    Advances in e-Participation: A perspective of Last Years

    [EN] The opinions of citizens are now being given ever-increasing consideration. Today, many government administrations have set up public participation processes as one more of the inputs required to make a decision on several aspects of governance. e-Participation initiatives make it easier for citizens to access such processes. At the present time, there is no clear and accepted field definition due to the wide diversity of theoretical proposals and the interdisciplinary nature of the initiatives, many of which have been developed ad-hoc. This paper reviews the present literature in the field of e-Participation by means of a systematic mapping of the research work carried out in the timeframe 2000¿2019, together with some earlier relevant proposals in the area, with the aim of obtaining a conceptual guide to e-Participation components. This review analyses the findings and clusters the results into a conceptual e-Participation framework, which we call eP fw . The results show the diversity of the conceptualizations of many authors (25% on average) in the identification of tools, areas and levels in the field of e-participation and the almost null incorporation of fundamental aspects like trust, security, or transparency.     Electronic participation with a special reference to social media - a literature review

    As a consequence of the interdisciplinary nature of Electronic Partici-pation (e-Participation), current research on the field is fragmented and scattered. The exciting blurry boundaries and the immature identity of the field are making difficult the understanding of the main domain themes being investigated, in par-ticular for “neophytes” researchers. In practice, several e-Participation initiatives often attract a wide audience but face serious limitations regarding involvement of those who attract. Recently, the potential of using social media to address cit-izens’ involvement deficit has been subject of academic debate. By consulting 44 e-Participation papers, considered highly relevant to the aforementioned chal-lenges, this paper produces a general overview of e-Participation research, par-ticularly through social media. The findings show that the e-Participation field still faces the challenge of identity and strive for gaining wider recognition as an independent research area. Concerning e-Participation through social media which seems to be partly overlooked in the field research, the politicians-citizen’s interaction has dominated scholars' attention and the adoption of such initiatives sponsored and driven by governments are rarely examine. Based on the findings, several research suggestions, which could play a significant contribution to advance future e-Participation research, are proposed

    The study aims to identify an evaluation framework and a measurement tool for e-government service delivery. E-government and e-participation initiatives are created to facilitate public administration and the political processes. Both initiatives are produced and presented on the same government websites. However, the evaluations are operated separately. Construct Development Methodology, a scale development for IS research, is applied. The review and adjustment of the DeLone & McLean Information System Success Model 2003 demonstrated the ability to add a variable to capture the essence of a phenomenon. The tool contributes to a better understanding of the evaluation of e-government service delivery

    The diffusion of e-participation in public administrations:A systematic literature review

    Research on e-participation has grown significantly in the last years. This review focuses on public administrations, which are central actors in the solicitation and organization of e-participation and in the process of diffusion of more democratic decision-making in government contexts. However, research indicates that public administrations often struggle with technological and organizational changes, which suggests that e-participation initiatives may fail due to barriers within public administrations. Although researchers have paid considerable attention to the diffusion of e-participation in public administrations, research so far is multi-disciplinary and fragmented. The aim of this literature review is to structure and systematize the literature regarding phases of e-participation diffusion (adoption, implementation and institutionalization) and levels of analysis (micro, meso, and macro) to map the extant field of e-participation diffusion research and to provide a starting point for future research. The analysis shows that research has concentrated on the phases of adoption and implementation, and on the external context of public administrations (macro) and the organizational (meso) level. Overall, the review identifies major research gaps and offers avenues for future research

    Using e-Participation for Mission Statement Development: Promises and Challenges

    Mission statements are documents that summarize an organization\u27s core values and strategies and are used to motivate employees by creating a common understanding among them. However, studies have shown that employees often seek more involvement in the development of mission statements in their organizations. Digitization pushes the implementation of new information and communication technology in the workplace. Therefore, we argue for the potential of using e-participation for the creation of a mission statement. With this paper, we contribute to digital government research by presenting a nominal group process consisting of eight activities, for the deployment of e-participation for the purpose of mission statement development. We evaluate the suggested process using an existing e-participation tool. Our evaluation results reveal challenges of implementing e-participation with the tested tool, especially regarding the usability. Therefore, we provide an overview of specific improvements in the design of e-participation platforms that should be considered in the further development of such platforms

    An institutional perspective on information and communication technologies in governance

    This thesis was submitted for the degree of Doctor of Philosophy and awarded by Brunel University.Information and Communication Technologies (ICTs) are becoming increasing relevant in policy making and governance activities. However, the broad effects of digital governance have not been adequately conceptualised; conflicting assumptions vary from rather optimistic accounts of empowered citizens to even completely dismissing the potential of engagement through technical means. This research attempts to reposition the impact of ICTs on policy making and political communities. Drawing from institutional studies, an integrated perspective is synthesised to guide case investigations in three main directions: (1) the way influences from the institutional environment are understood and balanced locally, (2) the co-evolution of institutional and technological configurations and (3) the dynamic response of institutional actors to the challenge of online engagement. The empirical part focuses on two different contexts (local government authorities and a trade union federation) that cover the holistic objective of this study. The findings inform on the extent to which ICTs are actually merging with existing governance structures. Both studies show that policy making is fundamentally different from other activities at the general intersection of Internet and politics. Citizens form online communities to organise ad hoc around single issue movements. However, this does not necessarily translate into sustainable and meaningful participation in formal politics. Hence, adapting institutional structures emerges as a complicated challenge beyond fitting technical means into existing engagement activities. On this basis, the thesis questions the extent to which policy making mechanisms are able to enact engagement from the grassroots, as for example encouraged by the social media collaboration philosophy. Implications for practice show how the alignment between new tools and the existing norms has the potential to identify paths of least resistance, and then exploit them to accomplish positives changes whose beneficial effects should not be taken for granted.Department of Information Systems and Computing, Brunel Universit

    Towards Synthetic and Balanced Digital Government Benchmarking

    Reliable benchmarking is essential for effective management of the government digitalization efforts. Existing benchmarking instruments generally fail to support this target. One problem is the diversity of instruments, resulting in a split image of digital progress and adding ambiguity to policy decisions. Another problem is disconnect in assessing progress between digital and traditional “analog” governance, lending support to a dangerous idea that countries can compensate for lack of progress in their governance systems by simply digitalizing them. This paper provides a path to addressing both problems by: aggregating relevant indicators of the World Economic Forum’s Network Readiness Index (NRI) to obtain a single synthetic measure of digital government, balancing this measure with progress in analog governance using World Bank’s Worldwide Governance Indicators (WGI), calculating new measures for the latest editions of NRI and WGI, and discussing results.     Fostering e-participation sustainability through a BPM-driven semantic model

    According to a recent Eurobarometer survey (2014), 68% of Europeans tend not to trust national governments. As the increasing alienation of citizens from politics endangers democracy and welfare, governments, practitioners and researchers look for innovative means to engage citizens in policy matters. One of the measures intended to overcome the so-called democratic deficit is the promotion of civic participation. Digital media proliferation offers a set of novel characteristics related to interactivity, ubiquitous connectivity, social networking and inclusiveness that enable new forms of societal-wide collaboration with a potential impact on leveraging participative democracy. Following this trend, e-Participation is an emerging research area that consists in the use of Information and Communication Technologies to mediate and transform the relations among citizens and governments towards increasing citizens’ participation in public decision-making. However, despite the widespread efforts to implement e-Participation through research programs, new technologies and projects, exhaustive studies on the achieved outcomes reveal that it has not yet been successfully incorporated in institutional politics. Given the problems underlying e-Participation implementation, the present research suggested that, rather than project-oriented efforts, the cornerstone for successfully implementing e-Participation in public institutions as a sustainable added-value activity is a systematic organisational planning, embodying the principles of open-governance and open-engagement. It further suggested that BPM, as a management discipline, can act as a catalyst to enable the desired transformations towards value creation throughout the policy-making cycle, including political, organisational and, ultimately, citizen value. Following these findings, the primary objective of this research was to provide an instrumental model to foster e-Participation sustainability across Government and Public Administration towards a participatory, inclusive, collaborative and deliberative democracy. The developed artefact, consisting in an e-Participation Organisational Semantic Model (ePOSM) underpinned by a BPM-steered approach, introduces this vision. This approach to e-Participation was modelled through a semi-formal lightweight ontology stack structured in four sub-ontologies, namely e-Participation Strategy, Organisational Units, Functions and Roles. The ePOSM facilitates e-Participation sustainability by: (1) Promoting a common and cross-functional understanding of the concepts underlying e-Participation implementation and of their articulation that bridges the gap between technical and non-technical users; (2) Providing an organisational model which allows a centralised and consistent roll-out of strategy-driven e-Participation initiatives, supported by operational units dedicated to the execution of transformation projects and participatory processes; (3) Providing a standardised organisational structure, goals, functions and roles related to e-Participation processes that enhances process-level interoperability among government agencies; (4) Providing a representation usable in software development for business processes’ automation, which allows advanced querying using a reasoner or inference engine to retrieve concrete and specific information about the e-Participation processes in place. An evaluation of the achieved outcomes, as well a comparative analysis with existent models, suggested that this innovative approach tackling the organisational planning dimension can constitute a stepping stone to harness e-Participation value
