Subversion am Rande.: Fluchthilfe und Menschenschmuggel im Mitteleuropa des 20. Jahrhunderts und die Bedeutung der grenzregionalen Bevölkerung
This article compares three historical periods of crossing German borders and the corresponding types of migration: illegal migration from Poland to Germany between 1890 and 1933, escape aid from Germany and the occupied territories during National Socialism, and human smuggling and migration aid to Germany between 1989 and 2004. Through these comparisons, continuities of migration and policy patterns can be discovered. Borders and cross-border migration are both symbolic and practically relevant for the production of social homogeneity. The possibility of successfully crossing the border depends to a high degree on the attitudes of the local population towards migrants. During German history these attitudes have been shifting from indifference to hostility, which results in hardening the borders
Unequal partners : security and identity at the Polish-German border
The sovereignty of the European nation states in the realm of security politics is gradually eroding. At the same time the European integration to a large degree influences the level of direct bilateral police cooperation, since cross-border crime has come to be perceived not as only a national, but as a common problem for the European nation states. At the German-Polish border, "Europe's Rio Grande", these high expectations concerning security policy are put into practice. With Poland's EU accession, Polish and German border guards are no longer spatially separated, but jointly control travellers. Joint patrols and contact points have already existed since 1998. On the one hand, the enforced meeting of German and Polish border policemen may help dismantle mutual prejudices. On the other hand, other cleavages may appear, based on cultural, systemic and institutional factors, which hinder the development of mutual trust and reinforce the asymmetrical relationship between the Schengen member Germany and the "junior partner" Poland
Agricultural policy (AP2011) Reform and the WTO: Potential Impacts on Swiss Agriculture
This article analyses the impact of the planned Swiss package of agricultural policy measures AP2011 and the tariff reductions scheduled as part of the WTO Doha Round, with special emphasis on effects in the dairy and meat sector. The simulations are carried out using an extended partial equilibrium model. This article discusses the anticipated impact of changing structural conditions on production, processing, consumption, prices and exports in the milk market. If account is taken of the Bilateral Agreements between Switzerland and the EU providing for liberalisation of the common cheese market, raw milk production increases by 10.5 %, whereas the milk price shows a significant drop to around 60 centimes per kilogram of milk. The abolition of subsidies will result in comparatively more milk being processed into high value-added products. All WTO scenarios have a negative impact on the dairy and meat market. National Socialism in Contested German Borderlands, 1922-1933
This dissertation examines how the special conditions of Weimar Germany's contested borderlands shaped the activities and evolution in them of the ascendant Nazi movement. For this comparative project, it draws on material from five regions â Upper Silesia, the Border Province Posen-West Prussia, Masuria, eastern Pomerania, and Schleswig â that between them encapsulate the diversity, in geographic location and in the fluidity of ethnic and national dividing lines, of the country's borderlands. It opens with a discussion of how reportedly formative experiences of the borders' vulnerability before, during, and just after the First World War influenced later Nazi activists' political trajectories. The second chapter shows how Nazis colonized the commemoration of post-war military and plebiscitary border struggles so as to associate their movement with those events' prestige. Chapter three analyzes other borderland-specific forms of propaganda. The fourth chapter looks more closely at the contradictory claims Nazi borderland propaganda made about the association between race and nation. On the one hand, the movement viewed this relationship as coextensive and fixed, from which it followed that the borderlands were theatres of conflict between well-defined and all-encompassing peoples. On the other, Nazi activists in the borderlands relaxed a hard-and-fast racial determinism that they understood to be impracticable for their political, irredentist work. The fifth chapter focuses on political violence of an ethno-nationalist nature, committed to quell the possibility of further foreign claims on German land. The sixth chapter explores Nazis' conflict and cooperation about border matters with the government and the wider far right. The final chapter surveys the reception of Nazismâs borderland activism by non-Germans and by ethnic Germans across the border. The rising Nazi movement, it overall emerges, engaged actively with concerns and resentments common in regions where Germany's post-war territorial losses constituted an acute, immediate reality.AHRC, Cambridge Trus
Die Ambivalenz der neuen EU-AuĂengrenze : Konsequenzen fĂŒr die Ostseekooperation?
Although the concept of tensegrity structures was invented in the beginning of the twentieth century, the applications of these structures are limited, partially due to their low stiffness. The stiffness of tensegrities comes from topology, configuration, pre-stress and initial axial element stiffnesses. Â The first part of the present work is concerned with finding the magnitude of pre-stress. Its role in stiffness of tensegrity structures is to postpone the slackening of cables. A high pre-stress could result in instability of the structure due to buckling and yielding of compressive and tension elements, respectively. Tensegrity structures are subjected to various external loads such as self-weight, wind or snow loads which in turn could act in different directions and be of different magnitudes. Flexibility analysis is used to find the critical load combinations. The magnitude of pre-stress, in order to sustain large external loads, is obtained through flexibility figures, and flexibility ellipsoids are employed to ensure enough stiffness of the structure when disturbances are applied to a loaded structure. Â It has been seen that the most flexible direction is very much sensitive to the pre-stress magnitude and neither analytical methods nor flexibility ellipsoids are able to find the most flexible directions. The flexibility figures from a non-linear analysis are here utilized to find the weak directions. Â In the second part of the present work, a strategy is developed to compare tensegrity booms of triangular prism and Snelson types with a truss boom. It is found that tensegrity structures are less stiff than a truss boom when a transversal load is applied. An optimization approach is employed to find the placement of the actuators and their minimum length variations. The results show that the bending stiffness can be significantly improved, but still an active tensegrity boom is less stiff than a truss boom. EU Grenzpolitiken - zur Externalisierung von Migrationsmanagement und Grenzschutz der EU
Das vorliegende Policy Brief entstand auf Basis des oiip-Arbeitspapiers 101 mit dem Titel "EU Grenzpolitiken - der humanitĂ€re und geopolitische Preis von Externalisie-rungsstrategien im Grenzschutz". Die dort ausgefĂŒhrte, vertiefende Analyse wird hier in zentralen Punkten wiedergegeben und bildet die Grundlage der nachfolgenden Policy-Empfehlungen. Key Points: Die territoriale und akteursbezogene Auslagerung von Grenzschutz und Teilen der Asylagenden an Drittstaaten, die Externalisierung, ist in der EU zum zentralen Lösungsansatz fĂŒr die BewĂ€ltigung migrationspolitischer Herausforderungen geworden. Externalisierung von Grenzschutz erzeugt menschenrechtlich und humanitĂ€r höchst bedenkliche Effekte und sollte daher ĂŒberdacht werden. Die EU darf ĂŒber systematische Menschenrechtsverletzungen und humanitĂ€re Notlagen im Kontext ihrer Externalisierungsstrategie nicht hinwegsehen. Ohne eine verstĂ€rkte Zusammenarbeit und eine neue Form der SolidaritĂ€t in der Migrations- und Fluchtfrage wird es nicht möglich sein, zu nachhaltigen Lösungen zu kommen

Ab 1. Mai 2009 gehört die Milchkontingentierung fĂŒr die Schweizer Milchwirtschaft der Vergangenheit an. Der Umbau des Milchmarktes verlĂ€uft aber alles andere als harmonisch, alle rĂŒsten sich im Kampf um Marktanteile. Der Verband der Schweizer Milchproduzenten SMP versucht, Ordnung in diesen Prozess zu bringen und den Zusammenbruch des Milchpreises zu verhindern. There is a gap between the structure of trans-national illegal migration and its perception within predominant discourses. The true structure of illegal migration is mainly market-focused and, in spite of popular perceptions, regulated by various actors. However, discourse about migration operates with hysteric use of numbers, perceives migration in terms of criminality, stresses an exploitation of migrants by those helping in crossing the borders, and operates within racist ideologies. This is exemplified by the discursive identification of human smuggling and human trafficking, which de-legitimates and criminalizes escape aid. Migration is, therefore, determined by the paradigms: law, prejudice and market. The first two dominate the migration discourse, and the last structures migration patterns
Wacht an der Grenze
Die ersten Jahre nach Abschluss des Staatsvertrages hatten gezeigt, wie leicht es geschehen konnte, dass politische Krisen in Europa auf das österreichische Staatsgebiet ĂŒbergreifen. Um eine stete Sicherung der Grenzen Ăsterreichs zu gewĂ€hrleisten, war Anfang 1960 die Errichtung des Grenzschutzes im Rahmen des Bundesheeres eine folgerichtige Handlung der österreichischen Bundesregierung. Die Wehrbereitschaft und den Wehrwillen vor allem im Grenzgebiet zu fördern, war damals mehr als ein Schlagwort, es war eine Lebensfrage des jungen österreichischen Staates. Mit dem Modellfall MĂŒhlviertel nahm alles seinen Anfang, der Ausspruch âWien wird im MĂŒhlviertel verteidigtâ wurde geboren.
Die âStrategie des hohen Eintrittspreisesâ fĂŒr einen potentiellen Aggressor war fĂŒr einen Kleinstaat wie Ăsterreich im Prinzip richtig. Die Verteidigungskraft und die Verteidigungsbereitschaft mussten demonstrativ zur Schau gestellt werden. FĂŒr einen Angreifer, der Ăsterreich in erster Linie als Durchmarschland benutzen wollte, war weniger das AusmaĂ der fĂŒr die Aktion anzusetzenden KrĂ€fte sondern vielmehr der voraussichtliche Zeitaufwand maĂgeblich. Die Grenzschutzeinheiten in Verbindung mit Landesbefestigungen und Sicherungskompanien waren daher in den Zeiten des Kalten Krieges der richtige Weg, mittels des unberechenbaren Zeitfaktors einen âAbhalteeffektâ bei möglichen Aggressoren zu erzeugen. Damit waren auch schon alle militĂ€rischen Möglichkeiten Ăsterreichs ausgeschöpft.
MaĂgebend fĂŒr den Aufbau der österreichischen Grenzschutztruppe war der Ministerratsbeschluss vom 26. September 1961, in dem die OrganisationsgrundsĂ€tze, Auftrag und Umfang festgelegt wurden. Demnach war die Grenzschutztruppe ein Teil des Bundesheeres und wurde nach territorialem Prinzip aus Reservisten gebildet. Sie gliederte sich in Kompanien, mehrere Kompanien wurden unter einem Bataillonskommando zusammengefasst, die Bataillone im Rahmen der Territorialen Organisation den MilitĂ€rkommanden unterstellt. Je nach Bedrohungsszenario wurden als Aufgaben des Grenzschutzes die militĂ€rische Grenzbeobachtung und Ăberwachung, dann die Abwehr kleinerer bewaffneter Angriffe und im schlimmsten Fall der Schutz der Mobilmachung des Heeres und dessen VerstĂ€rkung definiert.
Das operative Konzept des Grenzschutzes hatte aber einige MĂ€ngel. Grundlegendes Problem waren fehlende Mittel personeller und materieller Natur. Es gelang nicht, die Mindestzahl von 120 Grenzschutzkompanien aufzustellen geschweige denn auszurĂŒsten, um einen lĂŒckenlosen Grenzschutz sicherzustellen. Der militĂ€rischen FĂŒhrung wurde dieses personelle Dilemma bereits 1963 bewusst, vor allem die UnterfĂŒhrerlage war bei weitem nicht ausreichend. Die Folge war ein langsames ZurĂŒckweichen der Grenzschutzkompanien von der Grenze selbst sowie ein forciertes Aufstellen der Sicherungskompanien im Landesinneren. Dieses Umdenken fĂŒhrte von einer traditionellen Verteidigungsvorstellung, dem âSchutz der Grenzeâ, zum fĂŒr einen neutralen Kleinstaat mit seinen spezifischen SicherheitsbedĂŒrfnissen glaubhafteren Konzept der Raumverteidigung. Das lineare, stationĂ€re Verteidigungskonzept des Grenzschutzes konnte nicht realisiert werden, ein Kleinstaat wie Ăsterreich musste seinen Raum als aktiven Faktor operativ-taktisch nĂŒtzen. Die Tiefe des Raumes wurde dadurch nicht mehr von Sicherungskompanien ânurâ gesichert, sondern von Anfang an verteidigt: Die neue PrĂ€misse war, im Raum um den Raum zu kĂ€mpfen. Die Landwehr war geboren, das Projekt âGrenzschutzâ wurde eingestellt.
Die Grenzschutztruppe hatte nicht nur im Rahmen der militĂ€rischen Landesverteidigung Bedeutung erlangt, sondern auch in staatspolitischer und wehrpolitischer Hinsicht positive Auswirkungen gebracht. Letztendlich jedoch war dieses theoretisch gute Konzept, das mit viel Euphorie, jedoch zu wenig durchdacht, angegangen wurde, aufgrund des groĂen Misstrauens in der politischen und militĂ€rischen FĂŒhrung zum Scheitern verurteilt
RuĂlands weiche Grenzen. (I): Die AuĂengrenze
Nach dem Zerfall der Sowjetunion entstanden neue Staatsgrenzen in Osteuropa und in Eurasien. Am stĂ€rksten war dabei RuĂland mit einer Gesamtgrenzlinie von 60.932 km, davon 14.5 Landgrenzen, 38.800 km KĂŒstengrenzen, 7.000 km FluĂgrenzen und 475 km Seengrenzen, von der Notwendigkeit einer neuen Grenzpolitik betroffen. Ein bedeutender Teil dieser Grenzen (13.500 km) sind nicht ausreichend gesichert, einige Grenzabschnitte nicht einmal demarkiert. Allein die Befestigung der bislang 'weichen' Grenze zu Kasachstan wĂŒrde eine astronomische Summe verschlingen. 1996 gab es an der Staatsgrenze RuĂlands 400 GrenzĂŒbergangsstellen. Zigmillionen Menschen ĂŒberschreiten jĂ€hrlich die Grenze. Die Sowjetunion hatte 50-60 GrenzĂŒbergangsstellen mit zuletzt rd. 2 Mio. GrenzĂŒberschreitungen im Jahr. Neben diesen grundlegenden neuen UmstĂ€nden machen akute Probleme wie unkontrollierte Migration, Drogen- und Waffenschmuggel sowie illegale Exporte, ethnoterritoriale Konflikte im Grenzraum und die Wirtschaftsprobleme von Grenzregionen eine neue Konzeption von 'Grenzpolitik' notwendig.
