sword was a member of a United States Navy that rapidly grew in power during the Civil War, increasing its enlistment 500% and developing the first ironclad ship. However, even as the Navy was in the midst of its transition, one thing remained in place: The U.S. Model 1852 Navy Officer’s Sword. The sword is still used in the Navy today, albeit for ceremonial purposes. Yet, for all that this sword symbolizes, very few scholars have given much attention to it or the sailors who used it in the Civil War. The common soldier has received much more attention than the common seaman and his officers. While there were considerably more men serving in the Army than the Navy (the Navy started the war with 7,600 sailors and grew to 51,500 by the end, whereas the Union Army boasted about 2.2 million enlisted men), the Navy was still an important part of the Union war effort and therefore deserving of attention.     The Navy Nurse Corps was created in 1908, when President Theodore Roosevelt signed the Naval Appropriations Bill. Twenty women were selected to become the corps’ first members. These women were referred to as the “The Sacred Twenty.” On December 7, 1941, when the Japanese bombed Pearl Harbor, the Navy Nurse Corps, was one of the first groups to respond. These women were important in preventing further deaths following the attack. However the experiences of Navy nurses during World II are often left untold because their story is overshadowed by the Army Nurse Corps, which doubled in size during the war. However, not one person’s experience is typical.     Shortly after the article that follows was drafted, I was notified that I had been nominated for promotion to vice admiral and assignment as Superintendent of the U.S. Naval Academy. This unexpected set of orders will cause me to depart the Naval War College after only one year as its President. Still, and although much remains to be done to keep the college at the top of its game, the organizational and administrative changes its faculty and staff have accomplished over the past twelve months have refined its educational and research programs in significant ways. The article (which collects and elaborates on material that, in some cases, has already appeared in print, including the “President’s Forums” of the Spring and Summer 2014 issues of the Review) serves as evidence of what dedicated professionals can do when motivated by an unrelenting commitment to excellence. If it’s important to the Navy, it is on the agenda at the Naval War College! This is a bold statement, but it is one that can be rather quickly substantiated by even a casual review of what is happening on the busiest educational and research complex in the Navy—the Newport, Rhode Island, campus of the U.S. Naval War College (NWC). Since 1884, the Naval War College has existed as a place to study conflict and to produce leaders who are critical thinkers. As it celebrates its 130th anniversary, the college continues to refine its educational and research programs to meet the demands of the Navy and the national security community. While some of our more traditional offerings, such as our highly regarded Joint Professional Military Education (JPME) programs, are fairly well-known, other programs and initiatives are regaining their intended direct linkage to and support to the fleet. The primary purpose of this article is to highlight the ways in which the Naval War College is helping to prepare and shape the Navy of Tomorrow and how it is significantly supporting the Navy of Today without forgetting the lessons of history

    Penelitian ini didasarkan fenomena yang terjadi di sentra PKL viaduk gubeng kota Surabaya yaitu mengenai implementasi penataan pedagang kaki lima yang meliputi waktu berdagang, jumlah pedagang, alat peraga, dan jenis barang dagangan. Tujuan penelitian ini adalah untuk menganalisa dan menginterpretasikan tentang pengaturan waktu berdagang, pengaturan jumlah pedagang, pengaturan alat peraga, dan jenis barang dagangan dalam implementasi penataan PKL di sentra PKL viaduk gubeng kota Surabaya. Teknik pengolahan data yang dilakukan dengan cara observasi, wawancara, dan dokumen foto pada sentra PKL viaduk gubeng kota Surabaya dan Dinas Koperasi Usaha Mikro, Kecil, dan Menengah Pemerintah Kota Surabaya. Metode pada penelitian ini menggunakan pendekatan penelitiankualitatif dengan satu variableyaitu implementasi kebijakan penataan pedagang kaki lima (studi Kasus Di Sentra PKL Viaduk Gubeng Kota Surabaya). Fokus penelitiannya meliputi : 1. Pengaturan jumlah pedagang, 2. Pengaturan waktu berdagang, 3. Pengaturan alat peraga, 4. Pengaturan jenis barang dagangan. Hasil penelitian menyatakan : 1. Pengaturan jumlah pedagang sebanyak 33 pedagang yang berdagang di kawasan ini; 2. Pengaturan waktu berdagang yang bebas selama 24 jam di kawasan PKL ini; 3. Pengaturan alat peraga berupa tenda prisma yang seragam guna sarana berdagang; 4. Pengaturan jenis barang dagangan secara umum adalah makanan minuman serta beberapa kios yang menjual makanan ringan dan rokok. Dari data yang di dapat serta dianalisis dapat ditarik kesimpulan sebagai berikut : 1. Pengaturan jumlah pedagang belum terimplementasi karna masih adanya stand yang kosong dari jumlah stand maksimal; 2. Pengaturan waktu berdagang yang bebas selama 24 jam sudah terimplementasi yang dengan baik; 3. Pengaturan alat peraga dilihat dari keseragaman tenda dalam berdagang tapi untuk gerobak masih belum seragam; 4.     In the spring of 1910 an act of Parliament gave birth to the Canadian navy. What followed were four years of bitter partisan battles over whether this new service would be small and largely coastal, or whether the money was better spent in direct support of the imperial fleet. By the time war came in 1914 the fledgling service consisted of two dilapidated old cruisers—Niobe and Rainbow—acquired solely for training. During the war this navy evolved into a hodgepodge of little auxiliary vessels as it scrambled to meet the new threat from submarines. By the time the war ended, as the official naval historian Gilbert Tucker noted, Canada had nothing more than “a small ship navy.” HMCS Thiepval—all 357 tons of her—was borne into this emerging small ship navy in 1917. The little trawler subsequently had a brief but remarkable career in the service of Canada, and a fate that has left her as one of the West Coast’s most famous tourist sites

    To upgrade the fighting ability of the Provincial Marine, the Royal Navy sent one of their best young commodores along with 465 officers and ratings to operate the ships of the Lake Ontario squadron. This detachment of Royal Navy personnel, including four commanders, were all veterans with a wealth of sea experience. Commodore Sir James Lucas Yeo was described as a zealous, enterprising officer whose daring was unequalled in the annuals of the Royal Navy. Hence his rapid rise to flag rank and his knighthood at the age of thirty-one. The purpose of this article is to illustrate that the way in which Chauncey and Yeo conducted their operations on Lake Ontario was very much in keeping with their background and experience. It was evident from their first encounter that Yeo, the veteran, was the confident aggressor while Chauncey, the administrator, was wary of the reputation of his knighted opponent and unsure of his own squadron’s capabilities

    Navy superconductivity efforts

    Both the new high temperature superconductors (HTS) and the low temperature superconductors (LTS) are important components of Navy's total plan to integrate superconductivity into field operational systems. Fundamental research is an important component of the total Navy program and focuses on the HTS materials. Power applications (ship propulsion, etc.) use LTS materials while space applications (MMW electronics, etc.) use HTS materials. The Space Experiment being conducted at NRL will involve space flight testing of HTS devices built by industry and will demonstrate the ability to engineer and space qualify these devices for systems use. Another important component of the Navy's effort is the development of Superconducting Quantum Interference Device (SQUID) magnetometers. This program will use LTS materials initially, but plans to implement HTS materials as soon as possible. Hybrid HTS/LTS systems are probable in many applications. A review of the status of the Navy's HTS materials research is given as well as an update on the Navy's development efforts in superconductivity, with particular emphasis on the related SDIO sponsored program on HTS applications
