    International Experiences of Water Transfers: Relevance to India

    Water transfer has and continues to be a complementary water management strategy for promoting socioeconomic development in water-scarce regions. Over 2,500 years ago, the Babylonians, the Roman Empire and the Chinese constructed extensive canal networks, famous aqueducts and the Grand Canal, respectively to support human settlement in water- scarce areas. The Anuradhapura Kingdom of Sri Lanka too, developed major water transfers as far back as 100 AD to support the irrigation civilization needed to feed a growing population (de Silva 2005). In the twentieth century, the phenomenal population growth, economic activities and human settlement in water-scarce regions, advances in science and technology, political will and availability of resources led to the development of many water transfer projects. The global inter-basin water transfer increased from 22 to 56, from 56 to 257 and from 257 to 364 km3 yr-1 during the periods 1900-1940, 1940-1980 and 1980-1986, respectively, and is estimated to increase to 760-1,240 km3 yr-1 by 2020 (Shiklomanov 1999). Most of these transfers took place in Canada, the former USSR, India and the United States of America

    Integrating sciences to sustain urban ecosystem services

    Effective water management within urban settings requires robust multidisciplinary understanding and an appreciation of the value added to urban spaces by providing multifunctional green-blue spaces. Multifunctional landscapes where ecosystem service provisions are ‘designed-in’ can help ‘transition’ cities to more sustainable environments which are more resilient to changing future conditions. With benefits ranging from the supply of water, habitat and energy to pollutant removal, amenity and opportunities for recreation, urban water bodies can provide a focal point for reconnecting humans and nature in otherwise densely built-up areas. Managing water within urban spaces is an essential infrastructure requirement but has historically been undertaken in isolation from other urban functions and spatial requirements. Increasingly, because of the limits of space and need to respond to new drivers (e.g. mitigation of diffuse pollution), more sustainable approaches to urban water management are being applied which can have multiple functions and benefits. This paper presents a review of ecosystem services associated with water, particularly those in urban environments, and uses the emerging language of ecosystem services to provide a framework for discussion. The range of supporting, provisioning, regulating and cultural ecosystem services associated with differing types of urban water bodies are identified. A matrix is then used to evaluate the results of a series of social, ecological and physical science studies co-located on a single stretch of a restored urban river. Findings identify the benefits of, but also barriers to, the implementation of a transdisciplinary research approach. For many, transdisciplinary research still appears to be on the edge of scientific respectability. In order to approach this challenge, it is imperative that we bring together discipline specific expertise to address fundamental and applied problems in a holistic way. The ecosystem services approach offers an exciting mechanism to support researchers in tackling research questions that require thinking beyond traditional scientific boundaries. The opportunity to fully exploit this approach to collaborative working should not be lost

    The costs of uncoordinated infrastructure management in multi-reservoir river basins

    Though there are surprisingly few estimates of the economic benefits of coordinated infrastructure development and operations in international river basins, there is a widespread belief that improved cooperation is beneficial for managing water scarcity and variability. Hydro-economic optimization models are commonly-used for identifying efficient allocation of water across time and space, but such models typically assume full coordination. In the real world, investment and operational decisions for specific projects are often made without full consideration of potential downstream impacts. This paper describes a tractable methodology for evaluating the economic benefits of infrastructure coordination. We demonstrate its application over a range of water availability scenarios in a catchment of the Mekong located in Lao PDR, the Nam Ngum River Basin. Results from this basin suggest that coordination improves system net benefits from irrigation and hydropower by approximately 3–12% (or US$12-53 million/yr) assuming moderate levels of flood control, and that the magnitude of coordination benefits generally increases with the level of water availability and with inflow variability. Similar analyses would be useful for developing a systematic understanding of the factors that increase the costs of non-cooperation in river basin systems worldwide, and would likely help to improve targeting of efforts to stimulate complicated negotiations over water resources

    Last year, governments, businesses, and donors channeled $12.3 billion (B) toward nature-based solutions to the global water crisis. Water users and public funders were paying land managers to repair and protect forests, wetlands, and other natural systems as a flexible, costeffective strategy to ensure clean and reliable water supplies, resilience to natural disasters, and sustainable livelihoods. These deals paid for watershed protection and restoration across more than 365 million (M) hectares (ha) worldwide in 2013, an area larger than India.The value of investment in watershed services1 (IWS) - referring to funding for watershed restoration or protection that delivers benefits to society like aquifer recharge or erosion control - has been growing at anaverage rate of 12% per year. The number of operational programs grew by two thirds between 2011 and 2013, expanding in both scale and sophistication as program developers introduced new tools to track returns on watershed investment, coordinated efforts across political boundaries, and delivered additional benefits like sustainable livelihoods and biodiversity protection

The Bank increased its lending for water during the period and has generally seen improvements in project performance; however, IWRM has made limited progress in client countries, environmental restoration has been underemphasized by the Bank, sanitation needs much greater attention, and support for institutional reform and capacity building has had limited success
