    Are object detection assessment criteria ready for maritime computer vision?

    Maritime vessels equipped with visible and infrared cameras can complement other conventional sensors for object detection. However, application of computer vision techniques in maritime domain received attention only recently. The maritime environment offers its own unique requirements and challenges. Assessment of the quality of detections is a fundamental need in computer vision. However, the conventional assessment metrics suitable for usual object detection are deficient in the maritime setting. Thus, a large body of related work in computer vision appears inapplicable to the maritime setting at the first sight. We discuss the problem of defining assessment metrics suitable for maritime computer vision. We consider new bottom edge proximity metrics as assessment metrics for maritime computer vision. These metrics indicate that existing computer vision approaches are indeed promising for maritime computer vision and can play a foundational role in the emerging field of maritime computer vision

    Safety in maritime oil sector: Content analysis of machinery space fire hazards

    An in-depth study of the practice within the maritime oil industry was undertaken to ascertain safety issues in seafaring vessels. It was more concentrated on the type of accidents that occur in machine spaces of seafaring vessels in this industry. The main focus of the research was streamlined to fire in machinery spaces. The literature review later concentrated on two of such incidences, they are oil spill and fire events. An investigation was done to assess those factors which actually contribute or are in association to fire outbreak. A content analysis methodology was used to investigate the associative relationships to fire outbreak with the aid of NVivo 9.0 software. The investigation focused on 15 key in-depth reports on machinery space incidences which were uploaded into the software. The results indicate that leakages on hot surfaces were the major causes of fire hazards in seafaring vessels. The results from using this methodology also highlighted two more fire hazards that were not so apparent in previous studies. They are generator fire and compressors fire. The results supported other studies about leakages on hot surfaces as a major contributor, but also clearly show that there are other hazardous factors of fire in machinery spaces that require further investigation

    Hybrid Satellite-Terrestrial Communication Networks for the Maritime Internet of Things: Key Technologies, Opportunities, and Challenges

    With the rapid development of marine activities, there has been an increasing number of maritime mobile terminals, as well as a growing demand for high-speed and ultra-reliable maritime communications to keep them connected. Traditionally, the maritime Internet of Things (IoT) is enabled by maritime satellites. However, satellites are seriously restricted by their high latency and relatively low data rate. As an alternative, shore & island-based base stations (BSs) can be built to extend the coverage of terrestrial networks using fourth-generation (4G), fifth-generation (5G), and beyond 5G services. Unmanned aerial vehicles can also be exploited to serve as aerial maritime BSs. Despite of all these approaches, there are still open issues for an efficient maritime communication network (MCN). For example, due to the complicated electromagnetic propagation environment, the limited geometrically available BS sites, and rigorous service demands from mission-critical applications, conventional communication and networking theories and methods should be tailored for maritime scenarios. Towards this end, we provide a survey on the demand for maritime communications, the state-of-the-art MCNs, and key technologies for enhancing transmission efficiency, extending network coverage, and provisioning maritime-specific services. Future challenges in developing an environment-aware, service-driven, and integrated satellite-air-ground MCN to be smart enough to utilize external auxiliary information, e.g., sea state and atmosphere conditions, are also discussed

    Mending the Imaginary Wall Between Indonesia and Malaysia the Case of Maritime Delimitation in the Waters Off Tanjung Berakit

    Due to its geographical location, Indonesia shares border areas with at least ten neighbouring countries with which maritime boundaries must be settled. As of March 2011, Indonesia is yet to finalize its maritime boundaries with various States including Malaysia with which four maritime boundaries need to be settled: the Malacca Strait, the South China Sea, the Sulawesi Sea, and the Singapore Strait (off Tanjung Berakit). It is evident that pending maritime boundaries can spark problems between Indonesia and Malaysia. The dispute over the Ambalat Block in 2005 and 2009 and an incident in the waters off Tanjung Berakit on 13 August 2010 are two significant examples. This paper discusses the incident in the waters off Tanjung Berakit, but will be preceded by a description of the principles of coastal States' maritime entitlement pursuant to International law of the sea. Following the discussion, this paper provides suggestions for settling maritime boundaries in the area from technical/geospatial and legal perspectives

This paper argues that ASEAN countries differ in utilizing their maritime potential. As a basis for further comparative studies the Center for Policy Research and International Studies (CenPRIS) in Penang developed a set of indicators to measure the maritime potential of nations, the state of their maritime industries, and the degree to which the maritime potential has actually been utilized. Using the CenPRIS Ocean Index (COI) shows that Brunei and the Philippines have underutilized their maritime potentials, whereas Singapore and Thailand have made full use of it.     A growing body of literature has recently focused on the economic origins and consequences of modern maritime piracy and on the perception that the international community has failed to control it. This paper aims to investigate maritime transport costs as one of the channels through which modern maritime piracy could have a major impact on the global economy. A transportcost equation is estimated using a newly released dataset on maritime transport cost from the OECD together with data on maritime piracy from the IMB.     This paper describes the methods used to construct an index to measure the maritime potential of nations. This prototype uses a limited number of variables to measure (a) the locational advantage of having a long coastline in comparison to the landmass (Maritime Potential Index MPI) , (b) the maritime economy (MEI) and (c) the degree a nation or region has utilized its maritime potential (OI). A timeseries of data from 2000 to 2005 for ASEAN states are used to develop the prototype. It is planned to develop the index further by adding variables and extending the regional coverage to all states of Malaysia

    Maritime Indonesia and the Archipelagic Outlook; Some Reflections From a Multidisciplinary Perspective on Old Port Cities in Java

    The present paper reflects on Indonesia\u27s status as an archipelagic state and a maritime nation from a historical perspective. It explores the background of a multi-year research project into Indonesia\u27s maritime past currently being undertaken at the Humanities Faculty of Universitas Indonesia. The multidisciplinary research uses toponymy, epigraphy, philology, and linguistic lines of analysis in examining old inscriptions and manuscripts and also includes site visits to a number of old port cities across the archipelago. We present here some of the core concepts behind the research such as the importance of the ancient port cities in a network of maritime trade and diplomacy, and link them to some contemporary issues such as the Archipelagic Outlook. This is based on a concept of territorial integrity that reflects Indonesia\u27s national identity and aspirations. It is hoped that the paper can extend the discussion about efforts to make maritime affairs a strategic geopolitical goal along with restoring Indonesia\u27s identity as a maritime nation
