    Making Social Work Work: Improving social work for vulnerable families and children without parental care around the world: A literature review

    This literature review calls for families and children in developing countries to be supported in ways that are appropriate to the conditions, culture and resources available rather than through approaches to social work that are common in the west. Children living without, or at risk of losing, parental care have wide and varied needs, this paper highlights the need for more thorough assessments of appropriate approaches, functions and support needs for social workers, and suggests elements of an assessment tool to explore these issues.     Strengthening governance of social safety nets in East Asia

    Several East Asian countries, in the aftermath of the global financial crisis, are considering an expansion of their social safety net programs. In many cases, existing delivery mechanisms for social assistance in the region tend to be basic, in line with the small size of programs. In a context of coverage expansion and proliferation of new programs, the risk of creating increasingly complex systems characterized by cross-incentives is high. Lack of coordination, ambiguous criteria for identifying and selecting beneficiaries, low administrative capacity, lack of transparency and limited beneficiary participation pose risks for program effectiveness and can decrease accountability. Good governance can improve program outcomes through effective program coordination, stronger accountability arrangements, provider incentives and greater transparency and participation.     Improving practice : child protection as a systems problem

    This paper argues for treating the task of improving the child protection services as a systems problem, and for adopting the system-focused approach to investigating errors that has been developed in areas of medicine and engineering where safety is a high priority. It outlines how this approach differs from the traditional way of examining errors and how it leads to different types of solutions. Traditional inquiries tend to stop once human error has been found whereas a systems approach treats human error as the starting point and examines the whole context in which the operator was working to see how this impacted on their ability to perform well. The article outlines some factors that seem particularly problematic and worthy of closer analysis in current child protection services. A better understanding of the factors that are adversely effecting practitioners’ level of performance offers the potential for identifying more effective solutions. These typically take the form of modifying the tasks so that they make more realistic and feasible demands on human cognitive and emotional abilities

    Inter-agency adult support and protection practice:a realistic evaluation with police, health and social care professionals

    Purpose: Collaborative inter-agency working is of paramount importance for the public protection agenda worldwide. The purpose of this paper is to disseminate the findings from a research study on the inter-agency working within adult support and protection (ASP) roles in the police, health and social care.Design/methodology/approach: This realistic evaluation study with two inter-related phases was funded by the Scottish Institute for Policing Research. This paper reports on Phase 1 which identified existing gaps in the implementation of effective inter-agency practice by reviewing the “state of play” in inter-agency collaboration between the police and health and social care professionals. In total, 13 focus groups comprising representatives from Police Scotland (nÂŒ52), Social Care (nÂŒ31) and Health (nÂŒ18), engaged in single profession and mixed profession groups addressing issues including referral and information exchange.Findings: On analysing context-mechanism-outcome (CMO), gaps in joint working were identified and attributed to the professionals’ own understanding of inter-agency working and the expectations of partner agencies. It recommended the need for further research and inter-agency training on public protection. Research limitations/implications – This unique Scottish study successfully identified the inter-agency practices of health, social services and police. By means of a modified realistic evaluation approach, it provides an in-depth understanding of the challenges that professionals face on a day-to-day basis when safeguarding adults and informed strategic recommendations to overcome the barriers to good practices in organisational working. The methods used to determine CMO could benefit other researchers to develop studies exploring the complexities of multi-causal effects of cross-boundary working. The use of the same case study in each focus group helped to neutralise bias. However, the voluntary nature of participation could have resulted in biased perceptions. The limited numbers of health professionals may have resulted in less representation of health sector views.Practical implications: Collaborative inter-agency working is of paramount importance for public protection worldwide. This paper reports on a Scottish study that focussed on the coordinated and integrated practices amongst the police, health and social services’ professionals who support and protect adult members of society at risk of harm.Social implications: Whilst the focus of this study has been on ASP, the conclusions and recommendations are transferable to public protection issues in many other contexts.Originality/value: Studies on the joint-working practices amongst police and health and social services’ professionals who support and protect adult members of society at risk of harm are uncommon. This  study investigated professionals’ perceptions of gaps and concerns pertaining to integrated working by means of a realistic evaluation approach.     Natural disasters : what is the role for social safety nets?

    This paper makes the case for why safety nets are an important tool for managing the risk of natural hazards. The use of safety nets is advocated both ex ante, to prevent and mitigate the impact of natural disaster and ex post, to cope with the impacts of natural shocks. Firstly, the paper explores the implications of contextual factors to be taken into account in the design of an effective safety net system to respond to the needs generated by natural disasters. Learning from the responses to a number of recent natural disasters, a typology of the different types of natural hazards which require different approaches to reduce their risk is introduced. Secondly, the paper considers some'guidelines'for improving the design and implementation of safety nets either to prevent and/or to recover from natural disasters.     Around the world, governments and non-state actors are using sophisticated techniques to monitor, threaten, and harass human rights defenders (HRDs) and journalists. The growing use of digital technology has empowered activists to rally citizens around common causes and hold governments accountable, but it has also opened new doors for surveillance and harassment of activists and citizens' activities online. On November 14 -- 15, 2013, Freedom House, funded by the United States Agency for International Development (USAID), held a global conference in Mexico City entitled "What Next? The Quest to Protect Journalists and Human Rights Defenders in a Digital World," which brought together over 60 policymakers, donors, and activists to explore the full range of emerging threats and best strategies to overcome them; take an honest look at what is and is not working; and chart a path forward for more proactive and realistic solutions to build the resilience, sustainability, and relevance of HRDs and their movements. The conference sought to answer "what's next?" by identifying opportunities that can be exploited to build up frontline defenders and their ability to uphold human rights principles fearlessly and strategically at home and abroad

    Second action plan 2013-2016 – moving ahead – of the national plan to reduce violence against women and their children 2010-2022

    All Australian governments are strongly committed to reducing the alarming rates of violence against women and their children in this country. Commonwealth, state and territory governments are working together, with the community to implement the National Plan to Reduce Violence against Women and their Children 2010-2022 (the National Plan). The National Plan is a 12-year strategy with a vision that Australian women and their children live free from violence in safe communities. This is the Second Action Plan of the National Plan. It runs from 2013 to 2016 and contains 26 practical actions that all governments agree are critical if we are to move ahead in improving women’s safety. The First Action Plan laid a strong foundation for the changes we want to see in the future by establishing essential national infrastructure and innovative services. The Second Action Plan will build on this by increasing community involvement in actions that will prevent the violent crimes of domestic and family violence and sexual assault. It will focus on women and communities that have diverse experiences of violence, on strengthening and integrating services and systems, and on improving responses to perpetrators across the country. Governments will also continue to work together to build and improve the evidence base around violence against women and their children, and to bring together and disseminate research that can inform policy and practice. Reducing violence against women and their children is a community issue - it needs effort from us all. Living free from violence is everyone’s right, and reducing violence is everyone’s responsibility.&nbsp
