Post-automation: report from an international workshop

The purpose of this report is to share lessons from an international research workshop dedicated to post- automation. Twenty-seven researchers from eleven different countries in Africa, Asia, Latin America and Europe, met at the Science Policy Research Unit at Sussex University on 11-13 September 2019, where we discussed empirical research papers and explored post-automation in group activities. We write this report primarily for researchers, but also for activists and policy advisors looking for more imaginative approaches to governing technology, work and sustainability in society, compared to those dominant agendas adapting automatically to the interests behind automation. The report is structured as follows. Section two introduces the workshop topic and papers presented, and which leads into two related areas that became a focus for discussion. First, some challenges in the foundations of automation theory (section three). And second, post-automation as a more constructive proposition to the challenges of automation, and that is happening right now (section four). Section five summarises some key points arising from the workshop, based on empirical observations from the margins of digital technology development, and that give both a flavour of the workshop and help elaborate the post-automation proposition. Some analytical and strategic themes are discussed in section six. We conclude in section seven with proposals for a post-automation agenda

The 2019 European Bioinformatics Community (EuBIC) Winter School was held from January 15th to January 18th 2019 in Zakopane, Poland. This year’s meeting was the third of its kind and gathered international researchers in the field of (computational) proteomics to discuss (mainly) challenges in proteomics quantification and data independent acquisition (DIA). Building institutional capacity for industrial symbiosis development : a case study of an industrial symbiosis coordination network in China

Recent research has examined how the concept of institutional capacity relates to the ability of organisations to deliver industrial symbiosis, and in particular how that ability itself can develop over time. One approach to developing industrial symbiosis has been to build a network of local bodies to work together to this end. Terming such a body an industrial symbiosis coordination network, this study innovatively applies institutional capacity building theory in the context of a Chinese eco-industrial park. It examines how the coordination network developed the expertise to encourage local companies to engage in industrial symbiosis. This research consisted of a qualitative study, including participant observation, semi-structured interviews and document analysis to analyse the development of an industrial symbiosis coordination network in Tianjin Binhai New Area. It is found that the network increased institutional capacity for local IS development by promoting relational links across organisational divisions and governance levels, and by increasing various types of knowledge for coordinating IS. The concept of institutional capacity building is shown to have cross-cultural applicability. Reflections on this study indicate that local government can play a vital role in building and maintaining an IS coordination network in the Chinese context, but that other bodies are also needed to mobilise institutional capacity for IS development

An Evaluation of the Prison Radio Association’s Activity Final Report Year 3: The way forward

The PRA developed a strategic three year activity plan (2007- 2009) which has been evaluated annually by the Hallam Centre for Community Justice at Sheffield Hallam University. In 2009, key PRA objectives were to continue to provide prisons with support to set up their own radio projects, to host the Second Annual Conference and Awards Ceremony, to develop a National Prison Radio Service (NPRS) and to develop a sustainable funding strategy and press strategy. The findings of the evaluation of these three activity areas are contained within the main body of this report

Compensating for severe nuclear accidents: An expert elucidation

We present the results of a structured discussion held in London in July 2014 involving a panel of experts drawn from three communities: specialists on aspects of risk and insurance; lawyers concerned with issues of nuclear law; and safety and environmental regulators. The discussions were held on the basis of participant anonymity. The process emphasised three considerations: conceptions of loss arising from a severe nuclear accident; the specifics of the Fukushima-Daiichi accident and what it means for policy and strategy going forward; and the future of liability regimes. We observe some stoicism from those closest to implementation of policies and procedures associated with nuclear risks, but a lower level of certainty and confidence among those concerned with nuclear energy regulation
