    India - India's growing conflict between trade and transport : issues and options

    India was a rather marginal participant in world trade during the early years after independence. Since 1980, however, the structure and orientation of Indian export trades have undergone fundamental changes. Substantial progress has been made in diversifying the export base - manufactured goods have increased and the traditional bulk sector has shrunk. Key targets for the export of manufactured goods are the European, Japanese and North American markets. However, these markets are characterized by increasingly efficient trade logistics, including containerization and multimodal transport arrangements. To enable further trade growth, India is confronted with a need to tie into the highly organized international trade logistics networks, something the country is totally unprepared to cope with in terms of demanding logistical arrangements. There is a real danger that India's trade performance will deteriorate, if no corrective measures are taken. A highly fragmented service industry, outdated regulations, heavy Government control, a constrained private sector, and largely inadequate infrastructure have curtailed efforts to improve trade logistics, including containerization and multimodal transport arrangements in India.     In Bangladesh, SMEs are very important players in the economy. About 90 per cent of all industrial units in Bangladesh are SMEs, which generate some 25 per cent of the gross domestic product (GDP), employ about 31 million people and provide 75 per cent of household income. There is no denying that SMEs act as the driver of the economy and are very important for national economic and social development. They serve as employers creating new jobs and providers of products for daily needs. They also act as stewards over employees and the community. However, SMEs in developing and least developed countries face considerable barriers in running their businesses and are often constrained financially and technologically. This includes inadequate and/or complex sets of policies by the respective governments. Such impediments largely contribute to the under-involvement of SMEs in international markets. This is where the nature and extent of SME participation in the global trading system needs to be highlighted.     [Excerpt] Rural America needs safe, efficient, reliable, and accessible passenger air service. Federal government subsidies have long been necessary to assure that residents in smaller, less profitable markets have access to the nation’s transportation network. That access is necessary for a community’s economic health, is arguably a right of all taxpayers and residents, and is in public interest. But market forces within the aviation industry are today driving a restructuring that may curtail or eliminate service to many communities in the nation. And the present political climate raises a serious question about the federal government’s continued commitment to the nation’s rural air transportation system. This report focuses on the state of passenger air service in Michigan’s Upper Peninsula [U.P.]. The U.P. is among the most geographically remote areas in the eastern half of the United States. The region’s economic, social, and cultural institutions are increasingly related to a global marketplace. These depend, in varying degrees, on access to the national and global transportation network. Scheduled, commercial passenger air service is especially critical for this area too distant from passenger rail, without adequate commercial bus service, with few four-lane highways and very limited connection to the Interstate Highway system

    The data chase : what's out there on trade costs and nontariff barriers ?

    Trade costs and nontariff barriers are at the forefront of discussions on competitiveness and expanding trade opportunities for developing countries. This paper provides a summary overview of data and indicators relevant to these issues and has been informed by work underway at the World Bank on trade facilitation over the past several years to catalogue data sets and indicators. Although there has been progress in expanding data sets and developing policy-relevant indicators on trade costs and barriers, much more is needed. In order to assess progress toward achieving the Millennium Development Goals, evaluating the impact of development projects, and whether meeting Aid for Trade goals will be met, for example, a dedicated and expansive new effort to collect and assess data is needed.
