    Invasive Species Forecasting System: A Decision Support Tool for the U.S. Geological Survey: FY 2005 Benchmarking Report v.1.6

    The National Institute of Invasive Species Science (NIISS), through collaboration with NASA's Goddard Space Flight Center (GSFC), recently began incorporating NASA observations and predictive modeling tools to fulfill its mission. These enhancements, labeled collectively as the Invasive Species Forecasting System (ISFS), are now in place in the NIISS in their initial state (V1.0). The ISFS is the primary decision support tool of the NIISS for the management and control of invasive species on Department of Interior and adjacent lands. The ISFS is the backbone for a unique information services line-of-business for the NIISS, and it provides the means for delivering advanced decision support capabilities to a wide range of management applications. This report describes the operational characteristics of the ISFS, a decision support tool of the United States Geological Survey (USGS). Recent enhancements to the performance of the ISFS, attained through the integration of observations, models, and systems engineering from the NASA are benchmarked; i.e., described quantitatively and evaluated in relation to the performance of the USGS system before incorporation of the NASA enhancements.     Evolving Models From Observed Human Performance

    To create a realistic environment, many simulations require simulated agents with human behavior patterns. Manually creating such agents with realistic behavior is often a tedious and time-consuming task. This dissertation describes a new approach that automatically builds human behavior models for simulated agents by observing human performance. The research described in this dissertation synergistically combines Context-Based Reasoning, a paradigm especially developed to model tactical human performance within simulated agents, with Genetic Programming, a machine learning algorithm to construct the behavior knowledge in accordance to the paradigm. This synergistic combination of well-documented AI methodologies has resulted in a new algorithm that effectively and automatically builds simulated agents with human behavior. This algorithm was tested extensively with five different simulated agents created by observing the performance of five humans driving an automobile simulator. The agents show not only the ability/capability to automatically learn and generalize the behavior of the human observed, but they also capture some of the personal behavior patterns observed among the five humans. Furthermore, the agents exhibited a performance that was at least as good as agents developed manually by a knowledgeable engineer

    Role of the Bank for International Settlements in Shaping the World Financial System, The

    The Bank for International Settlements ( BIS ) was set up in Basel, Switzerland in 1923 to handle remaining financial issues from World War II largely having to do with German reparation payments. It was the first of the semi-public international banks. Over the years its functions have changed and, largely since the late 1970\u27s, it has served as the situs for the world\u27s central banks and financial regulators to pool ideas and deal with international financial issues. A group of committees, com- posed largely of representatives of central bankers, now meets at BIS and has been issuing memoranda and drafts of regulations on a number of subjects affecting international banking. Among these are the regulation of capital, the management of international conglomerates, and problems resulting from electronic banking. Problems in world banking have sensitized observers to the absence of coordinated regulation and to the need for some form of unified control. That there is a need for one international bank regulators increasingly acknowledged. BIS comes closer than any other organization to fulfilling this function. The International Monetary Fund ( IMF ) comes close but is too politicized and has been too involved in attempting to meet a continuing series of crises to do any long range thinking. Only BIS has attracted the intellectual resources to analyze and resolve international problems in a thoughtful and deliberate manner. Only BIS output is being adopted in the world\u27s banking centers. BIS has been proposed as a world senior financial regulator. This article acknowledges the rationale for such a decision but argues that now is not the time for such an attempt. Banking is, of course, conducted locally even though its reach is international. To anoint any body as a senior regulator with the power to impose rules would require massive compromises among national regulators to achieve one central set of rules. It would also involve an abdication of measures of sovereignty by the constituent states. An effort of this kind would risk destroying the whole concept. Rather than start such a bold stroke at such an inopportune time, this Article argues that the international banking world would fare far better assisting BIS to proceed down the current track. As it continues to mature, and as its edicts are increasingly accepted throughout the world it will continue to approach its rightful place as the world\u27s bank regulator

    This Special Issue ""Multi-Agent Systems"" gathers original research articles reporting results on the steadily growing area of agent-oriented computing and multi-agent systems technologies. After more than 20 years of academic research on multi-agent systems (MASs), in fact, agent-oriented models and technologies have been promoted as the most suitable candidates for the design and development of distributed and intelligent applications in complex and dynamic environments. With respect to both their quality and range, the papers in this Special Issue already represent a meaningful sample of the most recent advancements in the field of agent-oriented models and technologies. In particular, the 17 contributions cover agent-based modeling and simulation, situated multi-agent systems, socio-technical multi-agent systems, and semantic technologies applied to multi-agent systems. In fact, it is surprising to witness how such a limited portion of MAS research already highlights the most relevant usage of agent-based models and technologies, as well as their most appreciated characteristics. We are thus confident that the readers of Applied Sciences will be able to appreciate the growing role that MASs will play in the design and development of the next generation of complex intelligent systems.     An Agile Roadmap for Live, Virtual and Constructive-Integrating Training Architecture (LVC-ITA): A Case Study Using a Component based Integrated Simulation Engine

    Conducting seamless Live Virtual Constructive (LVC) simulation remains the most challenging issue of Modeling and Simulation (M&S). There is a lack of interoperability, limited reuse and loose integration between the Live, Virtual and/or Constructive assets across multiple Standard Simulation Architectures (SSAs). There have been various theoretical research endeavors about solving these problems but their solutions resulted in complex and inflexible integration, long user-usage time and high cost for LVC simulation. The goal of this research is to provide an Agile Roadmap for the Live Virtual Constructive-Integrating Training Architecture (LVC-ITA) that will address the above problems and introduce interoperable LVC simulation. Therefore, this research describes how the newest M&S technologies can be utilized for LVC simulation interoperability and integration. Then, we will examine the optimal procedure to develop an agile roadmap for the LVC-ITA. In addition, this research illustrated a case study using an Adaptive distributed parallel Simulation environment for Interoperable and reusable Model (AddSIM) that is a component based integrated simulation engine. The agile roadmap of the LVC-ITA that reflects the lessons learned from the case study will contribute to guide M&S communities to an efficient path to increase interaction of M&S simulation across systems

    INTEROPERABILITY FOR MODELING AND SIMULATION IN MARITIME EXTENDED FRAMEWORK

    This thesis reports on the most relevant researches performed during the years of the Ph.D. at the Genova University and within the Simulation Team. The researches have been performed according to M&S well known recognized standards. The studies performed on interoperable simulation cover all the environments of the Extended Maritime Framework, namely Sea Surface, Underwater, Air, Coast & Land, Space and Cyber Space. The applications cover both the civil and defence domain. The aim is to demonstrate the potential of M&S applications for the Extended Maritime Framework, applied to innovative unmanned vehicles as well as to traditional assets, human personnel included. A variety of techniques and methodology have been fruitfully applied in the researches, ranging from interoperable simulation, discrete event simulation, stochastic simulation, artificial intelligence, decision support system and even human behaviour modelling
