    WHY FUZZY ANALYTIC HIERARCHY PROCESS APPROACH FOR TRANSPORT PROBLEMS?

    The evaluation of transport projects has become increasingly complex. Different aspects have to be taken into account and the consequences of the problems are usually far reaching and the different policy alternatives are numerous and difficult to predict. Several pressure or action groups have also emerged causing an even more complex decision making process. The use of multi criteria analysis for the evaluation of transport projects has increased due to this increasing complexity of the problem situation. At the same time, the importance of stakeholders within this evaluation process should have been recognized. Researches on transport projects are generally carried out to provide information to policymakers that have to operate within restrictive parameters (political, economical, social, etc…). Researchers should therefore take greater account of the different priorities of stakeholders such as policymakers, private enterprises and households. These stakeholders should be incorporated explicitly in the evaluation process. The Analytic Hierarchy Process is one of the Fuzzy Multiple Criteria Decision Making methods. It can be applied in a very broad range of applications of decision problems. Logistics, urban planning, public politics, marketing, finance, education, economics are a part of this wide application area. In transport subjects it can be used for the evaluation of transport policy measures or decision making problems. Due to its wide range application area, it has been an exciting research subject for many different field researchers. The aim of this paper is to introduce AHP method and to offer how to benefit it for the preference of urban planners in transport problems. This paper is composed of two main parts. First part consists of the literature survey regarding with the AHP and its application areas. The advantage of methods had been mentioned. Second part focuses on a sample application of AHP technique. The study uses AHP technique to determine the selection criteria in the transhipment port selection decision-making process.     Applications of Fuzzy Analytic Hierarchy Process in Urban Mobility System

    Importance of urban mobility system is increasing from year to year. This is the reason why decision making process is increasingly complex requiring taking into account more and more different criteria. One of the important and commonly used techniques that support decision making processes is Analytic Hierarchy Process (AHP) while for the purpose of supporting a more realistic way of decision making, fuzzy logic is used. The paper examines the use of fuzzy analytical hierarchy process (FAHP) in the urban mobility system. With the use of systematic literature review (SLR) it categorises peer reviewed journals’ articles related to the applications of FAHP in urban mobility system and extracted from Scopus and Web of science database, and analyses them methodologically. Papers were classified based on basic attributes of research papers, features of urban mobility system (UMS) where the FAHP was used, and use characteristics of the fuzzy analytic hierarchy process (FAHP). The results of this study indicated that the use of FAHP in urban mobility system is increasing with the first published paper in 2009. Our review has found that FAHP is used for very different purposes such as evaluation of customer expectations or citing a selection problem. Most often it is used in combination with other methods. Interestingly, there is only one paper that uses FAHP for decision making in the whole urban mobility system

    Strategic Planning Based on Sustainability for Urban Transportation: An Application to Decision-Making

This topic includes not only administrators, but also city residents and the environment, with economic, environmental, and social factors. This paper presents a multicriteria decision-making process for prioritizing alternative public transportation projects in Krkkale, considering the urban type of a developing city. It outlines three planned projects for improvement: "electric municipality bus", "light rail system", and the "modernization of existing vehicles and network optimization". In this study, we use the analytic hierarchy process and fuzzy technique for order preference by similarity to ideal situation (TOPSIS) application to prioritize transportation projects using economic, social, transportation, and environmental sub-criteria. The aim of this study is to select the most suitable project, based on sustainability, for more urban livability in Krkkale city. In the strategic decision-making process, the weights of each sustainability criteria have been determined using analytic hierarchy process (AHP). The fuzzy TOPSIS method has been applied for ranking the proposed alternative projects for Krkkale. Finally, the analytic decision process results are compared, and the electric municipality bus is selected as the best project alternative. The results of this study can not only offer a solution for current needs related to urban planning, but also ensure as a more transparent decision-making process for developing sustainability in developing cities in the near future

    A Novel Project Risk Assessment Method Development via AHP-TOPSIS Hybrid Algorithm

    In project planning, risk assessment method plays vital role. Poorly assessed project risks cause degeneration at project cost, project completion time, and project output quality and project scope. Each project activity risk influence these project success factors. Implementation performance of a project activity triggers or smooth of its successor’s activity risks. Because of this; employing robust and detailed risk assessment methods is important to reach those project goals. In project risk assessment literature, when it is investigated, it is noticed that risk assessment and evaluation methods are only developed at whole project level. Actually, they are not comprehensive enough to evaluate the project risks at activity level. Besides that traditional risk assessment methods such as risk matrix does not able analyze project risk quantitatively. With this motivation, main aim of this study is developing a multi-criteria based decision method which prioritizing project risks at activity level. AHP and TOPSIS method are combined to developed novel method. In this hybrid method, Constructing AHP model is to prioritize work packages with respect to relative importance of project time, project output quality and project cost. Broken down structure of these work packages are used as input for weighted criteria for TOPSIS method. In second layer of this decision method, TOPSIS model is used for prioritizing predetermined activity risks according weighted project work packages success criteria. In the application of this method, a case study approach is followed. In this sense, “Global Furniture Ltd.” which is established in Istanbul, Turkey is chosen as a case to apply newly developed model. Results showed that application of AHP-Stochastic TOPSIS Hybrid Algorithm provides a platform that project risks could be analyzed as quantitative and also at project activity level

    An integrated MCDM approach to evaluate public transportation systems in Tehran

    Public transportation is one of the most important systems in transportation, especially in big and crowded cities. As a result, evaluation of public transportation systems is a strategic decision-making problem for both private and public sections. In this paper, the problem of public transportation passengers in Tehran is addressed and their satisfaction levels are assessed by using passenger satisfaction survey. An integrated MCDM approach is proposed for evaluation of public transportation systems based on Delphi method, group analytic hierarchy process (GAHP) and preference ranking organization method for enrichment of evaluations (PROMETHEE). The proposed model provides more reliable and realistic results and introduces directions for future improvements of public transportation service quality. A sensitivity analysis is applied to investigate the influence of criteria weights on the decision making problem. As a conclusion, the most important public transportation systems in Tehran orderly are: metro, taxi, BRT, bus and van. Therefore, Tehran Municipality and policy makers should encourage and support the previously mentioned systems

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Due to the increasing competition of globalization and fast technological improvements and world markets, demands of companies to have professional human resources are increasing too. It is an important problem of an organization to select the most appropriate personnel among the candidates. Quality control manager is important personnel in organizations and it’s so important to select the best candidate for this work. In this paper we proposed a personnel selection system based on Analytic Hierarchy Process (AHP) and Complex proportional assessment of alternatives with grey relations (COPRAS-G) method. At first seven criteria is identified including: knowledge of product and raw material properties, Experience and educational background, Administrative orientation, Behavioral flexibility, Risk evaluation ability, Payment and Team work and after that AHP applied for calculating weight of each criteria and finally using COPRAS- G method for selecting the best candidate for this job. This study can be used as a pattern for personnel selection and future researches.S obzirom na rastuću konkurentnost u globalizaciji te brzim tehnološkim napredovanjem na svjetskom tržištu, zahtjevi kompanija za profesionalnim kadrom se također povećavaju. Vrlo je važno za organizaciju biti u mogućnosti odabrati najbolji i najprimjereniji kadar među ponuđenim kandidatima. Manager kontrole kvalitete je važan kadar u bilo kojoj organizaciji tako da je iznimno važno za taj posao odabrati najbolje kandidate. U ovom radu predlažemo sustav odabira kadra zasnovan na analitičkom hijerarhijskom procesu (AHP) i kompleksnoj proporcionalnoj evaluaciji alternativa sa sivim odnosima (COPRAS-G). Isprva je identificirano sedam kriterija uključujući: znanje o proizvodu i svojstvima sirovine, iskustvo i obrazovanje, snalaženje s administracijom, fleksibilnost u ponašanju, sposobnost procjene rizika, plaćanja i timski rad te je zatim primijenjen AHP za izračunavanje težine svakog kriterija te je naposljetku korištena COPRAS-G metoda za odabir najboljih kandidata. Ova studija se može koristiti kao predložak za odabir kandidata i buduća istraživanja

    Application of Multicriteria Decision-Making Methods in Railway Engineering: A Case Study of Train Control Information Systems (TCIS)

    In order to improve its position in the transport market railway, as a complex system, it has to fulfill a number of objectives such as increased capacity and asset utilization, improved reliability and safety, higher customer service levels, better energy efficiency and fewer emissions, along with increased economic viability and profits. Some of these objectives call for the implementation of maximum values, while some of them require minimum values. Additionally, some can be expressed quantitatively, while some, for example, customer service, can be described qualitatively through a descriptive scale of points. The application of MCDM in railway engineering can play a significant role. Therefore, the major objective of this chapter is the review of the application of MCDM methods in railway engineering. As one of the means in achieving the objectives of railways and above all the utilization of capacity are Train Control Information Systems (TCIS). Based on that, the aim of this chapter is the evaluation of the efficiency of TCIS in the improvement of railway capacity utilization through defined technical-technological indicators. The non-radial Data Envelopment Analysis (DEA) model for the evaluation of TCIS efficiency in improvement of utilization of railway capacity using the selected indicators is proposed. The proposed non-radial DEA model for TCIS efficiency evaluation in using railway capacity could be applied to an overall network or for separate parts of railway lines
