    Saving Multilateralism: Renovating the House of Global Economic Governance for the 21st Century

    Last December, the eyes of all those with a stake in international affairs turned to Europe. First they looked to Geneva, for signs that the long-running Doha Round of multilateral trade negotiations at the World Trade Organization (WTO) would get back on track after years of stalemate. Then observers turned to Copenhagen, hoping to see a binding and comprehensive agreement reflecting a commitment on the part of the world’s governments to address the pressing global challenge of climate change. They were to be sorely disappointed. Inscribed on the faces of those struggling to reach agreements was a deep frustration with multilateral processes that were proving incapable of delivery. Instead of agreement, the images playing out on television screens and in newspapers around the world were of fractiousness and division, due in part to the large number of participants and contentiousness of the issues faced; of anger, on the part of all those who felt marginalized by the process; and of concern, from those looking for signs that the world still has the capacity to reach accords when it really matters. The failure of these meetings to produce formal agreements—or even specific paths to reaching agreements in the future—despite the high stakes and the political capital that had been invested in advance left many questioning the ability of the world’s leaders to meet global challenges, shedding a spotlight on the institutions and fora that were established for the purpose of achieving multilateral solutions to the most pressing collective problems of the 21st century. Why did these meetings fail? Many had assumed that the most significant economic crisis since the Great Depression and the overwhelming scientific and circumstantial evidence of damaging changes to our climate would compel world leaders to set aside their differences and reach meaningful agreements. But it did not happen. It is not that the problems are not big enough or urgent enough. The failure to reach agreements can best be seen as part of a long-term trend toward increased complexity in the world that makes it nearly impossible to reach traditional multilateral binding accords, combined with a waning of faith on the part of many countries in multilateralism and multilateral institutions

    Between March 2006 and March 2007, a group of community organizers at People United for Sustainable Housing (PUSH) used green building methods to create affordable, safe, and sustainable housing by rehabilitating a formerly abandoned four unit building on Buffalo’s West Side. Organizations and agencies involved in affordable housing can learn from PUSH’s example and should replicate or support similar projects because greener and more affordable housing will benefit the community, the residents, the environment, as well as Buffalo as a whole

    Urban Regeneration in a ‘City of Culture’ the Case of Pécs, Hungary

    The development of Pécs is essentially due to its historically central location and to the fact that the regional institutions and the revenues generated by them have enriched the city. This functional wealth elevated the city to a position above the surrounding settlements. In its development, culture has always played a significant role. From the second half of the 19th century, it was industrial development which contributed most to its growth, a trend which was reversed at the end of the 20th century. The crisis arrived with the transition in the 1980s and has so far not been resolved. The city once more based its growth concept on human capital and on the cultural tradition when formulating new development strategy, and, as a result, it won the title of European Capital of Culture 2010. However, market processes and EU development funds necessarily generate trends which are rather more global, and in the post-socialist cities there are insufficient funds for endogenous development based on local factors to be realised

    Should historic sites protection be targeted at the most famous? Evidence from a contingent valuation in Scotland

    We used a contingent valuation survey of a random sample of the general public living in Scotland to estimate how willingness to pay (WTP) for the conservation of historic sites (such as castles and stone circles) varies with how well-known these sites are and whether people have visited them. Each respondent was asked to state a maximum WTP in terms of higher income taxes for the conservation of two sites, one of which was “famous” and one of which was less well-known. The hypothetical scenario involved payment to avoid future damage to each site. When observable differences in respondent characteristics are controlled for, we found no significant differences in mean WTP across sites. However, a significant effect was found for respondent familiarity with each site (in terms of recognising it on a photograph), with sites which respondents were more familiar with attracting higher WTP values. Distance effects on WTP were mixed: significant effects of distance of the site from respondents’ homes were only found for the less well-known sites, but not for famous sites. The main conclusions of the study were that (i) the Scottish general public are willing to pay for the conservation of historic sites and that (ii) such values exist as much for less well-known sites as for famous sites. This implies that public funds should not be allocated solely to conservation of the best-known sites
