Building a Culture of Evidence for Community College Student Success: Early Progress in the Achieving the Dream Initiative
Achieving the Dream is a multiyear, national initiative, launched by Lumina Foundation for Education, to help community college students stay in school and succeed. The 82 participating colleges commit to collecting and analyzing data to improve student outcomes, particularly for low-income students and students of color. This baseline report describes the early progress that the first 27 colleges have made after just one year of implementation
What You Need to Know about Bar-Code Medication Administration
Medication errors are the most common type of preventable error. Bar-code medication administration (BCMA) technology was designed to reduce medication administration errors. Poor system design, implementation and workarounds remain a cause of errors. This paper reviews the literature on BCMA, identifies a gap in the findings and identifies three evidence based practices that could be used to improve system implementation and reduce error. The literature review identified that Bar-code medication administration and system workarounds are well documented and affect patient safety. Based on the critical analysis of 10 studies, we identified gaps in the standardization of BCMA planning, implementation, and sustainability. The themes that emerged from the literature were poor BCMA design and implementation that resulted in workarounds.The three evidence based strategies proposed to address this gap are, evidence based standardization in planning and implementation, the identification and elimination of workarounds and hard wiring. An evidence based checklist evaluates compliance with standard procedures. The LEAN model of Jodoka is used to assure adaptation of the machine to human workflow. Direct observation provides valuable workflow assessment. An effective BCMA implementation involves careful system design, identification of workflow issues which cause workarounds, and adapting the machine to nursing needs
The development of a strategic control framework and its relationship with management accounting
Management accounting systems have been criticised for being excessively focused on shortterm
performance. As a result long-term strategic direction and goals may have been neglected.
To help overcome this problem it has been suggested that organisations should adopt strategic
management accounting techniques and management control systems which are orientated
towards the achievement of strategic goals. This paper argues that integration with strategic
control would significantly enhance the relevance of management accounting systems. In
developing such an approach this paper first integrates the salient features of the extant strategic
control models in a framework that recognises the needs of the current business environment.
And second, it examines how strategic control could be used as the basis for developing
management accounting systems that have a stronger strategic focus
Gamma Ray Bursts in the Era of Rapid Followup
We present a status report on the study of gamma-ray bursts (GRB) in the era
of rapid follow-up using the world's largest robotic optical telescopes - the
2-m Liverpool and Faulkes telescopes. Within the context of key unsolved issues
in GRB physics, we describe (1) our innovative software that allows real-time
automatic analysis and interpretation of GRB light curves, (2) the novel
instrumentation that allows unique types of observations (in particular, early
time polarisation measurements) and (3) the key science questions and
discoveries to which robotic observations are ideally suited, concluding with a
summary of current understanding of GRB physics provided by combining rapid

Spillovers, Subsidies and Multilateral Cooperation Addressing Concerns Over Industrial Subsidies. Bertelsmann Working Paper 29/02/2020
Negative international spillovers created by nontariff policies are a rising source of trade tensions and conflicts. The WTO does not include rules for subsidies for services industries, state-owned enterprises or investment in-centives. Existing disciplines on industrial policies are increasingly seen to be inadequate by many WTO members. Efforts to revisit and expand rules for contested policies must recognize the changing nature of international production. A first step in addressing trade conflicts associated with industrial policies is to determine where negative international competition spillovers are both large and systemic in nature. Doing so requires going be-yond trade ministries and bringing in finance and line ministries, as well as competition agencies and international organizations with expertise in collecting information on subsidies and analyzing their effects
Developing quality heathcare software using quality function deployment: A case study based on Sultan Qaboos University Hospital
Development of software is one of the most expensive projects undertaken in practice. Traditionally, the rate of failure in software development projects is higher compared to other kinds of projects. This is partly due to the failure in determining software users’ requirements. By using Quality Function Deployment (QFD), this research focuses on identification and prioritization of users’ requirements in the context of developing quality health-care software system for Sultan Qaboos University Hospital (SQUH) in Oman. A total of 95 staff working at eight departments of SQUH were contacted and they were requested to provide their requirements in using hospital information systems. Analytic Hierarchy Process has been integrated with QFD for prioritizing those user requirements. Then, in consultation with a number of software engineers, a list consisting of 30 technical requirements was generated. These requirements are divided into seven categories and all of them are purported to satisfy the user needs. At the end of QFD exercise, continuous mirror backup from backup category, multi-level access from the security and confidentiality category, linkage to databases from application category emerge as technical requirements having higher weights. Protectionist Responses to the Crisis: Global Trends and Implications
In this paper we take a systematic look at recent trends in global protectionism and at the potential implications of a protectionist backlash for economic growth, using results from the recent economic literature and new model simulations. We find that there has so far been a moderate increase in actual protectionist measures to restrict trade through tariff and non-tariff barriers. At the same time, evidence from surveys shows that public pressure for more economic protection has been mounting since the mid-2000s, and has possibly intensified since the start of the financial crisis. However, no World Trade Organization (WTO) member has retreated into widespread trade restrictions or protectionism to date. Our model-based simulations suggest that the impairment of the global flow of trade would hamper the recovery from the crisis, as well as the long-term growth of the global economy. At the same time, it is unlikely that protectionism would help to correct existing current account imbalances. Moreover, the countries implementing protectionist measures should expect a deterioration of their international competitiveness, which would further affect the potential for longer-term real GDP growth.Protectionism ; trade ; financial crisis ; competitiveness ; World Trade Organization ; global imbalances.
Investigating and learning lessons from early experiences of implementing ePrescribing systems into NHS hospitals:a questionnaire study
Background: ePrescribing systems have significant potential to improve the safety and efficiency of healthcare, but they need to be carefully selected and implemented to maximise benefits. Implementations in English hospitals are in the early stages and there is a lack of standards guiding the procurement, functional specifications, and expected benefits. We sought to provide an updated overview of the current picture in relation to implementation of ePrescribing systems, explore existing strategies, and identify early lessons learned.Methods: a descriptive questionnaire-based study, which included closed and free text questions and involved both quantitative and qualitative analysis of the data generated.Results: we obtained responses from 85 of 108 NHS staff (78.7% response rate). At least 6% (n = 10) of the 168 English NHS Trusts have already implemented ePrescribing systems, 2% (n = 4) have no plans of implementing, and 34% (n = 55) are planning to implement with intended rapid implementation timelines driven by high expectations surrounding improved safety and efficiency of care. The majority are unclear as to which system to choose, but integration with existing systems and sophisticated decision support functionality are important decisive factors. Participants highlighted the need for increased guidance in relation to implementation strategy, system choice and standards, as well as the need for top-level management support to adequately resource the project. Although some early benefits were reported by hospitals that had already implemented, the hoped for benefits relating to improved efficiency and cost-savings remain elusive due to a lack of system maturity.Conclusions: whilst few have begun implementation, there is considerable interest in ePrescribing systems with ambitious timelines amongst those hospitals that are planning implementations. In order to ensure maximum chances of realising benefits, there is a need for increased guidance in relation to implementation strategy, system choice and standards, as well as increased financial resources to fund local activitie
Why Are Optimistic Entrepreneurs Successful? An Application of the Regulatory Focus Theory
Does entrepreneurial optimism affect business performance? Using a unique data set based on repeated survey design, we investigate this relationship empirically. Our measures of ëoptimismà and ërealismà are derived from comparing the turnover growth expectations of 133 owners-managers with the actual outcomes one year later. Our results indicate that entrepreneurial optimists perform significantly better in terms of profits than pessimists. Moreover, it is the optimist-realist combination that performs best.
