    Analytical methods and simulation models to assess innovative operational measures and technologies for rail port terminals: the case of Valencia Principe Felipe terminal

    The topic of freight transport by rail is a complex theme and, in recent years, a main issue of European policy. The legislation evolution and the White Paper 2011 have demonstrated the European intention to re-launch this sector. The challenge is to promote the intermodal transport system to the detriment of road freight transport. In this context intermodal freight terminals, play a primary role for the supply chain, they are the connection point between the various transport nodes and the nodal points where the freight are handled, stored and transferred between different modes to final customer. To achieve the purpose, it is strengthen the improvement of existing intermodal freight terminals and the development of innovative intermodal freight terminals towards higher performance (ERRAC, 2012). Many terminal performances improvements have been proposed and sometime experimented. They are normally basing on combinations of operational measures and innovative technologies (e.g. automatic horizontal and parallel storage and handling, automated gate and sensors for tracking systems data exchange) tested in various terminals, with often-contradictory results. The research work described in this paper (developed within the Capacity4Rail EU project) focusses on the assessment of effects that these innovations can have in the intermodal freight terminals combined in various alternative consistent effective scenarios. The methodological framework setup to assess these innovations is basing on a combination of analytical methods based on sequential algorithms and discrete events simulation models. The output of this assessment method are key performance indicators (KPIs) selected according to terminals typologies and related to different aspects (e.g. management, operation and organization). The present paper illustrates the application of the methodological framework, tuned on the operation of various intermodal terminals, for the validation on today operation and the assessment of possible future scenarios to the case study of the Principe Felipe sea-rail terminal in Valencia

    Organic Farming Scenarios: Operational Analysis and Costs of implementing Innovative Technologies

    The objective of this study has been to design a number of farm scenarios representing future plausible and internally consistent organic farming enterprises based on milk, pig, and plant production and use these farm scenarios as the basis for the generation of generalised knowledge on labour and machinery input and costs. Also, an impact analysis and feasibility study of introducing innovative technologies into the organic production system has been invoked. The labour demand for the production farms ranged from 61 to 253hha1 and from 194 to 396hLU1 (LU is livestock units) for work in the animal houses. Model validation results showed that farm managerial tasks amount to 14–19% of the total labour requirement. The impact of introducing new technologies and work methods related to organic farming was evaluated using two innovative examples of weed control: a weeding robot and an integrated system for band steaming. While these technologies increased the capital investment required, the labour demand was reduced by 83–85% in sugar beet and 60% in carrots, which would improve profitability by 72–85% if fully utilised. Profitability is reduced, if automation efforts result in insufficient weed removal compared to manual weeding. Specifically, the benefit gained by robotic weeding was sensitive to the weed intensity and the initial price of the equipment, but a weeding efficiency of under 25% is required to make it unprofitable. This approach demonstrates the feasibility of applying and testing operational models in organic farming systems in the continued evaluation and documentation of labour and machinery inputs

    STOP-IT: strategic, tactical, operational protection of water infrastructure against cyberphysical threats

    Water supply and sanitation infrastructures are essential for our welfare, but vulnerable to several attack types facilitated by the ever-changing landscapes of the digital world. A cyber-attack on critical infrastructures could for example evolve along these threat vectors: chemical/biological contamination, physical or communications disruption between the network and the supervisory SCADA. Although conceptual and technological solutions to security and resilience are available, further work is required to bring them together in a risk management framework, strengthen the capacities of water utilities to systematically protect their systems, determine gaps in security technologies and improve risk management approaches. In particular, robust adaptable/flexible solutions for prevention, detection and mitigation of consequences in case of failure due to physical and cyber threats, their combination and cascading effects (from attacks to other critical infrastructure, i.e. energy) are still missing. There is (i) an urgent need to efficiently tackle cyber-physical security threats, (ii) an existing risk management gap in utilities’ practices and (iii) an un-tapped technology market potential for strategic, tactical and operational protection solutions for water infrastructure: how the H2020 STOP-IT project aims to bridge these gaps is presented in this paper.Postprint (published version

    Smart grid architecture for rural distribution networks: application to a Spanish pilot network

    This paper presents a novel architecture for rural distribution grids. This architecture is designed to modernize traditional rural networks into new Smart Grid ones. The architecture tackles innovation actions on both the power plane and the management plane of the system. In the power plane, the architecture focuses on exploiting the synergies between telecommunications and innovative technologies based on power electronics managing low scale electrical storage. In the management plane, a decentralized management system is proposed based on the addition of two new agents assisting the typical Supervisory Control And Data Acquisition (SCADA) system of distribution system operators. Altogether, the proposed architecture enables operators to use more effectively—in an automated and decentralized way—weak rural distribution systems, increasing the capability to integrate new distributed energy resources. This architecture is being implemented in a real Pilot Network located in Spain, in the frame of the European Smart Rural Grid project.     A Discrete Event Simulation model to evaluate the treatment pathways of patients with Cataract in the United Kingdom

    Background The number of people affected by cataract in the United Kingdom (UK) is growing rapidly due to ageing population. As the only way to treat cataract is through surgery, there is a high demand for this type of surgery and figures indicate that it is the most performed type of surgery in the UK. The National Health Service (NHS), which provides free of charge care in the UK, is under huge financial pressure due to budget austerity in the last decade. As the number of people affected by the disease is expected to grow significantly in coming years, the aim of this study is to evaluate whether the introduction of new processes and medical technologies will enable cataract services to cope with the demand within the NHS funding constraints. Methods We developed a Discrete Event Simulation model representing the cataract services pathways at Leicester Royal Infirmary Hospital. The model was inputted with data from national and local sources as well as from a surgery demand forecasting model developed in the study. The model was verified and validated with the participation of the cataract services clinical and management teams. Results Four scenarios involving increased number of surgeries per half-day surgery theatre slot were simulated. Results indicate that the total number of surgeries per year could be increased by 40% at no extra cost. However, the rate of improvement decreases for increased number of surgeries per half-day surgery theatre slot due to a higher number of cancelled surgeries. Productivity is expected to improve as the total number of doctors and nurses hours will increase by 5 and 12% respectively. However, non-human resources such as pre-surgery rooms and post-surgery recovery chairs are under-utilized across all scenarios. Conclusions Using new processes and medical technologies for cataract surgery is a promising way to deal with the expected higher demand especially as this could be achieved with limited impact on costs. Non-human resources capacity need to be evenly levelled across the surgery pathway to improve their utilisation. The performance of cataract services could be improved by better communication with and proactive management of patients.Peer reviewedFinal Published versio

    A framework for the selection of the right nuclear power plant

    Civil nuclear reactors are used for the production of electrical energy. In the nuclear industry vendors propose several nuclear reactor designs with a size from 35–45 MWe up to 1600–1700 MWe. The choice of the right design is a multidimensional problem since a utility has to include not only financial factors as levelised cost of electricity (LCOE) and internal rate of return (IRR), but also the so called “external factors” like the required spinning reserve, the impact on local industry and the social acceptability. Therefore it is necessary to balance advantages and disadvantages of each design during the entire life cycle of the plant, usually 40–60 years. In the scientific literature there are several techniques for solving this multidimensional problem. Unfortunately it does not seem possible to apply these methodologies as they are, since the problem is too complex and it is difficult to provide consistent and trustworthy expert judgments. This paper fills the gap, proposing a two-step framework to choosing the best nuclear reactor at the pre-feasibility study phase. The paper shows in detail how to use the methodology, comparing the choice of a small-medium reactor (SMR) with a large reactor (LR), characterised, according to the International Atomic Energy Agency (2006), by an electrical output respectively lower and higher than 700 MWe

    Virtual Reality Interactive Learning Environment

    Open Building Manufacturing (ManuBuild) aims to promote the European construction industry beyond the state of the art. However, this requires the different stakeholders to be well informed of what ‘Open Building Manufacturing’ actually entails with respect to understanding the underlying concepts, benefits and risks. This is further challenged by the ‘traditional ways of learning’ which have been predominantly criticised for being entrenched in theories with little or no emphasis on practical issues. Experiential learning has long been suggested to overcome the problems associated with the traditional ways of learning. In this respect, it has the dual benefit of appealing to adult learner's experience base, as well as increasing the likelihood of performance change through training. On-the-job-training (OJT) is usually sought to enable ‘experiential’ learning; and it is argued to be particularly effective in complex tasks, where a great deal of independence is granted to the task performer. However, OJT has been criticised for being expensive, limited, and devoid of the actual training context. Consequently, in order to address the problems encountered with OJT, virtual reality (VR) solutions have been proposed to provide a risk free environment for learning without the ‘do-or-die’ consequences often faced on real construction projects. Since ManuBuild aims to promote the EU construction industry beyond the state of the art; training and education therefore needs also to go beyond the state of the art in order to meet future industry needs and expectations. Hence, a VR interactive learning environment was suggested for Open Building Manufacturing training to allow experiential learning to take place in a risk free environment, and consequently overcome the problems associated with OJT.
