    Advanced communications policy and adoption in rural Western Australia

    Recent moves toward contestable universal service markets for rural areas raises issues of measuring the net cost of service provision. Measurement of net cost requires estimates of latent demand for advanced communications. This paper seeks for the first time to provide quantitative estimates of the magnitude of latent income pools available to carriers in rural WA. Estimates of latent expenditure on broadband services in rural WA are obtained using a combination of stated-preference and survey data. These expenditures increase with computer ownership, community isolation and information need. Further, the statistical model supports the commonly held belief that more distant populations have stronger information demands and are willing to pay for services. This finding suggests that carrier aversion to providing services to rural regions may not be justified on commercial grounds.Advanced communications; broadband service; internet rural access; universal service obligations

    Utilization of satellite imagery by in-flight aircraft

    Present and future utilization of satellite weather data by commercial aircraft while in flight was assessed. Weather information of interest to aviation that is available or will become available with future geostationary satellites includes the following: severe weather areas, jet stream location, weather observation at destination airport, fog areas, and vertical temperature profiles. Utilization of this information by in-flight aircraft is especially beneficial for flights over the oceans or over remote land areas where surface-based observations and communications are sparse and inadequate

    Global meteorological data facility for real-time field experiments support and guidance

    A Global Meteorological Data Facility (GMDF) has been constructed to provide economical real-time meteorological support to atmospheric field experiments. After collection and analysis of meteorological data sets at a central station, tailored meteorological products are transmitted to experiment field sites using conventional ground link or satellite communication techniques. The GMDF supported the Global Tropospheric Experiment Amazon Boundary Layer Experiment (GTE-ABLE II) based in Manaus, Brazil, during July and August 1985; an arctic airborne lidar survey mission for the Polar Stratospheric Clouds (PSC) experiment during January 1986; and the Genesis of Atlantic Lows Experiment (GALE) during January, February and March 1986. GMDF structure is similar to the UNIDATA concept, including meteorological data from the Zephyr Weather Transmission Service, a mode AAA GOES downlink, and dedicated processors for image manipulation, transmission and display. The GMDF improved field experiment operations in general, with the greatest benefits arising from the ability to communicate with field personnel in real time

    Indo-US FTA: Prospects for the Telecommunication Sector

    Since telecommunication is one of the main drivers of economic growth and globalization, WTO (World Trade Organization) negotiations and New Age FTAs (Free Trade Agreements) have focused on liberalizing trade in this sector. The present paper analyses the possibilities of liberalizing trade in telecommunication services if India and its largest trading partner-the US-enter into a bilateral agreement. The study found that India and the US have trade complementarities in telecommunication services and that it should be a priority sector in the FTA negotiations. The study identified certain areas such as R&D related to telecommunication and broadband infrastructure where collaboration between companies of both countries would be mutually beneficial. The study found that telecommunication services have been significantly liberalized in the US FTAs-much beyond the scope of the GATS and the Reference Paper on Basic Telecommunications. While the current policy regime in India is consistent with some of the requests made by the US in its bilateral negotiations, for meeting others, the policy regime needs to be examined and, if required, reformed. The present paper suggests certain reforms which would enhance the productivity, efficiency and global competitiveness of the sector and enable the country to benefit from the bilateral liberalization.Indo-US FTA, GATS, bilateral agreements, telecommunication, services

    Forensic Attacks Analysis and the Cyber Security of Safety-Critical Industrial Control Systems

    Industrial Control Systems (ICS) and SCADA (Supervisory Control And Data Acquisition) applications monitor and control a wide range of safety-related functions. These include energy generation where failures could have significant, irreversible consequences. They also include the control systems that are used in the manufacture of safety-related products. In this case bugs in an ICS/SCADA system could introduce flaws in the production of components that remain undetected before being incorporated into safety-related applications. Industrial Control Systems, typically, use devices and networks that are very different from conventional IP-based infrastructures. These differences prevent the re-use of existing cyber-security products in ICS/SCADA environments; the architectures, file formats and process structures are very different. This paper supports the forensic analysis of industrial control systems in safety-related applications. In particular, we describe how forensic attack analysis is used to identify weaknesses in devices so that we can both protect components but also determine the information that must be analyzed during the aftermath of a cyber-incident. Simulated attacks detect vulnerabilities; a risk-based approach can then be used to assess the likelihood and impact of any breach. These risk assessments are then used to justify both immediate and longer-term countermeasures

    The cost and technology characteristics are examined for providing special satellite services at UHF, 2.5 GHz, and 14/12 GHz. Considered are primarily health, educational, informational and emergency disaster type services. The total cost of each configuration including space segment, earth station, installation operation and maintenance was optimized to reduce the user's total annual cost and establish preferred equipment performance parameters. Technology expected to be available between now and 1985 is identified and comparisons made between selected alternatives. A key element of the study is a survey of earth station equipment updating past work in the field, providing new insight into technology, and evaluating production and test methods that can reduce costs in large production runs. Various satellite configurations were examined. The cost impact of rain attenuation at Ku-band was evaluated. The factors affecting the ultimate capacity achievable with the available orbital arc and available bandwidth were analyzed

    Near-real-time TOMS, telecommunications and meteorological support for the 1987 Airborne Antarctic Ozone Experiment

    The goal of the 1987 Airborne Antarctic Ozone Experiment was to improve the understanding of the mechanisms involved in the formation of the Antarctic ozone hole. Total ozone data taken by the Nimbus-7 Total Ozone Mapping Spectrometer (TOMS) played a central role in the successful outcome of the experiment. During the experiment, the near-real-time TOMS total ozone observations were supplied within hours of real time to the operations center in Punta Arenas, Chile. The final report summarizes the role which Research and Data Systems (RDS) Corporation played in the support of the experiment. The RDS provided telecommunications to support the science and operations efforts for the Airborne Antarctic Ozone Experiment, and supplied near real-time weather information to ensure flight and crew safety; designed and installed the telecommunications network to link NASA-GSFC, the United Kingdom Meteorological Office (UKMO), Palmer Station, the European Center for Medium-Range Weather Forecasts (ECMWF) to the operation at Punta Arenas; engineered and installed stations and other stand-alone systems to collect data from designated low-orbiting polar satellites and beacons; provided analyses of Nimbus-7 TOMS data and backup data products to Punta Arenas; and provided synoptic meteorological data analysis and reduction

    The application of telecommunications and telecomputing was investigated as a means of reducing NASA's consumption of natural resources and the proliferation of paper copies of correspondence. The feasibility, operational advantages, and limitations of decentralized (remote) neighborhood offices (NOC) linked through an electronic network are demonstrated. These offices are joined to a management information system for correspondence tracking, and to an administrative office center service based on the use of magnetic medium word processing typewriters which handle the daily typing load. In connection with an augmented teleconference network, a uniform means is provided for creating, storing, and retrieving administrative documents, records, and data, while simultaneously permitting users of the system to track their status. Information will be transferred without using paper - merely through digital electronic communication and display, as a step toward the establishment of an agency-wide electronic mail system
