Interdisciplinarity and research on local issues: evidence from a developing country
This paper explores the relationship between interdisciplinarity and research
pertaining to local issues. Using Colombian publications from 1991 until 2011
in the Web of Science, we investigate the relationship between the degree of
interdisciplinarity and the local orientation of the articles. We find that a
higher degree of interdisciplinarity in a publication is associated with a
greater emphasis on Colombian issues. In particular, our results suggest that
research that combines cognitively disparate disciplines, what we refer to as
distal interdisciplinarity, tends to be associated with more local focus of
research. We discuss the implications of these results in the context of
policies aiming to foster the local socio-economic impact of research in
developing countries.Comment: 24 page
The present article aims to describe the progress of the study and application of Positive Psychology (PP) in Latin America. On one hand, it is described how the interest in PP has emerged in some Latin American countries such as Argentina, Peru and Mexico, among others. On the other hand, results of a literature review which explore the development of psychological assessments in the region are presented according to PP pillars proposed by Seligman (2002, 2009): positive emotions, positive traits, positive institutions and positive relationships (social life). Mexico, Chile, Brazil and Argentina appeared to be the countries with the highest levels of scientific production related to PP and the topics most frequently studied are psychological well-being, interpersonal relationships and psychotherapeutic interventions.Fil: Castro Solano, Alejandro. New horizons shaping science, technology and innovation diplomacy: the case of Latin America and the Caribbean and the European Union. EL-CSID Working Paper Issue 2018/20 âą August 2018
Europe and the world face a moment of transformation. The global financial crisis wiped out years of
economic and social progress, exposed structural weaknesses in world economies and emphasised
the importance of the real economies and strong industries. Modernisation and digitalisation of the
industrial base together with the promotion of a competitive framework for industry through research,
technology and innovation are drivers for recovery. Innovation, and particularly open innovation, is a
key factor of global competitiveness.
The European Commission (EC) addresses international cooperation policy in a wider framework and
adapts to the evolving needs of partner countries at different stages of development (EC, 2018a). Latin
America and the Caribbean countriesâ (LAC) and the European Unionâs (EU) cooperation on science,
technology and innovation has a long history based on cultural roots and common concerns. They
share a strategic bi-regional partnership, which was launched in 1999 and stepped up significantly in
recent years. The two regions co-operate closely at international level across a broad range of issues
and maintain an intensive political dialogue at all levels. EU-LAC relationships are moving from a
traditional cooperation model towards a learning model, where sharing experiences and learning from
innovations appear to be decisive (OECD, 2014).
This paper focuses on the challenges that innovation nowadays poses to international relations and
diplomacy. It is based on the evidence gained by the research team from participation in several EULAC
projects, especially the ELAN Network project coordinated by TECNALIA, the INNOVACT project as
well as other projects and activities

Emerging infrastructure policy issues in developing countries - a survey of the recent economic literature
The author reviews the recent economic research on emerging issues for infrastructure policies affecting poor people in developing countries. His main purpose is to identify some of the challenges the international community, and donors in particular, are likely to have to address over the next few years. He addresses six main issues: (1) the necessity of infrastructure in achieving the Millennium Development Goals; (2) the various dimensions of financing challenges for infrastructure; (3) the debate on the relative importance of urban and rural infrastructure needs; (4) the debate on the effectiveness of infrastructure decentralization; (5) what works and what does not when trying to target the needs of the poor, with an emphasis on affordability and regulation challenges; and (6) the importance of governance and corruption in the sector. The author concludes by showing how the challenges identified define a relatively well integrated agenda for both researchers and the international infrastructure community.Health Economics&Finance,Decentralization,Banks&Banking Reform,Public Sector Economics&Finance,Environmental Economics&Policies,Banks&Banking Reform,Health Economics&Finance,Public Sector Economics&Finance,Environmental Economics&Policies,Poverty Assessment
