    Public initiatives of settlement transformation. A theoretical-methodological approach to selecting tools of multi-criteria decision analysis

    In Europe, the operating context in which initiatives of settlement transformation are currently initiated is characterized by a complex, elaborate combination of technical, regulatory and governance-related factors. A similar set of considerations makes it necessary to address the complex decision-making problems to be resolved through multidisciplinary, comparative approaches designed to rationalize the process and treat the elements to be considered in systematic fashion with respect to the range of alternatives available as solutions. Within a context defined in this manner, decision-making processes must often be used to obtain multidisciplinary and multidimensional analyses to support the choices made by the decision-makers. Such analyses are carried out using multi-criteria tools designed to arrive at syntheses of the numerous forms of input data needed to describe decision-making problems of similar complexity, so that one or more outcomes of the synthesis make possible informed, well thought-out, strategic decisions. The technical literature on the topic proposes numerous tools of multi-criteria analysis for application in different decision-making contexts. Still, no specific contributions have been drawn up to date on the approach to take in selecting the tool best suited to providing adequate responses to the queries of evaluation that arise most frequently in the various fields of application, and especially in the settlement sector. The objective of this paper is to propose, by formulating a taxonomy of the endogenous and exogenous variables of tools of multi-criteria analysis, a methodology capable of selecting the tool best suited to the queries of evaluation which arise regarding the chief categories of decision-making problems, and particularly in the settlement sector

    A SPATIAL ANALYSIS OF THE ECONOMIC AND ECOLOGICAL EFFICACY OF LAND RETIREMENT

    Most land management policies, such as land retirement, have multiple objectives. This study uses a cellular automata simulation model to explore how various spatial characteristics of land parcels on a hypothetical landscape contribute to the efficacy of land retirement in the presence of multiple retirement objectives- hydrological improvement, habitat improvement, and cost. Statistical analysis of the simulation results is used to tie particular spatial characteristics back to achievement of the three distinct objectives. In order to combine the three objectives into a measure that allows decision-makers to rank the desirability of different retirement strategies, linear and nonlinear goal programming frameworks are introduced. These frameworks are explored to determine what each implies about the tradeoffs that must be made among objectives and among the spatial land parcel characteristics that contribute to those objectives.Land Economics/Use,

    Multi-criteria assessment of ethical aspects in fresh tomato systems: Plant genomics technology innovation and food policy uses

    Product assessment for imperceptible characteristics like environmental impact, healthfulness, naturalness, and fairness is a helpful tool in product innovation and for enhancing socially responsible conduct. In this study we apply multiple criteria analysis for the assessment of fresh tomatoes in terms of consumer perceptions regarding the above characteristics. The generated indices provide an explicit and comprehensive representation of consumer perceptions. Existing tomato products from the Dutch market are ranked alongside (reasonable conjectures of) potential products to be developed with the use of plant genomics technology. The results are interpreted to provide insights into the socially optimal use of (plant genomics) technology for fresh tomato production.     A Methodology for the Selection of Multi-Criteria Decision Analysis Methods in Real Estate and Land Management Processes

    Real estate and land management are characterised by a complex, elaborate combination of technical, regulatory and governmental factors. In Europe, Public Administrators must address the complex decision-making problems that need to be resolved, while also acting in consideration of the expectations of the different stakeholders involved in settlement transformation. In complex situations (e.g., with different aspects to be considered and multilevel actors involved), decision-making processes are often used to solve multidisciplinary and multidimensional analyses, which support the choices of those who are making the decision. Multi-Criteria Decision Analysis (MCDA) methods are included among the examination and evaluation techniques considered useful by the European Community. Such analyses and techniques are performed using methods, which aim to reach a synthesis of the various forms of input data needed to define decision-making problems of a similar complexity. Thus, one or more of the conclusions reached allow for informed, well thought-out, strategic decisions. According to the technical literature on MCDA, numerous methods are applicable in different decision-making situations, however, advice for selecting the most appropriate for the specific field of application and problem have not been thoroughly investigated. In land and real estate management, numerous queries regarding evaluations often arise. In brief, the objective of this paper is to outline a procedure with which to select the method best suited to the specific queries of evaluation, which commonly arise while addressing decision-making problems.     Investigating the efficiency of the branch offices of the Tose'ye Ta'avon bank by the DEA method

    The present research was designed and implemented with the aim of investigating the efficiency of the branch offices of the Tose'ye Ta'avon bank by the DEA method. For this purpose, the statistical population of this study was all the branch offices of the Tose'ye Ta'avon bank at the national level. The number of branches under study was estimated 31. The present research in terms of objective is an applied research while the data collection methodology is of a field research type. The library tool for collecting the data as well as the Delphi method was applied for finalization of the information. The information collected was analyzed by using the WINQSB software, where the findings indicated from among all the provinces indicated; 9 branch offices in 2012, 9 branch offices in 2011, 7 branch offices in 2010 and 8 branch offices in 2008 were highly efficient, branch offices of provinces of Kermanshah and Golestan in 2012 and branch offices in the province of Fars in 2009 had a weak efficiency while the rest of the offices were inefficient

    Measuring the overall performances of decision-making units in the presence of imprecise data

    Data envelopment analysis (DEA) is a method for measuring the relative efficiencies of a set of decision-making units (DMUs) that use multiple inputs to produce multiple outputs. In this paper, we study the measurement of DMU performances in DEA in situations where input and/or output values are given as imprecise data. By imprecise data we mean situations where we only know that the actual values lie in certain intervals, or cases in which data are given only as ordinal relationships. In this paper, we present two distinct approaches obtaining the upper and lower bounds of efficiency which the DMU under evaluation can have with imprecise data. The optimistic approach seeks the best score among the various values of the efficiency score, while the pessimistic approach seeks the worst score. The main idea of the paper is illustrated using an example. Also, two real-world cases are presented to demonstrate how the efficiency interval is interpreted. The efficiency interval not only describes the actual situation in more detail, but also relieves the psychological pressure on all the evaluated DMUs and the decision-maker

    Modelling efficient and anti-efficient frontiers in DEA without explicit inputs

    Data envelopment analysis (DEA) is one of the most widely used tools in efficiency analysis of many business and non-profit organisations. Recently, more and more researchers investigated DEA models without explicit input (DEA-WEI). DEA-WEI models can divide DMUs into two categories: efficient DMUs and inefficient DMUs. Usually there is a set of DMUs, which are ‘efficient’ so that conventional DEA models could not rank them. In this paper, we first develop a performance index based on efficient and anti-efficient frontiers in DEA-WEI models. Further, the corresponding performance index in DEA-WEI models with quadratic utility terms (quadratic DEA-WEI) is proposed also. Finally, we present two case studies on performance assessment of basketball players and the evaluation of research institutes in Chinese Academy of Sciences (CAS) to show the applicability and usefulness of the performance indices developed in this paper

    A DEA-TOPSIS method for multiple criteria decision analysis in emergency management

    A hybrid approach of DEA (data envelopment analysis) and TOPSIS (technique for order performance (preference) by similarity to ideal solution) is proposed for multiple criteria decision analysis in emergency management. Two DEA-based optimization models are constructed to facilitate identifying parameter information regarding criterion weights and quantifying qualitative criteria in TOPSIS. An emergency management case study utilizing data from the Emergency Management Australia (EMA) Disasters Database is provided to demonstrate the feasibility of the proposed analysis procedure

    The paper presents a hybrid model for decision-making support based on D numbers, the FUCOM method and fuzzified RAFSI method, used for solving the selection of the group of construction machines for enabling mobility. By applying D numbers, the input parameters for the calculation of the weight coefficients of the criteria were provided. The calculation of the weight coefficients of the criteria was performed using the FUCOM method. The best alternative was selected using the fuzzified method, which was conditioned by the specificity of the issue so that in this case, the selection of the best alternative was made using the fuzzified RAFSI method
