The potential of a GIS-based scoping system: An Israeli proposal and case study
In the environmental impact assessment (EIA) lifecycle, scoping is regarded as the most important stage for the quality of the entire process. Even though many EIA methods exist, only a few of them are specifically suited for scoping. Despite the well-acknowledged potential of geographical information systems (CIS) for EIA and their seemingly widespread use, the applicability of GIS for scoping has not been analyzed sufficiently. This article advances a GIS-based scoping method and discusses the conditions necessary for its utilization. Two specific issues are addressed: the ability of a GIS-based system to identify the pertinent environmental effects on the basis of readily available information under stringent time and budget constraints, and the institutional infrastructure needed for such a system to operate effectively. These issues are analyzed in a case study conducted in Israel. In this case study, the proposed GIS-based scoping system identified all the main effects found independently in a comprehensive environmental impact statement (EIS), as well as issues not analyzed in the EIS. A centralized institutional scoping structure, whereby EIS guidelines are issued by a single entity, is found to be important for the operation of such a system, because it can enjoy the economies of scale and scope involved in setting up and operating a GIS system for scoping purposes
Knowing Your Population: Privacy-Sensitive Mining of Massive Data
Location and mobility patterns of individuals are important to environmental
planning, societal resilience, public health, and a host of commercial
applications. Mining telecommunication traffic and transactions data for such
purposes is controversial, in particular raising issues of privacy. However,
our hypothesis is that privacy-sensitive uses are possible and often beneficial
enough to warrant considerable research and development efforts. Our work
contends that peoples behavior can yield patterns of both significant
commercial, and research, value. For such purposes, methods and algorithms for
mining telecommunication data to extract commonly used routes and locations,
articulated through time-geographical constructs, are described in a case study
within the area of transportation planning and analysis. From the outset, these
were designed to balance the privacy of subscribers and the added value of
mobility patterns derived from their mobile communication traffic and
transactions data. Our work directly contrasts the current, commonly held
notion that value can only be added to services by directly monitoring the
behavior of individuals, such as in current attempts at location-based
services. We position our work within relevant legal frameworks for privacy and
data protection, and show that our methods comply with such requirements and
also follow best-practice
Horizontal collaboration between international and local non-governmental organisations : a cross-sectional study regarding the Syrian refugee crisis in Jordan : a thesis presented in partial fulfilment of the requirements for the degree of Master in Supply Chain Management at Massey University, Manawatu, New Zealand
Purpose-This thesis seeks to explore supply chain collaboration within a humanitarian context, and to appraise relationships between international non-governmental organisations and community-based organisations during disaster relief. It also aims to identify challenges facing such collaboration in the humanitarian supply chain, and to discover whether effective partnerships contain a set of identifiable facilitators, drivers and mechanisms which promote relationships between local and international NGOs.
Design/Methodology/Approach-Literature from both commercial and humanitarian sectors is discussed in the context of horizontal partnerships. A Jordanian cross- sectional study spanning a network of NGOs is explored via semi-structured interviews. Insights are synthesised into a conceptual model of how NGOs can form partnerships during a humanitarian response.
Findings-The research provides valuable insights into the challenges facing local and international NGOs when developing partnerships. Four types of challenge are identified: organisational, inter-organisational, external, and donor-related. The conceptual model highlights the essential elements required for effective partnerships. Research limitations/Future research-The research is built on a single cross-sectional study from one country during an extended humanitarian crisis. The majority of the empirical data is only from one actor’s perspective, thus further research into dyadic and network relationships is required. Further investigation is required into approaches to addressing the diverse cultural and decision-making perspectives of local and international NGOs.
Practical Implications-Recognising the challenges and major elements to horizontal partnerships between local and international NGOs will assist managers, both at strategic and operational levels, to find solutions and evolve strategies to build effective partnerships. Compromise and consideration for partner’s drivers and cultural views are essential for effective humanitarian relief.
Originality/Value- The research extends supply chain collaboration to a humanitarian context. Overcoming the challenges facing collaborative efforts and the complementary nature of the facilitators, drivers, and mechanisms provides a means to achieve effective partnerships. Despite the uniqueness of the humanitarian context, such as the secondary nature of cost and dynamic demand, the core principles of collaboration still hold. Making sense of assets: Community asset mapping and related approaches for cultivating capacities
This working paper critically reviews some main aspects from asset based approaches highlights key strengths and weaknesses for future research/development. Drawing on a large body of reports and relevant literature we draw on different theoretical traditions and critiques, as well as practices and processes embedded within a broad range of approaches including, widely acknowledged frameworks such Asset Based Community Development (ABCD), Appreciative Inquiry (AI), Sustainable Livelihood Approaches (SLA) and Community Capitals Framework (CCF). Although these are presented as distinct approaches, there is a sense of evolution through them and many of them overlap (in terms of both theories and methodologies). We also include emerging frameworks, including geographical, socio-spatial, visual and creative approaches, stemming from a number of projects within AHRC’s Connected Communities programme and additional collaborations
Strength in diversity: enhancing learning in vocationally-orientated, master's level courses
Postgraduate education in geography, especially at the Master’s level, is undergoing significant changes in the developed world. There is an expansion of vocationally-oriented degree programmes, increasing recruitment of international students, integration of work place skills, and the engagement of non-traditional postgraduate students as departments respond to policies for a more ‘inclusive’ higher education. This paper sets the context by outlining some programmatic changes in selected countries (Australia, the UK, and the USA). We briefly reflect on how postgraduate ‘bars’ or ‘levels’ are defined and explore in detail what ‘diversity’ or ‘heterogeneity’ means in these new postgraduate settings. The paper then explores some examples of practice drawn from our own experiences, whilst recognising that relevance will vary in other contexts. Finally we consider how diversity can be harnessed as a strength that has potential to enhance taught elements of contemporary postgraduate education in and beyond the discipline
Student engagement with self-instructional course materials : a thesis presented in partial fulfilment of the requirements for the degree of Master of Education in Distance and On-line Learning at Massey University, Extramural, New Zealand
This study is concerned with understanding how students engage with self-instructional
materials on campus and at a distance within the context of the hybrid course offered at ABC
College. This study examines the interrelationship of (a) time engaged with course materials,
(b) the perceived value of course materials, (c) student approaches to engagement and (d) the
integration of the course materials into the student learning experience in order to construct
an understanding of student engagement with course materials.
This study employed multiple case studies which formed a holistic collective case study. Data
on student engagement with the course materials was collected using a questionnaire
instrument. The resulting data was analysed using descriptive statistics to create a picture of
how students engaged with the course materials. Correlation statistics were used to identify
possible relationships between the items. Emerging themes were then explored in focus
groups. Subsequent analysis of the focus group data explored the causation and
interrelationships between themes resulting in an understanding of student engagement with
the course materials.
The findings from this study suggests that student engagement with self-instructional course
materials (readings, learning guide, multimedia, etc.) are the result of complex interactions
between a student's preferred approach to engagement, their locus of control and the method
of integration of the course materials. The majority of participants preferred to engage with
the course materials using a deep approach. Participants with an external locus of control
reflected the assumptions and approaches they perceived from the method of integration.
Participants with an internal locus of control engaged with the course materials using their
preferred approach unless they were convinced that another approach served their needs
better. The majority of participants exhibited an external locus of control. When a
presentation or supplemental method of integrating was used, participants were more likely
to engage with the course materials using a surface approach to engagement. They were also
more likely to spend less time engaging with the course materials and place a lower value on
the course materials. When a discussion or springboard method of integration was used
participants were more likely to engage the course materials using a deep approach to
engagement. They were also more likely to spend more time engaging with the course
materials and place a higher value on the course materials
Applying GIS in practitioner settings
This paper focuses on the involvement of CURS in a project aimed at developing an integrated GIS to facilitate inter-agency data sharing and analysis so as to enhance the planning and provision of family services in the Hunter. The paper focuses on the process of developing the \u27soft technologies of engagement\u27 necessary to facilitate the co-operative data-sharing between key government human services agencies that must underpin an integrated GIS. These soft technologies are required to address the ethical, procedural and technical challenges of data sharing and, more intangibly, to manage the organisation and institutional barriers to inter-agency data sharing. The paper outlines a template of ethical protocols and procedures for data-sharing as a first step in developing longer term inter-agency engagements. Crucially though, the paper argues that the process of engagement is central to the development of an informed and critical community of practitioners within government agencies. We see this longer term engagement as having the potential to address some of the broader epistemological and ontological critiques of GIS and spatial indicators
