    Mozambique's infrastructure : a continental perspective

    In the last 10 years, Mozambique's economy has grown steadily at an impressive rate of 7.7 percent per year, driven by the service sector, light industry, and agriculture. This pace is expected to continue or even increase with the massive influx of already-planned investment on the order of 1520billion.Mozambiquesinfrastructureiswelldevelopedinsomesectors,includingitseastwesttransportinfrastructure,powergrid,andwaterandsanitationnetworks.Butthenationstillfacescriticalchallengesintheseandotherareas,includingdevelopingnorthsouthtransportconnections,properlymanagingthewatersystem,andexpandinghydroelectricgenerationtomeetpotential.Mozambiquespentabout15-20 billion. Mozambique's infrastructure is well developed in some sectors, including its east-west transport infrastructure, power grid, and water and sanitation networks. But the nation still faces critical challenges in these and other areas, including developing north-south transport connections, properly managing the water system, and expanding hydroelectric generation to meet potential. Mozambique spent about 664 million per year on infrastructure during the late 2000s, with as much as 204millionlostannuallytoinefficiencies.Comparingspendingneedswithexistingspendingandpotentialefficiencygainsleavesanannualfundinggapof204 million lost annually to inefficiencies. Comparing spending needs with existing spending and potential efficiency gains leaves an annual funding gap of 822 million per year. Mozambique could reduce inefficiency losses by positioning itself as a key power exporter.     Enhanced Accessibility for People with Disabilities Living in Urban Areas

    [Excerpt] People with disabilities constitute a significant proportion of the poor in developing countries. If internationally agreed targets on reducing poverty are to be reached, it is critical that specific measures be taken to reduce the societal discrimination and isolation that people with disabilities continue to face. Transport is an important enabler of strategies to fight poverty through enhancing access to education, employment, and social services. This project aims to further the understanding of the mobility and access issues experienced by people with disabilities in developing countries, and to identify specific steps that can be taken to start addressing problems. A major objective of the project is to compile a compendium of guidelines that can be used by government authorities, advocacy groups, and donor/loan agencies to improve the access of people with disabilities to transport and other services in urban areas

    Drones for parcel and passenger transportation: A literature review

    Delivery drones and ‘air taxis’ are currently among the most intensely discussed emerging technologies, likely to expand mobility into the ‘third dimension’ of low-level airspace. This paper presents a systematic literature review of 111 interdisciplinary publications (2013 - 03/2019). The review systematizes the current socio-technical debate on civil drones for transportation purposes allowing for a (critical) interim assessment. To guide the review process four dimensions of analysis were defined. A total of 2581 relevant quotations were subdivided into anticipated barriers (426), potential problems (1037), proposed solutions (737) and expected benefits (381). We found that the debate is characterized by predominantly technical and regulatory problems and barriers which are considered to prevent or impede the use of drones for parcel and passengers transportation. At the same time, definite economic expectations are juxtaposed with quite complex and differentiated concerns regarding societal and environmental impacts. Scrutinizing the most prevalent transportation-related promises of traffic reduction, travel time saving and environmental relief we found that there is a strong need to provide scientific evidence for the promises linked to the use of drones for transportation.     Reducing air pollution from urban passenger transport : a framework for policy analysis

    This paper develops a simple framework to analyze various pollution control strategies that have been used or are proposed in the urban passenger transport sector. The context is the declining quality of air in urban areas, which is among the serious problems associated with the rapid motorization of societies the world over. The paper examines the point of impact of different policy levers and provides a categorization of different instruments that should assist policy makers when choosing between them. A distinguishing feature of this framework is its explicit recognition of behavioral incentives, in particular, the fact that offsetting changes in consumer behavior can often undermine the original intent of particular policies. The paper is organized as follows. Section II presents the basic framework we have used to examine transport emissions. Section III reviews pollutant characteristics and their impact. The resulting policy choices are discussed in more detail in section IV.     Crossing geographical, legal and moral boundaries: the Belgian cigarette black market

    Objectives: To describe and analyse the cigarette smuggling trade in Belgium and its role in the international cigarette black market. Design: Analysis of Belgian customs and prosecution files concerning the cigarette smuggling trade in the period 2000 to 2006 and interviews with law enforcement authorities and private tobacco industry. Results: Analyses were made of the geographical aspects, the modus operandi and the participants of the cigarette smuggling trade in Belgium. Belgium is mainly a transit country. The cigarettes are transported via the fine-meshed Belgian highway network to the UK, which is often the destination country of the cigarettes. China is the most popular country of origin, especially for counterfeited cigarettes. In order to transport the cigarettes often use was made of legal transport companies and warehouses were frequently used to store the cigarettes. Many of the persons involved in the Belgian cigarette smuggling trade are strongly connected to legitimate business activities. Conclusions: Belgium is an important transit country for cigarette smuggling to the UK. This study pictures the illicit tobacco trade as a complex, ambiguous phenomenon involving several legal and illegal participants whereby the transit of cigarettes across the licit/illicit divide is paralleled by the moral careers of those who smuggle them, not to mention those who consume them. From the legal world to the illegal and back again, this trade and its practitioners and customers blur the line between criminality and non- criminality. Dealing with this phenomenon therefore requires more than a strategy focusing on these lawbreakers alone

    Big Data has significant impact in developing functional smart cities and supporting modern societies. In this paper, we investigate the importance of Big Data in modern life and economy, and discuss challenges arising from Big Data utilization. Different computational intelligence techniques have been considered as tools for Big Data analytics. We also explore the powerful combination of Big Data and Computational Intelligence (CI) and identify a number of areas, where novel applications in real world smart city problems can be developed by utilizing these powerful tools and techniques. We present a case study for intelligent transportation in the context of a smart city, and a novel data modelling methodology based on a biologically inspired universal generative modelling approach called Hierarchical Spatial-Temporal State Machine (HSTSM).
