    Since January 1st, 2007, Romania has entered a new era of progress where thefocus is on the economic convergence with the other European Union member states. TheNational Plan for Development 2007-2013 represents the strategic and financial multi-yearlyplanning document that directs the sustainable economic-social development of Romania instep with the Cohesion Policy of the European Union.     Reducing the Polluting Emissions. A Source for Diminishing the Climate Changes

    The USA and the Western Europe are responsible for 2/3 of the CO2 emissions accumulated until today. On the other hand, Africa has produced only 3% of polluting emission since 1900 until today, by burning mineral fuels. Since 1992, the most industrialized countries have promised to help “the most vulnerable nations face the adverse consequences of climate changes” by supporting the costs of adaptation. The commitment was included in the convention frame that gave birth to the Kyoto Treaty, which was rejected by the George W. Bush Administration, even though the initial document, issued in 1992, had been signed by George Bush. The industrialized countries that signed the Kyoto Treaty have decided to create a special fund for “climate adaptation”. Hundreds of millions of dollars had to be used in order to diminish the impact of the global warming in the most exposed areas.Lately, maybe because the CO2 emissions increase due to human activities, the planet climate has changed for worse. 2007 was a key year in evaluating the reply the planet would give to the global overheating, mainly caused by the green-house effect and worsen by El Nino oceanic stream. The aim of the present report is to update and to investigate the specific situation in every country in more detail. To this end, the authors sketch the current status of national markets, and identify changes that have occurred during 2007-2010. In addition, the factors influencing the development are investigated.     The paper is an analysis of the importance and the approach of a new energy strategy for Romania in the context where energy has become a strategic factor in global politics, a vital component of a cost factor for economic development and progress of society as a whole . The author addresses the European Union's energy policy, which is a basic element in achieving national energy strategies, each country including Romania, acting in the energy sector so as to meet EU targets global and sustainable energy policy. Romania considers energy strategy as part of the defense strategy and campaigning to promote a common energy security policy at EU and national energy identity linking domestic politics with its obligations to the European level. Romania is trying to find the right model in terms of configuration and market energy system internally and should benefit from the development of interconnection networks gas and north-south and building an energy community to support national regulators and energy transmission system energy. For the future, the future energy strategy must provide consumers with a secure, sustainable, competitive and affordable by fundamental transformation of the energy system of Europe, where member states to make that depend on each other for the security of energy supply their citizens, based on trust and solidarity real and energetic creation of a union to speak in one voice in the world

Among the solutions proposed to recover the economies, investments in rural development, especially in the fields of biodiversity, water management, milk and dairy products sector refreshment may be reminded, support for application of renewable energy and development of internet infrastructure in rural areas. By recovering economy with the help of investments in infrastructure, ecologic technologies, energetic efficiency and innovation, the package proposed by the European Commission intends to accelerate the transition to a knowledge-based society with reduced carbon dioxide emissions and environmentallyfriendly agricultural practices

    The primary objective of supply chain management is to fulfill customer demands through the most efficient use of resources, including distribution capacity, inventory and labor. A variety of optimizing aspects of the supply chain include acts as a go-between with suppliers to reduce bottlenecks. The sales and operation planning is becoming a requirement for doing well supply chain implementation. There are many key opportunities for improving the export and competitive performances of the sector of certified food products and eco-products. Romania has great openings for promoting and developing the ecological agriculture due to an agricultural area of 14.8 million hectares and unpolluted soils. One of the major points is to confine and maintain a greater part from the nationwide element of value chain during the orientation of production and sales towards primary products. It is also required a better promotion of Romanian food products on external markets, as well as a more intensive niche marketing and consolidation of the existing ones. Another concern is to create a suitable manufacturing, processing and marketing system for food products, aimed to suit the needs of national and foreign markets.     THE IMPACT OF GREEN ECONOMY STANDARDS ON COMPETITIVE ADVANTAGE: THE STUDY OF ROMANIA

    The study aimed to reveal the impact of green economy practices in achieving competitive advantage in companies operating in Romania, according to the size of the companies. The study used the descriptive causal approach. As for the study population, it consisted of all employees in Romanian companies in the departments of quality assurance, quality control, research and development, and production. The questionnaire was used as a main tool for collecting data and information that was analyzed with a set of statistical means, via the Internet to collect data, followed by the analysis of correlations between specific variables. By applying the Pearson chi-square test, 355 questionnaires were distributed, and only 100 were retrieved. The results of the study have showed that there is an impact of green economy practices in achieving competitive advantage, as well as an impact of total quality management practices in achieving competitive advantage in the Romanian operating companies under study. There were no statistically significant differences in the averages of the impact of green economy practices on achieving the competitive advantage. There is a relationship between the use of green economy standards and the subsequent perception of their effectiveness
