    This Article explores the flipside of Michigan--where the Court\u27s logic can just as well support agencies in their public health and environmental protection efforts. In particular, taking Michigan as a blueprint, this Article argues that cumulative impacts are centrally relevant to environmental regulation and--like cost--deserve a systemic and meaningful role in agency decisionmaking, including in the threshold decision of when to regulate. In doing so, this Article serves as a counterbalance to the weight of cost benefit rhetoric that would reduce environmental law off to a line item in a strained budget. In support of that thesis, this Article proceeds in three parts. Part I examines the Court\u27s reasoning in Michigan with the goal of creating a blueprint for deciding when a factor is “centrally relevant” to regulatory decisionmaking. Part II then shows why cumulative impacts so permeate the set of concerns embodied by environmental law that they qualify as centrally relevant factors that ought to drive regulatory choices. Finally, Part III provides some examples of how focusing on cumulative impacts through the judicial review framework could reinforce the public health missions of environmental laws. Indeed, in the struggle to understand the impacts of a climate changed world on the availability, vulnerability, and distribution of resources, this lens of cumulative impacts will be even more critical to the mission of sustaining healthful communities

    SPD-safe: Secure administration of railway intelligent transportation systems

    The railway transport system is critical infrastructure that is exposed to numerous manmade and natural threats, thus protecting this physical asset is imperative. Cyber security, privacy, and dependability (SPD) are also important, as the railway operation relies on cyber-physical systems (CPS) systems. This work presents SPD-Safe—an administration framework for railway CPS, leveraging artificial intelligence for monitoring and managing the system in real-time. The network layer protections integrated provide the core security properties of confidentiality, integrity, and authentication, along with energy-aware secure routing and authorization. The effectiveness in mitigating attacks and the efficiency under normal operation are assessed through simulations with the average delay in real equipment being 0.2–0.6 s. SPD metrics are incorporated together with safety semantics for the application environment. Considering an intelligent transportation scenario, SPD-Safe is deployed on railway critical infrastructure, safeguarding one outdoor setting on the railway’s tracks and one in-carriage setting on a freight train that contains dangerous cargo. As demonstrated, SPD-Safe provides higher security and scalability, while enhancing safety response procedures. Nonetheless, emergence response operations require a seamless interoperation of the railway system with emergency authorities’ equipment (e.g., drones). Therefore, a secure integration with external systems is considered as future work

    Knowledge Integrated Business Process Management for Third Party Logistics Companies

    The growing importance of logistics as well as the increasing dynamic complexity of markets, technologies, and customer needs has brought great challenges to logistics. In order to focus on their core competency in such a competitive environment, more and more companies have outsourced a part or the entirety of the logistics process to third party logistics (3PL) service providers. 3PL has played a crucial role in managing logistics processes within supply chain management. Logistics processes require and supply various types of knowledge for planning, developing, operating, controlling and improving business processes. Therefore, in the current knowledge era, knowledge integrated business process management (KIBPM) is of significant importance for 3PL. This work applies KIBPM in 3PL from both a theoretical and practical perspective. The methodology for this study is a combination of literature and primary source research. From the theoretical perspective, it reviews the related literature on knowledge, KM, KIBPM and 3PL. It next analyzes application potentials as well as basic theories of KIBPM in 3PL, and proposes a framework for application. Furthermore, it studies the issues, knowledge sources and content, as well as KM approaches from the strategic and operational perspectives. In particular, it discusses the dynamics, logistics networks, business process networks and tacit knowledge sharing in 3PL. From the practical perspective, a case study of a leading 3PL provider demonstrates the drivers, practices and approaches of KIBPM application. The case study is based on in-depth interviews and extensive access to the secondary data of the firm. It analyzes the core business processes, the process knowledge and key activities of KM in the formulation of business strategy and the operation of business processes in contract logistics. In addition, it applies the proposed framework in this case. Furthermore, it discusses the findings from the literature and case study that relate to the research questions, compares the differences and similarities of KM in 3PL between theory and practice, and puts forward some research and managerial implications. This study has come to the conclusion that it is more effective and efficient to integrate KM in business processes. Knowledge of market, customer requirements, partners, and competitors and collaborative KM in the logistics networks are essential when choosing competitive strategies, process designs and development strategies for business. 3PL needs dynamic capabilities to sustain competitive advantage through KM. In operation, knowledge related business procedures and domains, as well as the results in project management of warehousing, intermodal transport and cooperation between geographic networks, have considerable value for business process execution, evaluation and improvement. 3PL motivates tacit knowledge sharing and effective knowledge acquisition, production, warehousing, distribution and application with a trusting organizational culture, process oriented structure, appropriate technology, and incentive measures. However, while KM is a tool for improving the competency and performance for the organization, learning capability is more important to keeping sustainable competitive advantage in the long term for 3PL. The application of KIBPM in 3PL supports business process management at both the strategic and operational levels. It especially contributes to business development, collaborative projects, intermodal transport, and logistics service improvement

    Toward Holistic Energy Management Strategies for Fuel Cell Hybrid Electric Vehicles in Heavy-Duty Applications

    The increasing need to slow down climate change for environmental protection demands further advancements toward regenerative energy and sustainable mobility. While individual mobility applications are assumed to be satisfied with improving battery electric vehicles (BEVs), the growing sector of freight transport and heavy-duty applications requires alternative solutions to meet the requirements of long ranges and high payloads. Fuel cell hybrid electric vehicles (FCHEVs) emerge as a capable technology for high-energy applications. This technology comprises a fuel cell system (FCS) for energy supply combined with buffering energy storages, such as batteries or ultracapacitors. In this article, recent successful developments regarding FCHEVs in various heavy-duty applications are presented. Subsequently, an overview of the FCHEV drivetrain, its main components, and different topologies with an emphasis on heavy-duty trucks is given. In order to enable system layout optimization and energy management strategy (EMS) design, functionality and modeling approaches for the FCS, battery, ultracapacitor, and further relevant subsystems are briefly described. Afterward, common methodologies for EMS are structured, presenting a new taxonomy for dynamic optimization-based EMS from a control engineering perspective. Finally, the findings lead to a guideline toward holistic EMS, encouraging the co-optimization of system design, and EMS development for FCHEVs. For the EMS, we propose a layered model predictive control (MPC) approach, which takes velocity planning, the mitigation of degradation effects, and the auxiliaries into account simultaneously
