    Unmet goals of tracking: within-track heterogeneity of students' expectations for

    Educational systems are often characterized by some form(s) of ability grouping, like tracking. Although substantial variation in the implementation of these practices exists, it is always the aim to improve teaching efficiency by creating homogeneous groups of students in terms of capabilities and performances as well as expected pathways. If students’ expected pathways (university, graduate school, or working) are in line with the goals of tracking, one might presume that these expectations are rather homogeneous within tracks and heterogeneous between tracks. In Flanders (the northern region of Belgium), the educational system consists of four tracks. Many students start out in the most prestigious, academic track. If they fail to gain the necessary credentials, they move to the less esteemed technical and vocational tracks. Therefore, the educational system has been called a 'cascade system'. We presume that this cascade system creates homogeneous expectations in the academic track, though heterogeneous expectations in the technical and vocational tracks. We use data from the International Study of City Youth (ISCY), gathered during the 2013-2014 school year from 2354 pupils of the tenth grade across 30 secondary schools in the city of Ghent, Flanders. Preliminary results suggest that the technical and vocational tracks show more heterogeneity in student’s expectations than the academic track. If tracking does not fulfill the desired goals in some tracks, tracking practices should be questioned as tracking occurs along social and ethnic lines, causing social inequality

    The capabilities approach: fostering contexts for enhancing mental health and wellbeing across the globe

    Concerted efforts have been made in recent years to achieve equity and equality in mental health for all people across the globe. This has led to the emergence of Global Mental Health as an area of study and practice. The momentum that this has created has contributed to the development, implementation and evaluation of services for priority mental disorders in many low- and middle-income countries. This paper discusses two related issues that may be serving to limit the success of mental health initiatives across the globe, and proposes potential solutions to these issues. First, there has been a lack of sophistication in determining what constitutes a ‘good outcome’ for people experiencing mental health difficulties. Even though health is defined and understood as a state of ‘wellbeing’ and not merely an absence of illness, mental health interventions tend to narrowly focus on reducing symptoms of mental illness. The need to also focus more broadly on enhancing subjective wellbeing is highlighted. The second limitation relates to the lack of an overarching theoretical framework guiding efforts to reduce inequalities and inequities in mental health across the globe. This paper discusses the potential impact that the Capabilities Approach (CA) could have for addressing both of these issues. As a framework for human development, the CA places emphasis on promoting wellbeing through enabling people to realise their capabilities and engage in behaviours that they subjectively value. The utilization of the CA to guide the development and implementation of mental health interventions can help Global Mental Health initiatives to identify sources of social inequality and structural violence that may impede freedom and individuals’ opportunities to realise their capabilities

    Can we be both resilient and well, and what choices do people have? Incorporating agency into the resilience debate from a fisheries perspective.

    In the midst of a global fisheries crisis, there has been great interest in the fostering of adaptation and resilience in fisheries, as a means to reduce vulnerability and improve the capacity of fishing society to adapt to change. However, enhanced resilience does not automatically result in improved well-being of people, and adaptation strategies are riddled with difficult choices, or trade-offs, that people must negotiate. This paper uses the context of fisheries to explore some apparent tensions between adapting to change on the one hand, and the pursuit of well-being on the other, and illustrates that trade-offs can operate at different levels of scale. It argues that policies that seek to support fisheries resilience need to be built on a better understanding of the wide range of consequences that adaptation has on fisher well-being, the agency people exert in negotiating their adaptation strategies, and how this feeds back into the resilience of fisheries as a social-ecological system. The paper draws from theories on agency and adaptive preferences to illustrate how agency might be better incorporated into the resilience debate

    Increasing Support and Collective Teacher Efficacy of Part-Time English-Language Instructors in a Japanese University

    This organizational improvement plan (OIP) seeks to enhance the support and collective teacher efficacy of part-time English-language instructors in the Department of English Language and Culture (DELC) at Kei University (KU) (pseudonyms), a private university in the Kansai region of Japan. Currently, part-time and foreign part-time English-language instructors teach most of the compulsory English courses in the DELC at KU, but they receive limited institutional support and guidance, which negatively affects their ability to teach effectively and their students\u27 learning outcomes. This OIP examines the lack of support and collective teacher efficacy of part-time instructors as a problem of practice (PoP) that exists both within the organizational context of KU and the broader contextual forces of internationalization, economic globalization, and national and organizational cultures that shape the teaching and learning of English in Japanese universities. This OIP is grounded in the theoretical frameworks of social cognitive theory, the capabilities approach, and an eclectic leadership approach based on the principles of servant leadership. Drawing from the author\u27s experience as a committed part-time instructor, this OIP proposes an integrated change plan that underscores the connection between the well-being, support, and collective efficacy of instructors, addresses the PoP, and serves the needs of the broader community of students, faculty, and staff at KU. The change plan described in this OIP should be beneficial to educational leaders in Japanese universities who aspire to foster support and collective teacher efficacy among their faculty

    The EU funded H2020 project \u2018Social Innovation in Marginalised Rural Areas\u2019 (SIMRA; www.simra-h2020.eu) has the overall objective of advancing the state-of-the-art in social innovation. This paper outlines the process for co- developing an evaluation framework with stakeholders, drawn from across Europe and the Mediterranean area, in the fields of agriculture, forestry and rural development. Preliminary results show the importance of integrating process and outcome-oriented evaluations, and implementing participatory approaches in evaluation practice. They also raise critical issues related to the comparability of primary data in diverse regional contexts and highlight the need for mixed methods approaches in evaluation

    Development under conditions of inequality and distrust: Social cohesion in Latin America

    "This paper analyzes the role of social cohesion in economic and institutional development and, broadly, the creation of welfare in Latin America. The paper defines the concept of social cohesion with reference to the notions of social capital and inequality. Using data and literature on Latin America, the paper argues that low interpersonal trust and entrenched inequality interfere with cohesion. The paper develops and introduces an exploratory index of cohesion structured around the definition proposed. Relying on correlations, and with appropriate caveats, the paper uses this index to explore tentative linkages between levels of cohesion and development outcomes. The paper presents evidence of positive linkages among social cohesion and economic growth, investment and innovation capacity, governmental effectiveness, the quality of public policies, and the predictability of the policy environment.
