Die informations- und kommunikationstechnische Infrastruktur und ihre mittelfristige Entwicklung an den Hochschulen des Landes NRW

Dieser Bericht des Arbeitskreises der Leiter wissenschaftlicher Rechenzentren in NRW (ARNW) richtet sich an die Hochschulleitungen und die Verantwortlichen für Grundstrukturen in Information und Kommunikation (IuK). Er informiert über aktuelle wichtige Fragen, besonders über den Stand und Einsatz von IuK-Technologien. In Anbetracht der anhaltend schnellen Weiterentwicklung dieses Technologiefeldes, die sich auf alle Bereiche der Hochschulen auswirkt, halten wir das für wichtig, damit vermieden wird, dass wichtige Themen am Rande bleiben. Das neue Hochschulgesetz und der Qualitätspakt machen darüber hinaus eine Positionierung der Hochschulen in NRW zur IuK-Infrastruktur unabdingbar

Zur Nutzung von Verkehrsdaten im Rahmen der Vorratsdatenspeicherung

Dieser Bericht entstand aus Anlass einer Anfrage des Bundesverfassungsgerichts im Rahmen der Verfassungsbeschwerden 1 BvR 256/08, 263/08, 586/08. Teil der Anfrage war ein Fragenkatalog, zu dem ich als sachkundiger Dritter Stellung nehmen sollte. Statt einer listenhaften Beantwortung der Fragen habe ich mir erlaubt, die technischen Hintergründe in einer zusammenhängenden Diskussion darzustellen. Der Bezug zu den Fragen aus dem Fragenkatalog, zu denen ich mich sachkundig fühlte, wird im Anhang explizit hergestellt

Ein logisch-topologischer Kalkül zur Konstruktion von integrierten Schaltkreisen

Es wird ein CAD-System ICAD-IC vorgestellt, das den Entwurf integrierter Schaltungen unterstützen soll. Der Kern des Systems besteht in einem Netzkalkül, der es erlaubt, neben der logischen Information auch geometrische Informationen zu handhaben. Dieser Kalkül besitzt verschiedene Ausprägungen, die den Entwurf auf verschiedenen Entwurfsebenen unterstützen. Das System ist um den Kalkül herum entwickelt, wie etwa ALGOL um die Numerik. Soweit das System bis jetzt entwickelt ist, betrifft es die logisch-topologische Entwurfsebene und den Übergang zur topographischen Entwurfsebene. Wir stellen hier das Konzept des Kalküls vor und erläutern an Beispielen einige Grundlagenuntersuchungen zu diesem Thema.We present a CAD-system \u27CAD-IC\u27, supporting the automatic design of integrated circuits. The kernel of the system is based on a "calculus of nets", which allows both, the handling of logical and geometrical information. Depending on the design-level different versions of this calculus may be adopted. The system itself is built around this calculus, as f.e. ALGOL around numerics. As far as the system is developed at the moment, it mainly deals with the logical-topological design level and the transition to the topographical level. We give the main ideas of the calculus and illustrate some basic investigations with help of examples

Grätzeleltern. Herausforderungen und Potenziale eines Wiener Nachbarschaftsprojekts

„Grätzeleltern“ ist ein 2012 gestartetes Pilotprojekt der Caritas Wien und der Gebietsbetreuung Stadterneuerung, das sich mit strukturschwachen Wohngebieten im 6. und 15. Wiener Gemeindebezirk auseinandersetzt. Unter dem Motto „Hilfe zur Selbsthilfe“ werden BewohnerInnen rund um Themen des Wohnens und Zusammenlebens geschult und geben das erworbene Wissen als MultiplikatorInnen, als sogenannte „Grätzeleltern“, im Rahmen von Hausbesuchen an weitere BewohnerInnen in ihren Communities und Bekanntenkreisen im Grätzel (Wienerischer Begriff für Stadtteil, vergleichbar mit dem deutschen Begriff Kiez) weiter. Sie erfüllen damit eine Brückenfunktion zwischen Haushalten in schwierigen Wohnsituationen und professionellen Ansprechstellen und Angeboten. Zum einen soll so ein Beitrag zur Verbesserung der Wohnsituation geleistet werden. Zum anderen hat das Projekt die Kompetenzentwicklung der BewohnerInnen und ihre stärkere gesellschaftliche Teilhabe zum Ziel. Das Projekt ist ein Gemeinwesenarbeitsprojekt, das mit Ansätzen von Community Education und Community Development arbeitet. In der bisherigen Umsetzung zeigen sich dabei vielfältige Herausforderungen und Potenziale. (DIPF/Orig.)”Grätzeleltern”(Neighbourhood Parents) is a new project started in 2012 by two Viennese institutions, Caritas Vienna and the Viennese Urban Renewal Office (Gebietsbetreuung Stadterneuerung in German), which is concerned with economically underdeveloped urban residential areas in the 6th and 15th districts of Vienna. With the motto “Help to help yourself,” inhabitants are schooled on the subjects of living together and pass on the knowledge they have acquired as “neighbourhood parents” by visiting other inhabitants in their communities and circle of acquaintances in the Grätzel (word in Viennese dialect for neighbourhood, comparable to the German term Kiez). They act as a bridge between households in difficult living situations and professional agencies and offerings. This should contribute to an improvement in the living situation. The project also aims to develop the competences of the inhabitants and to allow them to participate more in society. The project is a community organization project that uses methods from community education and community development. The first part of the essay tries to show that Davidson's explanation of irrationality in terms of a fragmentation of the mind is not compatible with interpretationist premises of his own theory. Instead of adopting the conception of two semi-autonomous departments of the mind, I argue for an explanation of strong forms of irrationality based on two kinds of contentful mental states: functionally individuated representational states and states whose content depends on a rationalizing interpretation. The working report looks at the actual situation of the German broadband cable market in the context of merger control and sector specific regulation. A crucial problem in dealing with the cable market whether in antitrust cases or in the regulatory context is the precise assessment of the economic conditions, especially the arguable question if the network has still characteristics of a natural monopoly still a common argument in network industries. The report therefore uses the basic concept of the disaggregated identification of network-specific market power. The unique structure of the German broadband cable industry with its horizontal and vertical separation of the distribution network shows a highly contestable market with elements of competitive franchise bidding. On the other hand the cable market is suffering from that separation due to problems of inefficiency, especially in times of dynamic changes in communications with powerful intermodal competitors like Deutsche Telekom AG (DTAG) with an innovative IPTV infrastructure.
