Generating Citizen Trust in e-Government using a Trust Verification AgentThis is an eGISE network paper. It is motivated by a concern about the extent to which trust issues inhibit a citizen’s take-up of online public sector services or engagement with public decision and policy making. A citizen’s decision to use online systems is influenced by their willingness to trust the environment and agency involved. This project addresses one aspect of individual “trust” decisions by providing support for citizens trying to evaluate the implications of the security infrastructure provided by the agency. Based on studies of the way both groups (citizens and agencies) express their concerns and concepts in the security area, the project will develop a software tool – a trust verification agent (TVA) - that can take an agency’s security statements (or security audit) and infer how effectively this meets the security concerns of a particular citizen. This will enable citizens to state their concerns and obtain an evaluation of the agency’s provision in appropriate “citizen friendly” language. The e-government implementation directions in Oman: A preliminay investigation

Electronic government has established itself as the primary enabler for transforming the way government services are offered to citizens. In the gulf countries, public sector transformation efforts are focused towards increasing accessibility, availability, competitive advances and enhancing services in civil administration. The Sultanate of Oman is one such example of the Gulf countries where large investments have been made since 2003 to implement electronic services in the public sector. Using a qualitative research approach, this research investigates the improvements that have been made to facilitate these electronic services in three public organisations, and their resulting impact within the organisations. The empirical results reveal that among others, top management support, integration and IT staff skills and capabilities are the most important factors that facilitate e-government initiatives in the Omani public sector

The role of intermediaries in facilitating e-government diffusion in Saudi Arabia

Recent studies of e-government activity have highlighted adoption and diffusion issues as important subjects for rating e-government success. However in developing countries inadequate resources and limited citizens’ capabilities regarding new e-government have resulted in low diffusion and adoption of e-government services. This paper examines the role of intermediaries, which can be played by a third party; in bridging the gap between e-government implementation and social reality, and looks at the roles a third party can add within the e-government services mechanism. This paper uses a case study approach in order to reflect e-government progress within the context of the Kingdom of Saudi Arabia (KSA) as one developing country. The result of this paper shows that intermediaries play an important role in the diffusion of e-services in relation to improving the availability, accessibility and enhancing privacy and security

Technology, governance, and a sustainability model for small and medium-sized towns in Europe

New and cutting-edge technologies causing deep changes in societies, playing the role of game modifiers, and having a significant impact on global markets in small and medium-sized towns in Europe (SMSTEs) are the focus of this research. In this context, an analysis was carried out to identify the main dimensions of a model for promoting innovation in SMSTEs. The literature review on the main dimensions boosting the innovation in SMSTEs and the methodological approach was the application of a survey directed to experts on this issue. The findings from the literature review reflect that technologies, governance, and sustainability dimensions are enablers of SMSTEs’ innovation, and based on the results of the survey, a model was implemented to boost innovation, being this the major add-on of this research.info:eu-repo/semantics/publishedVersio

What is driving the increasing presence of citizen participation initiatives?

Nowadays, there is an imperative for governments to be more responsive to community needs and public sector modernization programmes are introducing opportunities for citizen participation. This paper seeks to analyse the diffusion of these initiatives in local governments through the analysis of experiences in OECD and MERCOSUR countries. This paper argues that citizen participation represents the interest of governments in changing either public sector management or the perceived image of government. We also explore whether the administrative culture and other variables contribute to explaining the differences between initiatives.
