Jiwar: from a right of neighbourliness to a right of neighbourhood for refugees
In this paper I make the case that a closer examination of the tradition of jiwÄr or neighbourliness can help unsettle the binary of citizen and migrant that forecloses the possibility of accessing rights for the latter. Here, insights from human geography and social anthropology pertaining to understandings and practices of conviviality are mobilised to ask what contemporary readings of jiwÄr can tell us given that the nation-state dominates modalities and practices of locality production. Mobilising interview and ethnographic research material produced in partnership with Palestinian, Syrian, Sudanese, and Iraqi forced migrants over the past 8 years across multiple sites, this paper draws attention to the significance of creating and maintaining neighbourly relations and spaces as an ethical position contrasted against exclusionary nation-state and sectarian discourses and practices. Here, I draw on the Turkish state response to on-going Syrian displacement and the Syrian stateâs response to the earlier displacement of Iraqis (2005-11) to illustrate how the sedentarist logic of the nation-state impedes practices of conviviality that emerge from the lived realities of encounter between those already resident and those who newly arrive

Double elevation: Autonomous weapons and the search for an irreducible law of war
What should be the role of law in response to the spread of artificial intelligence in war? Fuelled by both public and private investment, military technology is accelerating towards increasingly autonomous weapons, as well as the merging of humans and machines. Contrary to much of the contemporary debate, this is not a paradigm change; it is the intensification of a central feature in the relationship between technology and war: Double elevation, above one's enemy and above oneself. Elevation above one's enemy aspires to spatial, moral, and civilizational distance. Elevation above oneself reflects a belief in rational improvement that sees humanity as the cause of inhumanity and de-humanization as our best chance for humanization. The distance of double elevation is served by the mechanization of judgement. To the extent that judgement is seen as reducible to algorithm, law becomes the handmaiden of mechanization. In response, neither a focus on questions of compatibility nor a call for a 'ban on killer robots' help in articulating a meaningful role for law. Instead, I argue that we should turn to a long-standing philosophical critique of artificial intelligence, which highlights not the threat of omniscience, but that of impoverished intelligence. Therefore, if there is to be a meaningful role for law in resisting double elevation, it should be law encompassing subjectivity, emotion and imagination, law irreducible to algorithm, a law of war that appreciates situated judgement in the wielding of violence for the collective
Connecting the Concepts of Frugality and Inclusion to Appraise Business Practices in Systems of Food Provisioning:A Kenyan Case Study
Small and medium size business enterprises (SMEs) are the linchpin in systems of food provisioning in sub-Saharan Africa. These businesses occupy the middle of the agri-food chain and face a food security conundrum: they must ensure that smallholder producers of limited means can operate under fair terms while low-income consumers are supplied with affordable and nutritious food. This task becomes even more challenging when resources are scarce. This paper explores how resource-constrained SMEs arrange the terms on which both farmers and consumers are included in agri-food chains. To this end, it combines the concept of inclusion with that of frugality. We use the case of a Kenyan SME to demonstrate how a focus on frugality can advance our understanding of how business practices create thriving business relationships with smallholders while simultaneously ensuring access to affordable food for consumers. We additionally identify what conditions for inclusion emerge from this type of dynamic business practices. Our perspective departs from assessing induced organisational interventions, such as contract farming or cooperatives, which deliberately shorten the agri-food chain, thereby overlooking the skilful practices being employed by business actors in the middle of the chain.</p
An asset-based approach to social risk management : a conceptual framework
There is increasing concern about the vulnerability of poor and near-poor rural households, who have limited capabilities to manage risk and often resort to strategies that can lead to a vicious cycle of poverty. Household-related risk is ususally considered individual or private, but measures to manage risk are actually social or public in nature. Furthermore, various externality issues are associated with household-related risk, such as its links to economic development, poverty reduction, social cohesion, and environmental quality. Hence the need for a holistic approach to risk management, or"social risk management,"which encompasses a broad spectrum of private and public actions. An asset-based approach to social risk management is presented, which provides an integrated approach to considering household, community, and extra-community assets and risk-management strategies. The conceptual framework for social risk management focuses on rural Sub-Saharan Africa. Food safety requirements in African green bean exports and their impact on small farmers:
"Many African countries have moved into the production of non-traditional agricultural products, in an effort to diversify their exports and increase foreign currency earnings. However, in order to access developed country markets and urban domestic markets, these products must meet food safety requirements, including protocols relating to pesticide residues, field and pack house operations, and traceability. Faced with stringent food safety requirements, companies that establish production centers in low-income countries might exclude poor farmers, thus negatively impacting the poor. We herein study this issue in the case of the green bean export sectors in three African countries: Ethiopia, Kenya and Zambia. In the short-term, stringent food safety standards have screened out smallholders in all these countries, excluding them from the green bean export chain. However, some institutional arrangements have helped support the smallholders who continue to function in the export-oriented green bean supply chains. In particular, public-private partnerships have played a key role in creating farm-to-fork linkages that can satisfy market demands for food safety while retaining smallholders in the supply chain. Sensorimotor Representation Learning for an âActive Selfâ in Robots: A Model Survey
Safe human-robot interactions require robots to be able to learn how to behave appropriately in spaces populated by people and thus to cope with the challenges posed by our dynamic and unstructured environment, rather than being provided a rigid set of rules for operations. In humans, these capabilities are thought to be related to our ability to perceive our body in space, sensing the location of our limbs during movement, being aware of other objects and agents, and controlling our body parts to interact with them intentionally. Toward the next generation of robots with bio-inspired capacities, in this paper, we first review the developmental processes of underlying mechanisms of these abilities: The sensory representations of body schema, peripersonal space, and the active self in humans. Second, we provide a survey of robotics models of these sensory representations and robotics models of the self; and we compare these models with the human counterparts. Finally, we analyze what is missing from these robotics models and propose a theoretical computational framework, which aims to allow the emergence of the sense of self in artificial agents by developing sensory representations through self-exploration.Deutsche Forschungsgemeinschaft
