    The integrated dynamic land use and transport model MARS

    Cities worldwide face problems like congestion or outward migration of businesses. The involved transport and land use interactions require innovative tools. The dynamic Land Use and Transport Interaction model MARS (Metropolitan Activity Relocation Simulator) is part of a structured decision making process. Cities are seen as self organizing systems. MARS uses Causal Loop Diagrams from Systems Dynamics to explain cause and effect relations. MARS has been benchmarked against other published models. A user friendly interface has been developed to support decision makers. Its usefulness was tested through workshops in Asia. This paper describes the basis, capabilities and uses of MARS

    Transit in Washington, D.C.: Current Benefits and Optimal Level of Provision

    The discrepancy between transit’s large share of local transportation resources and its generally low share of local trips has raised questions about the use of scarce transportation funds for this purpose. We use a regional transport model consistent with utility theory and calibrated for the Washington, D.C., metropolitan area to estimate the travel benefits of the local transit system to transit users and the congestion-reduction benefits to motorists. We find that (i) rail transit generates congestion-reduction benefits that exceed rail subsidies; (ii) the combined benefits of rail and bus transit easily exceed local transit subsidies generally; (iii) the lowest-income group receives a disproportionately low share of the transit benefits, both in absolute terms and as a share of total income; and (iv) for practical purposes, the scale of the current transit system is about optimal.transit, transit subsidies, external transit benefits

    Housing and Mobility Toolkit for San Mateo County

    Since the end of the Great Recession, San Mateo County has attracted new workers at a record rate without building anywhere near enough housing. This jobs-housing imbalance drives the cost of housing up and forces many moderate and lower-income employees and their families out of the County. A lack of access to quality affordable housing in the County and the entire Bay Area along with limited transportation options means that an increased number of employees drive in and out of the County every workday. The resultant congestion, gridlock, and long commutes along with other negative environmental, social, and economic impacts create a major concern for communities in the County and beyond. Clearly, this problem has two distinct but interrelated dimensions: housing development and transportation planning. A select group of Mineta Transportation Institute (MTI) Research Associates worked closely with representatives from the San Mateo County Home for All initiative to help address this challenge by developing a toolkit of successful case studies with a holistic approach to housing development and transportation planning

    A Framework for Integrating Transportation Into Smart Cities

    In recent years, economic, environmental, and political forces have quickly given rise to “Smart Cities” -- an array of strategies that can transform transportation in cities. Using a multi-method approach to research and develop a framework for smart cities, this study provides a framework that can be employed to: Understand what a smart city is and how to replicate smart city successes; The role of pilot projects, metrics, and evaluations to test, implement, and replicate strategies; and Understand the role of shared micromobility, big data, and other key issues impacting communities. This research provides recommendations for policy and professional practice as it relates to integrating transportation into smart cities

    Shared-Use Bus Priority Lanes On City Streets: Case Studies in Design and Management, MTI Report 11-10

    This report examines the policies and strategies governing the design and, especially, operations of bus lanes in major congested urban centers. It focuses on bus lanes that operate in mixed traffic conditions; the study does not examine practices concerning bus priority lanes on urban highways or freeways. Four key questions addressed in the paper are: How do the many public agencies within any city region that share authority over different aspects of the bus lanes coordinate their work in designing, operating, and enforcing the lanes? What is the physical design of the lanes? What is the scope of the priority use granted to buses? When is bus priority in effect, and what other users may share the lanes during these times? How are the lanes enforced? To answer these questions, the study developed detailed cases on the bus lane development and management strategies in seven cities that currently have shared-use bus priority lanes: Los Angeles, London, New York City, Paris, San Francisco, Seoul, and Sydney. Through the case studies, the paper examines the range of practices in use, thus providing planners and decision makers with an awareness of the wide variety of design and operational options available to them. In addition, the report highlights innovative practices that contribute to bus lanes’ success, where the research findings make this possible, such as mechanisms for integrating or jointly managing bus lane planning and operations across agencies

    A Microscopic Simulation Laboratory for Evaluation of Off-street Parking Systems

    The parking industry produces an enormous amount of data every day that, properly analyzed, will change the way the industry operates. The collected data form patterns that, in most cases, would allow parking operators and property owners to better understand how to maximize revenue and decrease operating expenses and support the decisions such as how to set specific parking policies (e.g. electrical charging only parking space) to achieve the sustainable and eco-friendly parking. However, there lacks an intelligent tool to assess the layout design and operational performance of parking lots to reduce the externalities and increase the revenue. To address this issue, this research presents a comprehensive agent-based framework for microscopic off-street parking system simulation. A rule-based parking simulation logic programming model is formulated. The proposed simulation model can effectively capture the behaviors of drivers and pedestrians as well as spatial and temporal interactions of traffic dynamics in the parking system. A methodology for data collection, processing, and extraction of user behaviors in the parking system is also developed. A Long-Short Term Memory (LSTM) neural network is used to predict the arrival and departure of the vehicles. The proposed simulator is implemented in Java and a Software as a Service (SaaS) graphic user interface is designed to analyze and visualize the simulation results. This study finds the active capacity of the parking system, which is defined as the largest number of actively moving vehicles in the parking system under the facility layout. In the system application of the real world testbed, the numerical tests show (a) the smart check-in device has marginal benefits in vehicle waiting time; (b) the flexible pricing policy may increase the average daily revenue if the elasticity of the price is not involved; (c) the number of electrical charging only spots has a negative impact on the performance of the parking facility; and (d) the rear-in only policy may increase the duration of parking maneuvers and reduce the efficiency during the arrival rush hour. Application of the developed simulation system using a real-world case demonstrates its capability of providing informative quantitative measures to support decisions in designing, maintaining, and operating smart parking facilities

    The Evolution of Shopping Center Research: A Review and Analysis

    Retail research has evolved over the past sixty years. Christaller\u27s early work on central place theory, with its simplistic combination of range and threshold has been advanced to include complex consumer shopping patterns and retailer behavior in agglomerated retail centers. Hotelling\u27s seminal research on competition in a spatial duopoly has been realized in the form of comparison shopping in regional shopping centers. The research that has followed Christaller and Hoteling has been as wide as it has been deep, including literature in geography, economics, finance, marketing, and real estate. In combination, the many extensions of central place theory and retail agglomeration economics have clearly enhanced the understanding of both retailer and consumer behavior. In addition to these two broad areas of shopping center research, two more narrowly focused areas of research have emerged. The most recent focus in the literature has been on the positive effects large anchor tenants have on smaller non-anchor tenant sales. These positive effects are referred to as retail demand externalities. Exploring the theoretical basis for the valuation of shopping centers has been another area of interest to researchers.
