    A Cut Principle for Information Flow

    We view a distributed system as a graph of active locations with unidirectional channels between them, through which they pass messages. In this context, the graph structure of a system constrains the propagation of information through it. Suppose a set of channels is a cut set between an information source and a potential sink. We prove that, if there is no disclosure from the source to the cut set, then there can be no disclosure to the sink. We introduce a new formalization of partial disclosure, called *blur operators*, and show that the same cut property is preserved for disclosure to within a blur operator. This cut-blur property also implies a compositional principle, which ensures limited disclosure for a class of systems that differ only beyond the cut.Comment: 31 page

    Securing Databases from Probabilistic Inference

    Databases can leak confidential information when users combine query results with probabilistic data dependencies and prior knowledge. Current research offers mechanisms that either handle a limited class of dependencies or lack tractable enforcement algorithms. We propose a foundation for Database Inference Control based on ProbLog, a probabilistic logic programming language. We leverage this foundation to develop Angerona, a provably secure enforcement mechanism that prevents information leakage in the presence of probabilistic dependencies. We then provide a tractable inference algorithm for a practically relevant fragment of ProbLog.     This document is a consolidated catalogue of requirements for the Electronic Health Care Record (EHCR) and Electronic Health Care Record Architecture (EHCRA), gleaned largely from work done in the EU Framework III and IV programmes and CEN, but also including input from other sources including world-wide standardisation initiatives. The document brings together the relevant work done into a classified inventory of requirements to inform the on-going standardisation process as well as act as a guide to future implementation of EHCRA-based systems. It is meant as a contribution both to understanding of the standard and to the work that is being considered to improve the standard. Major features include the classification into issues affecting the Health Care Record, the EHCR, EHCR processing, EHCR interchange and the sharing of health care information and EHCR systems. The principal information sources are described briefly. It is offered as documentation that is complementary to the four documents of the ENV 13606 Parts I-IV produced by CEN Pts 26,27,28,29. The requirements identified and classified in this deliverable are referenced in other deliverables

    Scalable and Robust Distributed Algorithms for Privacy-Preserving Applications

    We live in an era when political and commercial entities are increasingly engaging in sophisticated cyber attacks to damage, disrupt, or censor information content and to conduct mass surveillance. By compiling various patterns from user data over time, untrusted parties could create an intimate picture of sensitive personal information such as political and religious beliefs, health status, and so forth. In this dissertation, we study scalable and robust distributed algorithms that guarantee user privacy when communicating with other parties to either solely exchange information or participate in multi-party computations. We consider scalability and robustness requirements in three privacy-preserving areas: secure multi-party computation (MPC), anonymous broadcast, and blocking-resistant Tor bridge distribution. We propose decentralized algorithms for MPC that, unlike most previous work, scale well with the number of parties and tolerate malicious faults from a large fraction of the parties. Our algorithms do not require any trusted party and are fully load-balanced. Anonymity is an essential tool for achieving privacy; it enables individuals to communicate with each other without being identified as the sender or the receiver of the information being exchanged. We show that our MPC algorithms can be effectively used to design a scalable anonymous broadcast protocol. We do this by developing a multi-party shuffling protocol that can efficiently anonymize a sequence of messages in the presence of many faulty nodes. Our final approach for preserving user privacy in cyberspace is to improve Tor; the most popular anonymity network in the Internet. A current challenge with Tor is that colluding corrupt users inside a censorship territory can completely block user\u27s access to Tor by obtaining information about a large fraction of Tor bridges; a type of relay nodes used as the Tor\u27s primary mechanism for blocking-resistance. We describe a randomized bridge distribution algorithm, where all honest users are guaranteed to connect to Tor in the presence of an adversary corrupting an unknown number of users. Our simulations suggest that, with minimal resource costs, our algorithm can guarantee Tor access for all honest users after a small (logarithmic) number of rounds

    CHORUS Deliverable 2.2: Second report - identification of multi-disciplinary key issues for gap analysis toward EU multimedia search engines roadmap

    After addressing the state-of-the-art during the first year of Chorus and establishing the existing landscape in multimedia search engines, we have identified and analyzed gaps within European research effort during our second year. In this period we focused on three directions, notably technological issues, user-centred issues and use-cases and socio- economic and legal aspects. These were assessed by two central studies: firstly, a concerted vision of functional breakdown of generic multimedia search engine, and secondly, a representative use-cases descriptions with the related discussion on requirement for technological challenges. Both studies have been carried out in cooperation and consultation with the community at large through EC concertation meetings (multimedia search engines cluster), several meetings with our Think-Tank, presentations in international conferences, and surveys addressed to EU projects coordinators as well as National initiatives coordinators. Based on the obtained feedback we identified two types of gaps, namely core technological gaps that involve research challenges, and “enablers”, which are not necessarily technical research challenges, but have impact on innovation progress. New socio-economic trends are presented as well as emerging legal challenges

    Before June 2013, civil society and much of Congress were largely in the dark about the extent of the surveillance activities of the National Security Agency and the circumlocutions of statute undertaken by the White House and the Department of Justice. After the releases by Edward Snowden to specific journalists, the mendacity of Intelligence Community lawyers and leaders, the evasions of the law and manipulation of the FISA Court by the White House working with the Justice Department, and the scope of the violations of the Fourth Amendment protections of U.S. Persons (USPs) became increasingly apparent.2 This article reviews the changes that were initiated in the Executive Branch (and to a lesser extent in the Legislative Branch), the role civil society played in pushing and utilizing greater transparency, and what the changes mean for government accountability to the public
