    The context matters for capacity development (CD). It sets the stage on which actors pursue their interests and agendas -- both of which are affected by change processes. And CD is change, in most cases producing winners and losers and reconfiguring the balance of influence and power in and between individuals, organizations and groups of organizations.This perspective paper -- one of five in a series prepared by the OECD/DAC as an input to preparation of the High-Level Forum on Aid Effectiveness in Busan in 2011 -- collects evidence about how the environment can be more or less enabling for CD, how actors can adapt to or influence the context they operate in, and what the implications are when country and development partners promote CD

    Innovation Indicators: for a critical reflection on their use in Low- and Middle-Income Countries (LMICs)

    It has been widely recognized that innovation is an important driver of economic growth. Many Low- and Middle-Income Countries (LMICs) have adopted innovation indicators to monitor innovation performance and to evaluate the impact of innovation policies. This paper argues that innovation indicators should be customized to the different socio-economic structures of LMICs. For this, the definition of innovation needs to be relevant to the multitude of innovation actors and processes in LMICs. LMICs also need to build competences not only in the construction of innovation indicators within their statistical systems, but also in the use of these indicators by among others policy makers. Industry reports indicate that fundamental problems exist with the application of current linear plan-driven security incident response approaches being applied in many organizations. Researchers argue that traditional approaches value containment and eradication over incident learning. While previous security incident response research focused on best practice development, linear plan-driven approaches and the technical aspects of security incident response, very little research investigates the integration of agile principles and practices into the security incident response process.     Overcoming Barriers in Supply Chain Analytics—Investigating Measures in LSCM Organizations

    While supply chain analytics shows promise regarding value, benefits, and increase in performance for logistics and supply chain management (LSCM) organizations, those organizations are often either reluctant to invest or unable to achieve the returns they aspire to. This article systematically explores the barriers LSCM organizations experience in employing supply chain analytics that contribute to such reluctance and unachieved returns and measures to overcome these barriers. This article therefore aims to systemize the barriers and measures and allocate measures to barriers in order to provide organizations with directions on how to cope with their individual barriers. By using Grounded Theory through 12 in-depth interviews and Q-Methodology to synthesize the intended results, this article derives core categories for the barriers and measures, and their impacts and relationships are mapped based on empirical evidence from various actors along the supply chain. Resultingly, the article presents the core categories of barriers and measures, including their effect on different phases of the analytics solutions life cycle, the explanation of these effects, and accompanying examples. Finally, to address the intended aim of providing directions to organizations, the article provides recommendations for overcoming the identified barriers in organizations

    Resource-Based View and SMEs Performance Exporting through Foreign Intermediaries: The Mediating Effect of Management Controls

    Following the resource-based view, this research empirically explores the role of formal and informal management control in mobilizing export resources to develop export capabilities, influencing the export performance of small and medium-sized enterprises (SMEs) in an interorganizational relationship context. Empirical data were collected using a survey administrated online to finance managers in Spanish SMEs which use foreign intermediaries to access export markets. In this setting, evidence mainly suggests, first, that management control systems (MCSs) play a relevant mediating role between the effect of, on the one hand, resources on capabilities, and, on the other hand, resources and capabilities on performance. Second, that MCSs and capabilities play a interrelated double mediating effect between the impact of resources on performance; more specifically, a significant double indirect effect is found (1) between financial resources, behavior control, customer relationship building capability and performance, and (2) between physical resources, behavior control, customer relationship building capability and performanc

    From export entry to de-internationalisation through entrepreneurial attributes

    Purpose: This study examines export behaviour from a broad perspective considering the influence of entrepreneurial attributes on export entry, export sustainability and de-internationalisation in Romanian small and medium-sized enterprises (SMEs). Design/methodology/approach: Based on theoretical underpinnings from the Resource-Based View (RBV) of the firm and the Institutional Economics (IE) framework, the proposed hypotheses are tested with a rich survey dataset of 319 Romanian SMEs. The data are analysed by means of a multinomial logit regression. Findings: The study reveals that exporting is not a single event and that variables commonly used to study export propensity linked to the entrepreneurial attributes have a differential influence over the export decisions. More concretely, export entry is positively impacted by the presence of management studies and an entrepreneurial team while sustainment in the international arena is strongly and positively influenced by decision-makers’ prior labour experience. De-internationalisation is explained by the entrepreneurs’ fear of business failure. The conclusions of this study point towards a holistic view of export policy-making revealing relevant implications for SMEs’ internationalisation. Originality/value: This study enriches the international business literature by simultaneously examining different export decisions, namely export initiation, sustainability and de-internationalisation, at the SMEs’ level in a Central and Eastern European (CEE) emerging market. The paper also highlights the dynamic character of entrepreneurial resources and suggests that at distinct stages in the international development of a SME, different entrepreneurial attributes may play a significant role.Peer ReviewedPostprint (author’s final draft
