    Access to information in digital libraries : users and digital divide

    Recognising the importance of information and knowledge in all spheres of human life, the recently held World Summit on Information Society came up with a plan of action for building a global information society. The goal of the world information society initiatives is the same as that of digital library research and development - to make information and knowledge accessibleto everyone in the world. Digital libraries have progressed very rapidly over the past ten or soyears. This paper addresses the two most important aspects of the information society - information users and digital divide. Findings of some large-scale studies on human information behaviour on the web and digital libraries have been discussed. The major findings of a study on access to electronic resources by university students are the presented. Proposed that a one-stop window approach with a task-based information organisation and access system may be the way forward

    Modelling text-fact-integration in digital libraries

    Digital Libraries currently face the challenge of integrating many different types of research information (e.g. publications, primary data, expert‘s profiles, institutional profiles, project information etc.) according to their scientific users‘ needs. To date no general, integrated model for knowledge organization and retrieval in Digital Libraries exists. This causes the problem of structural and semantic heterogeneity due to the wide range of metadata standards, indexing vocabularies and indexing approaches used for different types of information. The research presented in this paper focuses on areas in which activities are being undertaken in the field of Digital Libraries in order to treat semantic interoperability problems. We present a model for the integrated retrieval of factual and textual data which combines multiple approaches to semantic interoperability und sets them into context. Embedded in the research cycle, traditional content indexing methods for publications meet the newer, but rarely used ontology-based approaches which seem to be better suited for representing complex information like the one contained in survey data. The benefits of our model are (1) easy re-use of available knowledge organisation systems and (2) reduced efforts for domain modelling with ontologies. (author's abstract

    Traditional knowledge, biological resources and intellectual property rights in Asia : the example of the Philippines

    The relationship between traditional knowledge and intellectual property rights has become a topic for intensive debates at the national level, in various international settings and within and among different UN agencies, including the World Intellectual Property Organisation (WIPO), the UN Food and Agriculture Organisation (FAO), UNESCO, UNCTAD and the United Nations Environment Programme (UNEP). However, a consensus on a definition of traditional knowledge has yet to emerge due to persistent differences in perception. On the one hand, indigenous communities hold locally specific and holistic views of traditional knowledge, which are difficult to place within the framework of current intellectual property rights. Governments of developing countries, on the other hand, mostly focus on clearly defined aspects of traditional knowledge and their interpretation in the national interest and as expressions of national culture. Asian governments, in particular, have advocated the latter view. The Philippines provide an exception due to a tradition of recognising indigenous people as separate &quot;cultural communities&quot;. However, the practical implementation of so-called &quot;community intellectual rights&quot; thus far is largely confined to access and benefit sharing rules, compensation requirements for traditional farmers and defensive protection measures such as digital libraries documenting traditional knowledge.<br /

    Organisational challenges of the semantic web in digital libraries: A Norwegian case study

The semantic web initiative holds great promise for the future for digital libraries. There is, however, a considerable gap in semantic web research between the contributions in the technological field and research in the organisational field. Design/methodology/approach – A comprehensive case study of the National Library of Norway (NL) is conducted, building on two major sources of information: the documentation of the digitising project of the NL; and interviews with nine different stakeholders at three levels of NL's organisation during June to August 2007. Top managers are interviewed on strategy, middle managers and librarians are interviewed regarding organisational issues and ICT professionals are interviewed on technology issues. Findings – The findings indicate that the highest impact will be at the organisational level. This is mainly because inter-organisational and cross-organisational structures have to be established to address the problems of ontology engineering, and a development framework for ontology engineering in digital libraries must be examined. Originality/value – ICT professionals and library practitioners should be more mindful of organisational issues when planning and executing semantic web projects in digital libraries. In particular, practitioners should be aware that the ontology engineering process and the semantic meta-data production will affect the entire organisation. For public digital libraries this probably will also call for a more open policy towards user groups to properly manage the process of ontology engineering

Therefore, existing interoperability models are reviewed, a Delphi study to identify crucial aspects for the interoperability of web archives and digital libraries is conducted, technical interoperability standards and protocols are reviewed regarding their relevance for BlogForever, a simple approach to consider interoperability in specific usage scenarios is proposed, and a tangible approach to develop a succession plan that would allow a reliable transfer of content from the current digital archive to other digital repositories is presented

    The unseen and unacceptable face of digital libraries

    The social and organisational aspects of digital libraries (DLs) are often overlooked, but this paper reviews how they can affect users' awareness and acceptance of DLs. An analysis of research conducted within two contrasting domains (clinical and academic) is presented which highlights issues of user interactions, work practices and organisational social structures. The combined study comprises an analysis of 98 in-depth interviews and focus groups with lecturers, librarians and hospital clinicians. The importance of current and past roles of the library, and how users interacted with it, are revealed. Web-based DLs, while alleviating most library resource and interaction problems, require a change in librarians' and DL designers' roles and interaction patterns if they are to be implemented acceptably and effectively. Without this role change, users will at best be unaware of these digital resources and at worst feel threatened by them. The findings of this paper highlight the importance of DL design and implementation of the social context and supporting user communication (i.e., collaboration and consultation) in information searching and usage activities. © Springer-Verlag 2004

    We are archivists, but are we OK?

    Purpose – The purpose of this paper is to show that the digital environment of the early twenty-first century is forcing the information sciences to revisit practices and precepts built around paper and physical objects over centuries. The training of archivists, records managers, librarians and museum curators has had to accommodate this new reality. Often the response has been to superimpose a digital overlay on existing curricula. A few have taken a radical approach by scrutinising the fundamentals of the professions and the ontologies of the materials they handle. Design/methodology/approach – The article explores a wide range of the issues exposed by this critique through critical analysis of ideas and published literature. Findings – The authors challenge archive and records management educators to align their curricula with contemporary need and to recognise that partnership with other professionals, particularly in the area of technology, is essential. Practical implications – The present generation owe it to future generations of archivists and records managers to ensure that the education that they get to prepare them for professional life is forward-looking in the same way. Originality/value – This paper aims to raise awareness of the educational needs of twenty-first century archives and records professionals

    General guidelines for designing bilingual low cost digital library services suitable for special library users in developing countries and the Arabic speaking world

    The World is witnessing a considerable transformation from print based-formats to elec-tronic-based formats thanks to advanced computing technology, which has a profound impact on the dissemination of nearly all previous formats of publications into digital formats on computer networks. Text, still and moving images, sound tracks, music, and almost all known formats can be stored and retrieved on computer magnetic disk. Over the last two decades, a number of special libraries and information centres in the Arab world have introduced electronic resources into their library services. Very few have implemented automated and integrated systems. Despite the im-portance of designing digital libraries not merely for accessing to or retrieval of information but rather for the provision of electronic services, hardly any special library has started the design of digital library services. Managers of special libraries and information centres in developing countries in general and in the Arab world in particular should start building their local digital libraries, as the benefit of establishing such electronic services is considerably massive and well known for expansion of re-search activities and for delivering services that satisfy the needs of targeted end-users. The aim of this paper is to provide general guideline for design of special low cost digital library providing ser-vices that are most frequently required by various categories of special library users in developing countries. This paper also aims at illustrating strategies and method approaches that can be adopted for building such projects. Seeing the importance of designing an inexpensive digital li-brary as basic principle for the design accordingly, the utilisation of today's ICTs and freely avail-able open sources software is the right path for accomplishing such goal. The paper intends to de-scribe the phases and stages required for building such projects from scratch.
