    TVWS policies to enable efficient spectrum sharing

    The transition from analogue to the Digital Terrestrial Television (DTV) in Europe is planned to be completed by the end of the year 2012. The DTV spectrum allocation is such that there are a number of TV channels which cannot be used for additional high power broadcast transmitters due to mutual interference and hence are left unused within a given geographical location, i.e. the TV channels are geographically interleaved. The use of geographically interleaved spectrum provides for the so-called TV white spaces (TVWS) an opportunity for deploying new wireless services. The main objective of this paper is to present the spectrum policies that are suitable for TVWS at European level, identified within the COGEU project. The COGEU project aims the efficient exploitation of the geographical interleaved spectrum (TVWS). COGEU is an ICT collaborative project supported by the European Commission within the 7th Framework Programme. Nine partners from seven EU countries representing academia, research institutes and industry are involved in the project. The COGEU project is a composite of technical, business, and regulatory/policy domains, with the objective of taking advantage of the TV digital switchover by developing cognitive radio systems that leverage the favorable propagation characteristics of the UHF broadcast spectrum through the introduction and promotion of real-time secondary spectrum trading and the creation of new spectrum commons regimes. COGEU will also define new methodologies for compliance testing and certification of TVWS equipment to ensure non-interference coexistence with the DVB-T European standard.     Wireless Alliance for Testing Experiment and Research (WALTER) Experts Workshop

    The purpose of the publication is to describe the WALTER experts workshop and related results and findings. The workshop was conducted in Ispra, Varese, Italy from the 2nd to the 3rd of July 2008 at the European Commission JRC facilities. The workshop was organized as part of the FP7 WALTER project, which has the objective of define a networked test bed laboratory to evaluate UltraWideBand (UWB) technology and equipment. The purpose of WALTER workshop was to present and discuss the current regulatory, standardization and research status of UltraWideBand (UWB) technology with special focus on the definition of requirements, methodologies and tools for UWB measurements and testing. The WALTER workshop had the following main objectives: - Identify the main regulatory and standardization challenges for the adoption of UWB in Europe and the world. Support the identification and resolution of conflicting requirements. - Identify the main challenges in the UWB testing and measurements. Describe how the current industrial and research activity could support the resolution of these challenges. - Discuss the future developments like UWB at 60 GHz and innovative interference and mitigation techniques including Detect And Avoid (DAA).     The services provided by public safety organizations bring value to society by creating a stable and secure environment. These services include protection to people environment and properties and they address a large number of threats both natural and man-made, acts of terrorism, technological, radiological or environmental accidents. Information and Communication Technologies (ICT) have always played an important role in the public safety domain. The capability of exchanging information (e.g., voice or data) is essential to improve the coordination of public safety officers during an emergency crisis. Wireless communications are particularly important in field operations to support the mobility of first responders. Operational and business requirements in the public safety domain are significantly different from the commercial domain. Innovative ICT concepts and technologies may not be directly applicable to the public safety domain or they need to be customized to fit specific requirements (e.g., security). This paper will identify the most significant challenges in the Public Safey domain, the main technical enablers and the opportunities provided by new ICT technologies. In particular, this paper focuses on the lack of interoperability and broadband connectivity for public safety organizations.     Dairy supply chain is one of food supply chain that has its own uncertainty both in upstream and downstream process due to the durability of product. Dairy market has good demand trend, because the supply is still below the consumption level. Indonesia use imported dairy product rather than use the domestic ones, because the supply of domestic dairy still below the demand. So, there are opportunities for dairy company to compete in this industry and reach competitive advantage by solving the upstream problems. Selecting supplier is one of upstream supply chain area which affected the quality of dairy product and mitigate supply chain risk management from the beginning. This research aim to develop a framework for supplier selection and improve a supplier performance evaluation form. According to AHP method this research will be determine main criteria by interview, pair wise comparison on developing the AHP, determine sub criteria based on main criteria, and rank the supplier. After selecting the supplier, this research conduct interview for determining main and sub criteria, developing the AHP method with pair wise comparison and forming supplier performance evaluation. The result is forming a framework of supplier selection and forming supplier performance evaluation form based on company requirements. Also, the main criteria for supplier selection are quality, quantity, delivery, warranty, and pricing with sub main criteria which already deployed. For supplier performance evaluation, there are four main criteria which are quality, quantity, delivery and warranty. Maltodextrin A will be choose rather than Maltodextrin B. The sensivity analysis also shown that all of criteria were robust
