    Control, Process Facilitation, and Requirements Change in Offshore Requirements Analysis: The Provider Perspective

    Process, technology, and project factors have been increasingly driving organizations to offshore early software development phases, such as requirements analysis. This emerging trend necessitates greater control and process facilitation between client and vendor sites. The effectiveness of control and facilitation has, however, not been examined within the context of requirements analysis and change. In this study, we examine the role of control and facilitation in managing changing requirements and on success of requirements gathering in the Indian offshore software development environment. Firms found that control by client-site coordinators had a positive impact on requirements analysis success while vender site-coordinators did not have similar influence. Process facilitation by client site-coordinators affected requirements phase success indirectly through control. The study concludes with recommendations for research and practice

    Flexible Global Software Development (GSD): Antecedents of Success in Requirements Analysis

    Globalization of software development has resulted in a rapid shift away from the traditional collocated, on-site development model, to the offshoring model. Emerging trends indicate an increasing interest in offshoring even in early phases like requirements analysis. Additionally, the flexibility offered by the agile development approach makes it attractive for adaptation in globally distributed software work. A question of significance then is what impacts the success of offshoring earlier phases, like requirements analysis, in a flexible and globally distributed environment? This article incorporates the stance of control theory to posit a research model that examines antecedent factors such as requirements change, facilitation by vendor and client site-coordinators, control, and computer-mediated communication. The impact of these factors on success of requirements analysis projects in a “flexible” global setting is tested using two quasi-experiments involving students from Management Development Institute, India and Marquette University, USA. Results indicate that formal modes of control significantly influence project success during requirements analysis. Further, facilitation by both client and vendor site coordinators positively impacts requirements analysis success

    Everywhere and nowhere: Nearshore software development in the context of globalisation

    Offshore software outsourcing, a major contributor to globally distributed work (GDW), has been identified as one of the most striking manifestations of contemporary globalisation. In particular, offshoring resonates with influential views that suggest that ICTs have rendered location irrelevant. Some research, however, has questioned this “placeless logic” and suggested that location may be significant to the success of offshoring ventures. In this paper, we draw on evidence from two nearshore software development ventures in the Caribbean to identify a number of locational characteristics relating to the physical, economic and cultural setting, local resources and government policy that may be important in influencing the suitability of offshore outsourcing venues. Some of these are recognised, even by companies pursuing placeless location strategies, while others were unanticipated. The cases also suggest that companies may be able to actively shape certain characteristics to their advantage. Implications for vendors and clients of nearshore information services, and potentially also for companies considering offshore ventures in non-traditional locations, are identified

    Discovering Strategies to Improve Business Value in Outsourcing Projects

    This paper deals with the problem of leveraging client business value in a software development outsourcing relationship. We have observed software development projects from two different Dutch IT outsourcing companies and studied the approach they apply in their (successful) projects. The results show that they create a role dedicated to facilitate communication. This arrangement has the potential to put team members in a better position to communicate, facilitating the transfer of information supporting the rationale behind design decisions. Teams are thus better equipped to anticipate change and to react faster in solving everyday problems. This paper describes our observations and the practical implications we expect, such as the improvement of re-buy intention on the client's side

    Information Systems Skills Differences between High-Wage and Low-Wage Regions: Implications for Global Sourcing

    Developing Information Systems (IS) skills for a company’s workforce has always been challenging, but global sourcing growth has caused the determination of needed IS skills to be more complex. The increased use of outsourcing to an IS service provider and from high-wage regions to low-wage regions has affected what IS skills are required globally and how to distribute the workforce to meet these needs. To understand what skills are needed in locations that seek and those that provide outsourcing, we surveyed IS service provider managers in global locations. Results from 126 reporting units provide empirical evidence that provider units in low-wage regions value technical skills more than those in high-wage regions. Despite the emphasis on commodity skills in low-wage areas, high- and low-wage providers value project management skills. Low-wage regions note global and virtual teamwork more than high-wage regions do. The mix of skills and the variation by region have implications for domestic and offshore sourcing. Service providers can vary their staffing models in global regions which has consequences for recruiting, corporate training, and curriculum

    IT Project Management from a Systems Thinking Perspective: A Position Paper

    We proposes a Systems Thinking approach to the study of IT project management and show how this approach helps project managers in controlling their projects. To illustrate our proposal, we present an example model of the dynamics of IT out-sourcing projects. The example model explains these dynamics in terms of feedback loops consisting of causal relations re-ported in the literature. The model provides insight in how coordination, trust, information exchange and possibilities for op-portunistic behaviour influence each other and together influence delivery quality, which in turn influences trust. The integra-tion of these insights provided by applying the Systems Thinking perspective helps project managers to reason about how their choices influence project outcome. The Systems Thinking perspective can serve as an additional tool in the academic study of IT project management. Applying the Systems Thinking perspective also calls for additional research in which this perspective is itself the object of study

    Coordination in Business Process Offshoring

    We investigate coordination strategies in the remote delivery of business services (i.e. Business Process Offshoring). We analyze 126 surveys of offshored processes to understand both the sources of difficulty in the remote delivery of services as well as how organizations overcome these difficulties. We find that interdependence between offshored and onshore processes can lower offshore process performance. Investment in coordination mechanisms such as modularity, ongoing communication and generating common ground across locations ameliorate the performance impact of interdependence. In particular, we are able to show that building common ground – knowledge that is shared and known to be shared- across locations is a coordination mechanism that is distinct from building communication channels or modularising processes. Our results also suggest the firms may be investing less in common ground than they should.Coordination; offshoring; modularity; common ground; interdependence

    Prudential regulatory governance of the risks associated with IT multi-sourcing strategies within the Australian banking sector

    Concerns about the adequacy of the Australian Prudential Regulatory Authority (APRA) prudential standards to govern the risks associated with the Australian banks’ multi-sourcing IT service delivery strategies provided the motivation for conducting this study. Three research questions were developed to investigate prudential risk management in the banking sector of the Australian Financial Services Industry (AFSI). RQ1: Do the banks employ complex multi-sourcing solutions driven by business unit demands to deliver their IT services? RQ2: What are the risk and governance model/s used by the banks to manage risks associated with their IT services multi-sourcing strategy? RQ3: Is the AFSI IT operational risk exposure adequately covered by the current APRA risk framework and prudential standards? The two largest Australian banks, Commonwealth Bank of Australia (CBA) and Westpac Banking Corporation (WBC) referred to as the ‘banks’ in this research are selected as the sample. CBA and WBC are the first and second largest banks when measured by capitalisation within the banking sector of the AFSI and represent 43 percent sample of the capitalisation value of the AFSI. Although profitable, the banks are under pressure from the market to reduce their cost-to-revenue ratio. One of the main strategies the banks employ to reduce IT costs is the outsourcing the delivery of IT services. Over the past five years a trend has evolved with the banks using offshore-outsourcing to deliver IT services and gain further IT savings. However little empirical research has investigated what impact this trend has had on the risk profile of the banks and the Australian banking sector as a whole. This research identified and investigated the different IT services delivery models adopted by the banks by analysing on the relevant literature and documentation available in the public domain in relation to the AFSI. The findings of this research developed a picture of the IT delivery landscape within the banking sector of the AFSI. Findings of this research also demonstrates the complexity of the banks operational environment which can be attributed to the banks’ introduction of their IT multi-sourcing strategies. Finally the findings of this research raise some questions about whether the risks associated with an increasing reliance on IT multi-sourcing to deliver IT services is adequately managed by Australian banking sector and the regulatory framework of APRA
