NASA access mechanism: Graphical user interface information retrieval system
Access to online information sources of aerospace, scientific, and engineering data, a mission focus for NASA's Scientific and Technical Information Program, has always been limited to factors such as telecommunications, query language syntax, lack of standardization in the information, and the lack of adequate tools to assist in searching. Today, the NASA STI Program's NASA Access Mechanism (NAM) prototype offers a solution to these problems by providing the user with a set of tools that provide a graphical interface to remote, heterogeneous, and distributed information in a manner adaptable to both casual and expert users. Additionally, the NAM provides access to many Internet-based services such as Electronic Mail, the Wide Area Information Servers system, Peer Locating tools, and electronic bulletin boards
Cultural diversity and information and communication technology impacts on global virtual teams: An exploratory study.
Modern organizations face many significant challenges because of turbulent
environments and a competitive global economy. Among these challenges are the use
of information and communication technology (ICT), a multicultural workforce, and
organizational designs that involve global virtual teams. Ad hoc teams create both
opportunities and challenges for organizations and many organizations are trying to
understand how the virtual environment affects team effectiveness. Our exploratory
study focused on the effects of cultural diversity and ICT on team effectiveness.
Interviews with 41 team members from nine countries employed by a Fortune 500
corporation were analyzed. Results suggested that cultural diversity had a positive
influence on decision‐making and a negative influence on communication. ICT
mitigated the negative impact on intercultural communication and supported the
positive impact on decision making. Effective technologies for intercultural
communication included e‐mail, teleconferencing combined with e‐Meetings, and

Energy-Efficient NOMA Enabled Heterogeneous Cloud Radio Access Networks
Heterogeneous cloud radio access networks (H-CRANs) are envisioned to be
promising in the fifth generation (5G) wireless networks. H-CRANs enable users
to enjoy diverse services with high energy efficiency, high spectral
efficiency, and low-cost operation, which are achieved by using cloud computing
and virtualization techniques. However, H-CRANs face many technical challenges
due to massive user connectivity, increasingly severe spectrum scarcity and
energy-constrained devices. These challenges may significantly decrease the
quality of service of users if not properly tackled. Non-orthogonal multiple
access (NOMA) schemes exploit non-orthogonal resources to provide services for
multiple users and are receiving increasing attention for their potential of
improving spectral and energy efficiency in 5G networks. In this article a
framework for energy-efficient NOMA H-CRANs is presented. The enabling
technologies for NOMA H-CRANs are surveyed. Challenges to implement these
technologies and open issues are discussed. This article also presents the

HFR Code: A Flexible Replication Scheme for Cloud Storage Systems
Fractional repetition (FR) codes are a family of repair-efficient storage
codes that provide exact and uncoded node repair at the minimum bandwidth
regenerating point. The advantageous repair properties are achieved by a
tailor-made two-layer encoding scheme which concatenates an outer
maximum-distance-separable (MDS) code and an inner repetition code. In this
paper, we generalize the application of FR codes and propose heterogeneous
fractional repetition (HFR) code, which is adaptable to the scenario where the
repetition degrees of coded packets are different. We provide explicit code
constructions by utilizing group divisible designs, which allow the design of
HFR codes over a large range of parameters. The constructed codes achieve the
system storage capacity under random access repair and have multiple repair
alternatives for node failures. Further, we take advantage of the systematic
feature of MDS codes and present a novel design framework of HFR codes, in
which storage nodes can be wisely partitioned into clusters such that data
reconstruction time can be reduced when contacting nodes in the same cluster.Comment: Accepted for publication in IET Communications, Jul. 201
Interaction between random heterogeneously charged surfaces in an electrolyte solution
We study, using Monte Carlo simulations, the interaction between infinite
heterogeneously charged surfaces inside an electrolyte solution. The surfaces
are overall neutral with quenched charged domains. An average over the quenched
disorder is performed to obtain the net force. We find that the interaction
between the surfaces is repulsive at short distances and is attractive for
larger separations
III-V-on-silicon photonic devices for optical communication and sensing
In the paper, we review our work on heterogeneous III-V-on-silicon photonic components and circuits for applications in optical communication and sensing. We elaborate on the integration strategy and describe a broad range of devices realized on this platform covering a wavelength range from 850 nm to 3.85 μm
Search and Discovery Tools for Astronomical On-line Resources and Services
A growing number of astronomical resources and data or information services
are made available through the Internet. However valuable information is
frequently hidden in a deluge of non-pertinent or non up-to-date documents. At
a first level, compilations of astronomical resources provide help for
selecting relevant sites. Combining yellow-page services and meta-databases of
active pointers may be an efficient solution to the data retrieval problem.
Responses generated by submission of queries to a set of heterogeneous
resources are difficult to merge or cross-match, because different data
providers generally use different data formats: new endeavors are under way to
tackle this problem. We review the technical challenges involved in trying to
provide general search and discovery tools, and to integrate them through upper

Collaborative signal and information processing for target detection with heterogeneous sensor networks
In this paper, an approach for target detection and acquisition with heterogeneous sensor networks through strategic resource allocation and coordination is presented. Based on sensor management and collaborative signal and information processing, low-capacity low-cost sensors are strategically deployed to guide and cue scarce high performance sensors in the network to improve the data quality, with which the mission is eventually completed more efficiently with lower cost. We focus on the problem of designing such a network system in which issues of resource selection and allocation, system behaviour and capacity, target behaviour and patterns, the environment, and multiple constraints such as the cost must be addressed simultaneously. Simulation results offer significant insight into sensor selection and network operation, and demonstrate the great benefits introduced by guided search in an application of hunting down and capturing hostile vehicles on the battlefield
An authorization policy management framework for dynamic medical data sharing
In this paper, we propose a novel feature reduction approach to group words hierarchically into clusters which can then be used as new features for document classification. Initially, each word constitutes a cluster. We calculate the mutual confidence between any two different words. The pair of clusters containing the two words with the highest mutual confidence are combined into a new cluster. This process of merging is iterated until all the mutual confidences between the un-processed pair of words are smaller than a predefined threshold or only one cluster exists. In this way, a hierarchy of word clusters is obtained. The user can decide the clusters, from a certain level, to be used as new features for document classification. Experimental results have shown that our method can perform better than other methods.<br /
