    The Question of ‘Nature’: What has Social Constructionism to offer Feminist Theory?

    The question of ‘nature’ is of particular importance for feminist theorizing as feminists have long come to realise that it is often upon this ‘concept’ that the giveness of sexual differences and, consequently, the inferiority of ‘women’, is assumed1. It is against biological determinism that feminists have developed their most powerful theories and critiques of dominant categorisations of ‘women’ (see, for example, de Beauvoir, 19892 ; Rich, 1981). Particularly, both ‘second wave feminists’ generally, and eco-feminists specifically, tended to criticise dominant conceptualisations of women as ‘naturally’ inferior and assert the political importance of reclaiming ‘nature’, ‘the natural’ and ‘the feminine’ from the grip of exploitative scientific patriarchalism (in Kemp and Squires, 1997: 469). However, whereas the question of nature remains extremely important to today’s feminists, post-structuralist feminists have since re-evaluated the latter manoeuvre arguing that it is inadequate, not even desirable, insofar as, paradoxically, it ends up reinforcing exactly these constructed differences between ‘men’ and ‘women’, ‘culture’ and ‘nature’, which they refuse on the basis of their sexualising, racialising and universalising effects (see Butler, 1993; Alcoff in Tong and Tuana, 1995; Flax in Nicholson, 1990). Instead, they are more concerned with problematising ‘nature’ by asserting the social and cultural constructedness of the category ‘women’. According to post-structural feminists, it is only by acknowledging the constructedness of ‘nature’, consequently of ‘women’ (and ‘men’), that ‘spaces for more plural forms of self-identification’ can be created (in Kemp and Squires, 1997: 469)

    The Women in IT (WINIT) project was funded by the European Social Fund (ESF) from March 2004 until April 2006 under HE ESF Objective 3: Research into equal opportunities in the labour market. Specifically the project came under Policy Field 2, Measure 2: Gender discrimination in employment. The project was run in the Information Systems Institute of the University of Salford. One of the Research Associates has an information systems (IS) background, the other has a background in sociology. We begin this report with an overview of the current situation with regards women in the UK IT sector. Whilst gender is only recently being recognised as an issue within the mainstream IS academic community, thirty years of female under-representation in the ICT field in more general terms has received more attention from academics, industry and government agencies alike. Numerous research projects and centres (such as the UK Resource Centre for Women in Science, Engineering and Technology) exist to tackle the under-representation of women in SET careers, although the figures for women’s participation in the ICT sector remain disheartening, with current estimates standing at around 15% (EOC 2004). Various innovative initiatives, such as e-Skills’ Computer Clubs for Girls, appear to have had little impact on these low female participation rates. Additionally, these and other initiatives have been interpreted as a means to fill the skills gap and ‘make up the numbers’ to boost the UK economy (French and Richardson 2005), resulting in ‘add more women and stir’ solutions to the ‘problem’ of gender in relation to inclusion in IS and ICT (Henwood 1996). Given that there have been decades of equal opportunity and related policies as well as many government initiatives designed to address the gender imbalance in IT employment patterns, sex segregation in IT occupations and pay and progression disparity in the IT sector (including the latest initiative- a one million pound DTI funded gender and SET project), we could be forgiven for assuming that these initiatives have had a beneficial effect on the position and number of women in the IT workforce, and that even if we have not yet achieved gender equity, we can surely argue that there are positive moves in the right direction. Although we do not wish to make definitive claims about the success or failure of specific initiatives, our research, backed up by recent major surveys, paints a picture that remains far from rosy. Indeed a recent comparative survey of the IT workforce in Germany, Holland and the UK indicates that women are haemorrhaging out of the UK IT workforce (Platman and Taylor 2004). From a high point of 100,892 women in the UK IT workforce in 1999, Platman and Taylor (ibid., 8) report a drop to 53,759 by 2003. As the IT industry was moving into recession anyway, the number of men in the industry has also declined, but by nothing like as much, so the figures for women are stark. When it comes to number crunching who is employed in the UK IT sector and when trying to make historical comparisons, the first obstacle is defining the sector itself. Studies vary quite substantially in the number of IT workers quoted suggesting there is quite a bit of variation in what is taken to be an IT job. The IT industry has experienced considerable expansion over the past twenty years. In spring 2003 in Britain, it was estimated that almost 900,000 people worked in ICT firms, and there were over 1 million ICT workers, filling ICT roles in any sector (e-Skills UK, 2003). This growth has resulted in talk of a ‘skills shortage’ requiring the ‘maximization’ of the workforce to its full potential: ‘You don’t just need pale, male, stale guys in the boardroom but a diversity of views’ (Stone 2004). In spring 2003 the Equal Opportunities Commission estimated there to be 151,000 women working in ICT occupations compared with 834,000 men (clearly using a different, much wider job definition from that of Platman and Taylor (2004)) , whilst in the childcare sector, there were less than 10,000 men working in these occupations, compared with 297,000 women (EOC 2004). It is estimated that the overall proportion of women working in ICT occupations is 15% (EOC 2004). In the UK, Office of National Statistics (ONS) statistics indicate that women accounted for 30% of IT operations technicians, but a mere 15% of ICT Managers and only 11% of IT strategy and planning professionals (EOC 2004). Although women are making inroads into technical and senior professions there remains a ‘feminisation’ of lower level jobs, with a female majority in operator and clerical roles and a female minority in technical and managerial roles (APC 2004).

    See no evil? Ethics in an interventionist ICTD

    This paper considers some of the ethical questions that arise in conducting interventionist ICTD research, and examines the ethical advice and guidance that is readily available to researchers. Recent years have seen a growing interest from technology researchers in applying their skills to address the needs and aspirations of people in developing regions. In contrast to much previous research in Information and Communication Technologies for Development (ICTD) which has sought to study and understand processes surrounding technologies, technology researchers are interested in finding ways to change the forms of these technologies in order to promote desirable social aims. These more interventionist research encounters raise distinctive ethical challenges. This paper explores the discussions that have been presented in the major ICTD journals and conferences and major development studies journals as well as examining codes of conduct from related fields of research. Exploration of this literature shows that the quantity, quality and detail of advice that directly addresses the challenges of interventionist ICTD is actually very limited. This paper argues that the there is an urgent need for the ICTD research community to investigate and debate this subject

    Combining feminist pedagogy and transactional distance to create gender-sensitive technology-enhanced learning

    In this paper, we argue for a new synthesis of two pedagogic theories: feminist pedagogy and transactional distance, which explain why and how distance education has been such a positive system for women in a national distance learning university. We illustrate this with examples of positive action initiatives for women. The concept of transactional distance allows us to explore distance as a form of psychological and communication space, not simply of geographical distance. Feminist pedagogy, on the other hand, has recognised the importance of gender in structuring disciplines as well as teaching strategies. Both theories implicitly position the face-to-face classroom as the ideal learning environment, with the implication that distance learning has to produce a deficient environment. We argue that the evidence for women does not support this and present examples of feminist distance learning provision that has offered successful technology-enhanced learning and educational opportunities

    Fashioning identities : a thesis presented in partial fulfilment of the requirements for the degree of Master of Arts in Sociology at Massey University

    This research addresses the way in which individual and collective identities are constructed through fashions in the contemporary western world. The reciprocal and interdependent relationship of processually emergent identities, and fashion as a system of cultural representation, is initially established. The argument maintains that certain theoretical explanations of fashion have marginalised this component of the fashion process, and the aim of the thesis is to place the often contradictory junctures of fashions and identities in positions of central importance in the consideration of fashion dynamics. The argument critically reviews different feminist explanations of fashion, and the implications these have for feminist debates around gender and gender identity. The thesis further examines the sociological debates around modernism and postmodernism, and evaluates the contributions of this debate for both the study of fashion, and feminist understandings of identities. The research concludes that contemporary theoretical shifts in the investigation of fashions and identities are the fruition of a 'long revolution' in sociological theory and practice, which indicate important developments for the future resolution of critical problems in the theory of style and politics

    Woman-Centered Design through Humanity, Activism, and Inclusion

    Women account for over half of the global population, however, continue to be subject to systematic and systemic disadvantage, particularly in terms of access to health and education. At every intersection, where systemic inequality accounts for greater loss of life or limitations on full and healthy living, women are more greatly impacted by those inequalities. The design of technologies is no different, the very definition of technology is historically cast in terms of male activities, and advancements in the field are critical to improve women's quality of life. This article views HCI, a relatively new field, as well positioned to act critically in the ways that technology serve, refigure, and redefine women's bodies. Indeed, the female body remains a contested topic, a restriction to the development of women's health. On one hand, the field of women's health has attended to the medicalization of the body and therefore is to be understood through medical language and knowledge. On the other hand, the framing of issues associated with women's health and people's experiences of and within such system(s) remain problematic for many. This is visible today in, e.g., socio-cultural practices in disparate geographies or medical devices within a clinic or the home. Moreover, the biological body is part of a great unmentionable, i.e., the perils of essentialism. We contend that it is necessary, pragmatically and ethically, for HCI to turn its attention toward a woman-centered design approach. While previous research has argued for the dangers of gender-demarcated design work, we advance that designing for and with women should not be regarded as ghettoizing, but instead as critical to improving women's experiences in bodily transactions, choices, rights, and access to and in health and care. In this article, we consider how and why designing with and for woman matters.     Beyond a digital écriture féminine: cyberfeminism and experimental computer animation

    In the 1990s, Sadie Plant declared in Zeros and Ones (1998) that the future would be female since women were ideally suited to working with information technology. However, the numbers of women working in digital technology today remain disproportionately low compared to the population overall. Whatever happened to cyberfeminism? From the pioneers of the 1970s, the cyberfeminists of the 1990s and today’s intersectional post-cyberfeminists, radical artists have argued for the use of digital technology to critique, subvert, innovate and deliver social change. This chapter aims to re-evaulate the experimental practice of cyberfeminist artists and its relevance for contemporary practitioners. What does it mean for women to experiment in computer animation? Can digital techniques be used as a new form of language to represent the voices of those who are not normally heard in the mainstream? The chapter draws upon first-hand interviews, archival and historical literature review. Lillian F. Schwartz, Rebecca Allen and Vibeke Sorenson are presented as artist pioneers of computer animation in the 1970s and 1980s who advanced feminist ideas in male-dominated environments. Cyberfeminist discourses of the 1990s from Sadie Plant, VNX Matrix, Linda Dement and others then blended radical, post-structuralist French feminism with utopian ideas about the revolutionary potential of ‘new media’ for the creation of new, virtual worlds and the transformation of gender relationships. These ideas were subsequently accused of techno-naivity, essentialism and exclusivity. In the 21st century, post-cyberfeminist discourses are now re-emerging through xenofeminism, Afrofuturism and glitch feminism. The chapter concludes that inequality can be seen as hard wired into the very code of the technologies we take for granted due to the language used and assumptions programmed into them by the people who created them, and therefore, it is vitally important to ensure that a diverse range of people are inspired to work with technology
