Among the most heinous, and unfortunately common, crimes known to human society are rape and child molestation. Recidivism rates for offenders of these crimes are extremely high. Treatment of perpetrators of these crimes is of great consequence to mental health professionals, policymakers and the general public. Unfortunately, the traditional treatments for rehabilitation, including cognitive-behavioral therapy and SSRIs, have shown only minimal success rates and incarceration is expensive for the state. How has the country gone from a “firm reliance on the protection of Divine Providence” to where defining marriage as the union of one man and one woman is condemned as constitutionally irrational,and where the use of sex-separate private spaces by biological sex is subject to federal discrimination lawsuits?The answer can be traced to 1948 when Dr. Alfred C. Kinsey launched what was marketed then--and now--as the first “scientific” study of human sexuality.Indeed, Chief Judge of the Seventh Circuit Court of Appeals, Richard Posner extols Kinsey’s study as the “high-water mark of descriptive sexology.”Influential law professors such as Columbia University’s Herbert Wechslerand Yale University’s William Eskridge have ensured that Kinsey’s world shaking reports on male and female sexuality are entrenched as authoritative scientific research in legal scholarship and mainstream cultural institutions. Yet, Judge Posner, Professors Wechsler and Eskridge and the hundreds of other scholars who have relied upon this alleged “sex science” continue to cover up the facts: Kinsey’s claims are wholly fraudulent despite having ushered in the “sexual revolution” of the 1960s and 1970s. Perceptions of Foster Care Providers\u27 Implementation of the PSTSFA of 2014

Youth in foster care encounter challenges during and after they transition from foster care to adulthood. To address these challenges and prepare these youth for transitioning into adulthood, U.S. Congress enacted the Preventing Sex Trafficking and Strengthening Families Act (PSTSFA) in 2014. The problem, which has received little attention in research, concerns the challenges that the implementers of this policy encounter as they provide services to foster youth. The purpose of this qualitative study was to better understand the challenges faced by foster care providers in their implementation of PSTSFA. Von Neumann and Morgenstern\u27s game theory provided the theoretical framework on which this qualitative study was based. The central question explored and provided a better understanding of the perceived challenges that foster care providers face while implementing PSTSFA to foster youth between 13 and 17 years of age. The qualitative phenomenological study included online open-ended survey questions that were applied to obtain responses from 17 participants. Data were analyzed using the modified Van Kaam phenomenological analysis model. The results revealed that foster care providers face various challenges in their implementation of the law, including, but not limited, to training, communication and collaboration, code of silence, and heavy workloads. The implication for social change includes contributing to the dialogue on the challenges foster care providers face their implementation of PSTSFA, and formulating corrective measures that address the challenges. Because of the corrective measures, foster youth will acquire the required training and coping skills before transitioning from care to independence
