    MESTA — NON-INDUSTRIAL PRIVATE FOREST OWNERS' DECISION-SUPPORT ENVIRONMENT FOR THE EVALUATION OF ALTERNATIVE FOREST PLANS OVER THE INTERNET

    The supply of Internet-based forest planning services to non-industrial private forest owners has increased. At the core of these services there is usually the "paper forest plan" in browseable format. The options to update the stand-level data and to download, fill and send various forms related to stand treatments are further characteristics of these services. The real potential of web-based services has not yet, however, been fully exploited. In addition, changes in the structure of non-industrial private forest ownership call for new facilities to be included in these services. The aim of this article is to present some characteristics that could be included in Internet-based forest planning services. The Mesta decision support service is intended to be used independently by forest owners, who are interested in examining, over the Internet, the production possibilities of their forest holding and in comparing alternative forest plans with respect to different goals concerning the use of their forest holding. Mesta includes a facility enabling preliminary objective enquiries from the forest owner, the creation and presentation of alternative forest plans and multi-criteria comparisons of alternative forest plans. The comparison technique is so executed that forest owners' independent assessments are enabled over the Internet without necessitating personal guidance by forest planning consultants. The results of trial use involving eight North-Karelian forest owners were encouraging. However, the current version of Mesta has been developed for research purposes and its properties and user-friendliness need to be improved before it can be included as a component of commercial Internet-based forest planning services.Forestry decision-support, Internet-based forest planning, multi-criteria approval, multi-criteria acceptability voting, multi-criteria decision analysis

    Integration of preference elicitation and the development of alternative forest plans : focusing on the requirements of the decision maker

    Modern forest management frequently revolves around the concepts of developing strategic, tactical and operational level plans. These plans are developed through the use of simulation and optimization software, based on scientific models and mathematical programming. The optimal management schedule depends upon the decision maker(s) (DM) preferences. When developing forest plans for the DM(s) the method of acquiring preference information should be as value free as possible. To facilitate a DM-orientated approach, a selection of alternatives based on the acquired preferences should be made available to the DM so that a true choice can be made. The development of the forest plans should represent the desires and wishes of the forest owner at the time the plan is created. In order to balance the costs with the quality of the service provided, tools are required which develop client specific forest plans. The first objective of this thesis is to analyse different preference elicitation methods and study the impacts of information content on the selection of a plan. In papers I and II, plans were selected using an a posteriori method of preference elicitation. For paper III, preference elicitation was done in an interactive fashion, to develop an acceptable forest plan using both a priori and a posteriori preference elicitation methods. The second objective is to develop techniques for incorporating preference information into optimization methods. In paper IV, a series of goal programming models were used to incorporate the preference information from several DMs to generate a number of potentially desirable forest plans. Paper V develops a goal programming formulation which separates the treatment of different goals into two partitions; one strives to maintain the difference from the target for the goals in balance, the other strives to obtain the most efficient aggregate solution.Nykyaikainen metsäsuunnittelu keskittyy usein sellaisille käsitteellisille tasoille kuin strateginen, taktinen ja operatiivinen suunnittelu. Suunnitelmat on toteutettu käyttämällä simulointi- ja optimointiohjelmistoja, jotka perustuvat tieteellisiin malleihin ja matemaattiseen ohjelmointiin. Kuitenkin päätöksentekijän /jien (PT) preferenssit määrittelevät optimaalisen aikataulun metsänhoidolle. Metsäsuunnitelmia tuotettaessa menetelmän tulisi olla mahdollisimman vapaa suunnittelijan omista arvoista ja mielipiteistä. Jotta lähestymistapa olisi mahdollisimman PT-ystävällinen, pitäisi päätöksentekijälle esittää useita metsänsuunnittelun vaihtoehtoja, joiden perusteella PT voi tehdä aidosti henkilökohtaisen valintansa. Tuotettujen metsäsuunnitelmien tulisi vastata metsänomistajan sen hetkisiä toiveita ja mieltymyksiä. Jotta suunnitelmien kustannusten ja laadun välille saadaan tasapaino, tarvitsemme työkaluja joilla muokata metsäsuunnittelua paremmin asiakaslähtöiseksi. Tämän tutkimuksen ensimmäinen tavoite oli analysoida eri preferenssien hankintamenetelmiä, sekä selvittää saadun tiedon määrän vaikutus suunnitelman valintaan. Artikkeleissa I ja II suunnitelma valittiin a posteriori menetelmän avulla. Artikkelissa III preferenssien hankinta toteutettiin interaktiivisesti, siten, että hyväksyttävä metsäsuunnitelma saatiin aikaiseksi hyödyntämällä sekä a priori, että a posteriori preferenssien valintamenetelmiä. Tutkimuksen toinen tavoite oli kehittää tekniikoita, joilla sisällytetään preferenssitietoa osaksi optimointimenetelmiä. Artikkelissa IV on käytetty sarjaa tavoiteohjelmointimalleja, joiden tavoitteena oli sisällyttää preferenssitietoja useilta eri päätöksentekijöiltä, joiden pohjalta sitten tuotettiin useita PT:itä potentiaalisesti kiinnostavia metsäsuunnitelmia. Artikkeli V kehitti uuden tavan formuloida tavoiteohjelmoinnin tehtävä, , joka erottaa tavoitteiden käsittelyn kahteen osaan; toinen pyrkii löytämään mahdollisimman tasapainoisen ratkaisun ja toinen pyrkii löytämään kaikista tehokkaimman ratkaisuyhdistelmän

    Report of Cost Action FP 0804 Forest Management Decision Support Systems (FORSYS)Computer-based tools for supporting forest management. The experience and the expertise world-wide answers a call from both the research and the professional communities for a synthesis of current knowledge about the use of computerized tools in forest management planning. According to the aims of the Forest Management Decision Support Systems (FORSYS) (http://fp0804.emu.ee/) this synthesis is a critical success factor to develop a comprehensive quality reference for forest management decision support systems. The emphasis of the book is on identifying and assessing the support provided by computerized tools to enhance forest management planning in real-world contexts. The book thus identifies the management planning problems that prevail world-wide to discuss the architecture and the components of the tools used to address them. Of importance is the report of architecture approaches, models and methods, knowledge management and participatory planning techniques used to address specific management planning problems. We think that this synthesis may provide effective support to research and outreach activities that focus on the development of forest management decision support systems. It may contribute further to support forest managers when defining the requirements for a tool that best meets their needs. The first chapter of the book provides an introduction to the use of decision support systems in the forest sector and lays out the FORSYS framework for reporting the experience and expertise acquired in each country. Emphasis is on the FORSYS ontology to facilitate the sharing of experiences needed to characterize and evaluate the use of computerized tools when addressing forest management planning problems. The twenty six country reports share a structure designed to underline a problem-centric focus. Specifically, they all start with the identification of the management planning problems that are prevalent in the country and they move on to the characterization and assessment of the computerized tools used to address them. The reports were led by researchers with background and expertise in areas that range from ecological modeling to forest modeling, management planning and information and communication technology development. They benefited from the input provided by forest practitioners and by organizations that are responsible for developing and implementing forest management plans. A conclusions chapter highlights the success of bringing together such a wide range of disciplines and perspectives. This book benefited from voluntary contributions by 94 authors and from the involvement of several forest stakeholders from twenty six countries in Europe, North and South America, Africa and Asia over a three-year period. We, the chair of FORSYS and the editorial committee of the publication, acknowledge and thank for the valuable contributions from all authors, editors, stakeholders and FORSYS actors involved in this project
