    German technology policy, innovation, and national institutional frameworks

    The pattern of innovation in Germany is substantially different from that in the US and the UK. It is argued that German patterns of innovation - incremental innovation in high quality products especially in engineering and chemicals - require long-term capital, highly cooperative unions and powerful employer associations, effective vocational training systems and close long-term cooperation between companies and with research institutes and university departments. (The more radical high-technology innovation typical of the US and the UK benefits by contrast from less regulated market conditions.) These conditions are met by the incentives and constraints of the institutional framework in which companies located in Germany are embedded. It is suggested that German technology policy is appropriate to and important for this pattern of high-quality incremental innovation. Moreover, the institutional framework - especially the role of powerful business associations - can solve the collective action problems to which German-type technology policy would normally be exposed. -- Die Entwicklungsvoraussetzungen für Innovationen in Deutschland unterscheiden sich substantiell von dem entsprechenden Muster in den USA oder in Großbritannien. In dem Papier wird die Meinung vertreten, daß die in Deutschland vorherrschenden Formen von Innovationen - Entwicklungen in kleinen Schritten bei technischen und chemischen Spitzenprodukten - langfristiges Kapital, sehr kooperative Gewerkschaften und mächtige Arbeitgeberverbände, ein effizientes Berufsausbildungssystem und eine enge langfristige Zusammenarbeit zwischen Unternehmen einerseits und Forschungsinstituten bzw. Universitätseinrichtungen andererseits voraussetzt. (Den für die USA und Großbritannien typischen hochtechnologischen Basisinnovationen sind im Gegensatz dazu geringer regulierte Marktbedingungen förderlich.) Diese Bedingungen werden durch die Anreize und Beschränkungen des Institutionengefüges, in dessen Rahmen die Unternehmen in Deutschland arbeiten, erfüllt. Es wird in dem Papier die These vertreten, daß die Technologiepolitik in Deutschland angemessen und wichtig für den beschriebenen Innovationstyp ist. Darüber hinaus kann das Institutionengefüge - vor allem die mächtigen Unternehmensverbände - die collective-action- Probleme lösen, denen die in Deutschland vorherrschende Technologiepolitik normalerweise ausgesetzt wäre.

    Role of the Elected Panchayat Samity Members in National Health and Family Welfare Programs: A Case Study

    The geographical area of this study is West Bengal - a constituent state (province) of India. The state government policy aims at administrative decentralization through Panchayats (or Village Councils) in rural areas. It is a 3-tier system, comprising a Gram Panchayat in every village, Panchayat Samity (block level), and Zilla Parishad (district level). Focusing mainly on Panchayat Samity members, the study explores the knowledge, attitudes, participation, and involvement of the Panchayat Samity members in National Health and Family Welfare Programs. The categories of respondents are the Health Committee members of Panchayat Samity, and health personnel of Block Primary Health Center and Rural Hospital. With a positive frame of mind, they are found to be involved in promoting awareness about health and family planning, and in providing child immunization and other health measures to predominantly agrarian communities

    Forms of organizing: What is new and why?

    This paper aims to further our understanding of new forms of organizing by asking and answering two related questions: What is new in forms of organizing? and Why is it so? It starts by examining the main forces that lead to the emergence and diffusion of new organizational arrangements, distinguishing between objective and subjective factors and pointing out the interplay between the two. Elaborating on these two groups of factors, the paper introduces two dimensions ‹flexibility and openness‹ on which a contingency analysis of new forms of organizing and a classification are built. Flexibility is associated with the question «How fast does the organization as a whole have to learn?», while openness is intended to measure the need for knowledge integration and the location of relevant knowledge. Having outlined the main trends in the development of organizational arrangements, the paper looks at some of the implications. The use of information and communication technologies, knowledge management, changes in human resource practices and social contract, and changes in management roles and careers are all seen as consequences of a new quest for openness and flexibility. All these considerations lead to the conclusion that, nowadays, changes in organizational patterns are radical, calling for a paradigm change that will facilitate, in a holistic manner, the adjustments that are needed in order to build and manage these organizations.     Building Effective Responses: An Independent Review of Violence against Women, Domestic Abuse and Sexual Violence Services in Wales

    Independent researchers from the Connect Centre for International Research on Interpersonal Violence based in the School of Social Work at the University of Central Lancashire were commissioned by the Welsh Government in 2013 to conduct research into violence against women, domestic abuse and sexual violence services in Wales. The research aimed to inform the forthcoming Ending Violence Against Women and Domestic Abuse (Wales) Bill, implementation of the legislation and future policy more generally, as well as informing future funding decisions. The remit of the review covers: Domestic abuse, including that experienced in Lesbian, Gay, Bisexual and Transgender (LGBT) relationships and elder abuse. Violence against women, including female genital mutilation (FGM), forced marriage and honour-based violence. Sexual violence including rape, sexual assault and harassment Sexual exploitation including prostitution and trafficking1 for sexual purposes. Services for women and men who are victims or perpetrators of violence against women, domestic abuse or sexual violence. The review does not encompass criminal justice services or housing services and, with the exception of prevention work, services for children and young people in Wales were also excluded from this study

    Practical actions for fostering cross-disciplinary global health research: lessons from a narrative literature review

    ntroduction Global health research involves disciplines within and beyond the health sciences. A cross-disciplinary collaborative research approach enables an interchange of knowledge and experience and stimulates innovative responses to complex health challenges. However, there is little robust evidence to guide the design and implementation of cross-disciplinary research in global health, hampering effective collective action. This review synthesised evidence on practical actions for fostering cross-disciplinary research to provide guidance on the design and implementation of research in global health. Methods We searched five electronic databases using key words. The search included original research and research notes articles in English. We used a framework adapted from the socio-ecological model and thematic synthesis for data analysis. Results Thirty-six original research and 27 research notes articles were included in the review. These were predominantly from high-income countries and indicated that practical actions on fostering cross-disciplinary research are closely linked to leadership and teamwork which should be planned and implemented at research team and institutional levels. The publications also indicated that individual qualities such as being receptive to new ideas and funders’ power and influence have practical implications for conducting cross-disciplinary research. Practical actions that individuals, research team leaders, academic institutions and funders can undertake to foster cross-disciplinary research were identified. Conclusion Our review found evidence from high-income countries, not low-and-middle-income countries, about practices that can improve cross-disciplinary research in global health. Critical knowledge gaps exist around how leadership and teamwork processes can better integrate expertise from different disciplines to make cross-disciplinary research more effective

    Strategic and Operational Management of Supplier Involvement in New Product Development: a Contingency Perspective

    This paper examines how firms succeed to leverage supplier involvement in product development. The paper extends earlier work on managing supplier involvement by providing an integrated analysis of results, processes and conditions both at the level of individual development projects and the overall firm. Following a multiple-case study approach with theoretical sampling, the study is carried out by examining eight projects in which four manufacturers from different industries involve multiple suppliers. The findings suggest that successful supplier involvement is dependent on the coordinated design, execution and evaluation of strategic, long-term processes and operational, short-term management processes and the presence of enabling factors such as a cross-functional oriented organization. The required intensity of these processes and enablers depends on contingencies such as firm size and environmental uncertainty. In contrast with previous research, we find no indications that managing supplier involvement requires a different approach in highly innovative projects compared to less innovative projects.innovation;new product development;purchasing;supplier relations;R&D management
