    CONCEPTUALIZATION AND ANALYSIS OF USING UNMANNED AERIAL VEHICLES AS COMMUNICATIONS RELAYS IN A GPS-DENIED ENVIRONMENT

    Many armed forces are becoming network-centric and highly interconnected. This transformation, along with decentralized decision-making, has been enabled by technological advancements in the digital battlefield. As the battlefield evolves and missions require units to be mobile and support numerous tactical capabilities, the current concept of deploying static radio-relay nodes to extend the range of communication may no longer be suitable. Hence, this thesis aims to design an operational concept using unmanned aerial systems such as aerostats and tactical drones to provide beyond line-of-sight communication for tactical forces while overcoming the limitations in a GPS-denied environment. The proposed concept is divided into three phases to assess operational and communication system needs, given Federal Communications Commission regulations that set the maximum effective isotropic radiated power in the industrial, scientific, and medical band at 36 dBm. The maximum communication range between two nodes can be studied using the Friis propagation equation. In addition, Simulink software is used to study the effective application throughput with respect to distance. From the analysis, IEEE 802.11ax can provide a higher data throughput and support both 2.4 GHz and 5.0 GHz frequency bands. Using a simulated environment and operational scenario, the estimated number of aerial systems required to provide communication coverage for a 50 km by 50 km area is determined.Captain, Singapore ArmyApproved for public release.     Recommender Systems for Strategic Procurement in Value Networks

    The implementation of recommender systems in electronic procurement processes for service packages, consisting of product- and service components requires a consideration of strategic, tactical and operational procurement as well as information and communication technologies in value networks. Increasingly, the design of recommender systems for procurement processes in value networks is of scientific interest. The combination of different procurement processes for products and services driven by recommender systems however, includes problems. This paper shows the need for a process-oriented approach in procurement at several abstraction levels. A model for the design of the electronic procurement process in value networks to serve the identification of complex service packages and suppliers with recommender systems is described. Different process characteristics are investigated for the applicability of recommender systems in e-procurement.     Rethinking Bernstein communication wheel: a re-visitation of a communication tool

    Purpose – The aim of this conceptual paper is to review Bernstein’s communication wheel in order to make it a tool that can be used in the selection of a corporate communication mix. Design/methodology/approach – A critical analysis of Bernstein’s communication wheel shows it to be a checklist, a starting point in the examination of corporate communication mix, but it is not as such of great help to the decision-maker. Findings – The findings of reviewing literature highlight that the principle of a clear distinction between strategic decisions and operational decisions is applicable also in the field of corporate communication. For each stakeholder relationship, our framework suggests typical combinations of activities and means to be employed. These combinations are useful to experiment with expert systems which are functional to the choices of corporate communication mix. Research limitations/implications – The analysis of communication gaps gives directions for formulating strategic decisions. In our framework tactical decisions concern the components of the communication mix architecture (or communication chain): activities, means and vehicles of communication. On the contrary, Bernstein’s communication wheel includes only generic channels (or media) and gives no indications as to the architecture of the communication mix. Originality/value – This study illustrates the hierarchy of decisions relating to corporate communication mix, the communication wheel could also be useful in communication planning. If this assumption is held to be true it then becomes possible to lay out a framework for a progressive decision-making path that means making sequential choices (first strategic, then tactical). In the stakeholder approach, the aim of strategic decisions is to choose the stakeholder groups on which a firm has to focus its corporate communication activities

    Please note that this activity was not conducted in accordance with Federal, DOD, and Navy Human Research Protection RegulationsAdversarial advances in the proliferation of anti-access/area-denial (A2/AD) techniques requires an innovative approach to the design of a maritime system of systems capable of detecting, classifying, and engaging targets in support of organic over-the-horizon (OTH) tactical offensive operations in the 2025–2030 timeframe. Using a systems engineering approach, this study considers manned and unmanned systems in an effort to develop an organic OTH targeting capability for U.S. Navy surface force structures of the future. Key attributes of this study include overall system requirements, limitations, operating area considerations, and issues of interoperability and compatibility. Multiple alternative system architectures are considered and analyzed for feasibility. The candidate architectures include such systems as unmanned aerial vehicles (UAVs), as well as prepositioned undersea and low-observable surface sensor and communication networks. These unmanned systems are expected to operate with high levels of autonomy and should be designed to provide or enhance surface warfare OTH targeting capabilities using emerging extended-range surface-to-surface weapons.     Tactical communication systems based on civil standards: Modeling in the MiXiM framework

    In this paper, new work is presented belonging to an ongoing study, which evaluates civil communication standards as potential candidates for the future military Wide Band Waveforms (WBWFs). After an evaluation process of possible candidates presented in [2], the selection process in [1] showed that the IEEE 802.11n OFDM could be a possible military WBWF candidate, but it should be further investigated first in order to enhance or even replace critical modules. According to this, some critical modules of the physical layer has been further analyzed in [3] regarding the susceptibility of the OFDM signal under jammer influences. However, the critical modules of the MAC layer (e.g., probabilistic medium access CSMA/CA) have not been analysed. In fact, it was only suggested in [2] to replace this medium access by the better suited Unified Slot Allocation Protocol - Multiple Access (USAP-MA) [4]. In this regard, the present contribution describes the design paradigms of the new MAC layer and explains how the proposed WBWF candidate has been modelled within the MiXiM Framework of the OMNeT++ simulator.Comment: Published in: A. Lethal Autonomy provides constrained military/security forces with a viable option, but only if implementation has got proper empirically supported foundations. Autonomous weapon systems can be designed and developed to conduct ground, air and naval operations.
