Pharmaceutical Surge Requirements for the Prime Vendor Program-Europe in Support of Military Operations Other than War

The U.S. military in Europe often provides medical support to military operations other than war due to unstable situations in that region of the world. The increasing support to peace operations and humanitarian assistance have led the military medical units in Europe to reexamine the pharmaceuticals traditionally maintained to support surges. This research was a qualitative, exploratory study using multiple case study strategy to identify the specific pharmaceuticals utilized in the initial stages of military operations other than war primarily peacekeeping, peace enforcement and humanitarian assistance. The operations chosen as the units of analysis were Operation Provide Promise (Croatia), Operation Support Hope (Rwanda), and Operation Joint Endeavor (Bosnia-Herzegovina). The results of the research show that some unique surge requirements exist for military operations other than war. Taking advantage of existing clauses in its Prime Vendor contracts, the military medical community in Europe can position itself to adequately support surges for MOOTW. Future studies can continue to build on this concept and identify pharmaceutical inventory to support a wide range of contingencies which can be maintained by commercial vendors for immediate access

One of the main points that must be seen in the improvement of the defense sector is the assistance of TNI to local authorities. MILITARY OPERATIONS OTHER THAN WAR (MOOTW): SYNERGY OF INDONESIAN NATIONAL ARMED FORCES (TNI) AND NATIONAL DISASTER MANAGEMENT AGENCY (BNPB) IN DISASTER MANAGEMENT

Purpose of the study: The position of Indonesia at the point of three plates of the earth and its location in the tropics makes it vulnerable to disasters. To face the possible disaster, Indonesia Armed Force following its mandate based on Law No. 34 of 2007, synergize with the National Board of Disaster Management to design disaster management cooperation through joint exercise training routinely until 2015. Methodology: The research used a qualitative method, with primary data in the form of interview and observation, and secondary data were obtained from related documents, such as meeting notes and data on the deployment of troops to the disaster area. Main Findings: The results show that the synergy between two institutions through the cooperation of personnel training, considering the strengths of each institution that can be mutually reinforcing in disaster management is very important to be continued. Applications of this study: This study which about military operations other than war (MOOTW) can be useful in every country because of this research look at the synergy between the military and other institutions in disaster management, Social Science, Security Studies and Social Science. Novelty/Originality of this study: Research on military operations other than war generally looks more at how the military serves as peacekeepers in conflict-prone areas. Medical planning for military operations other then [i.e. than] war: Is a paradigm shift required?

Military operations other than war are increasing in frequency and, as one might surmise present unique challenges to the operational commander and the medical planner. Over time and by necessity the U.S. military has developed a logistical support system with unprecedented capability. This logistical system includes a medical system that is increasingly called upon to provide care to people outside the normal scope. Increased participation means Navy assets will be tasked to provide care to U.S. troops, U.N. troops, multinational troops, NGO personnel, and the civilians that precipitated the need for intervention in the first place. The current planning paradigm is rightfully focused on combat support. The role of the Partnership for Peace Program and the State Partnership Program in the process of NATO enlargement : the case of the Hungarian-Ohio cooperation

The end of the Cold War created new challenges and opportunities for European Security. The power vacuum that was left by the disappearance of the Warsaw Pact needed to be addressed quickly and pragmatically to ensure the democratization of the former Eastern Block nations. Also, recent developments in World Security such as increased Terrorism and Military Operations Other Than War have forced NATO and other Transatlantic Security Institutions to adapt to a new way of thinking, operating and cooperating. This thesis identifies some of the most recent political and security procedures of NATO, other various Transatlantic Security Institutions and the National Guard State Partnership Program to aide these nascent democracies.
