    ICS Materials. Towards a re-Interpretation of material qualities through interactive, connected, and smart materials.

    The domain of materials for design is changing under the influence of an increased technological advancement, miniaturization and democratization. Materials are becoming connected, augmented, computational, interactive, active, responsive, and dynamic. These are ICS Materials, an acronym that stands for Interactive, Connected and Smart. While labs around the world are experimenting with these new materials, there is the need to reflect on their potentials and impact on design. This paper is a first step in this direction: to interpret and describe the qualities of ICS materials, considering their experiential pattern, their expressive sensorial dimension, and their aesthetic of interaction. Through case studies, we analyse and classify these emerging ICS Materials and identified common characteristics, and challenges, e.g. the ability to change over time or their programmability by the designers and users. On that basis, we argue there is the need to reframe and redesign existing models to describe ICS materials, making their qualities emerge

    Los Angeles County Arts Commission: Public Engagement in the Arts - A Review of Recent Literature

    Do all Americans have equal access to the arts? Are the arts accessible and inclusive for all communities? National rates of arts participation as measured by attendance at live benchmark events have been trending down for the past few decades. Consequently, a narrative of arts decline in the US has been largely accepted, even as some accounts show cultural engagement experiencing a renaissance enabled by advanced communication technologies and changing demographics.This report, informed by a review of practitioner and academic literature, charts the concerns of arts stakeholders surrounding public arts engagement since about 2000, beginning with the discovery of a statistically significant decline in benchmark attendance as observed in the Survey of Public Participation in the Arts (SPPA). It also traces the role of the "informal arts" (folk, traditional and avocational arts) in broadening the definition of arts and cultural participation.Authors Henry Jenkins and Vanessa Bertossi (2007) have suggested that we are living in a "new participatory culture" distinguished by four factors:1. Low barriers to artistic expression and civic engagement;2. Strong support for creating and sharing what one creates with others;3. Transmission of knowledge and skills through informal mentorship networks; and4. A degree of social currency and sense of connectedness among participantsThis new culture makes measuring arts participation more difficult because traditional distinctions between amateur and professional, hobbyist and artist, and consumer and producer are blurring. Broadening the definition of arts participation to include leisure time investment in creative pursuits and arts-making helps enlarge the definition of art's value to society (Ramirez, 2000). Expanding our sense of "what counts" initiates new conversations by reframing the old question "Why aren't people attending?" as "What are people doing with their creativity-focused leisure time?" New cultural indicators are revealing the value of arts and culture in people's everyday lives, shifting the narrative about arts participation in the early twenty-first century from decline to resurgence.Even as both the concept and measurement of "engagement" in the arts has evolved over time, the understanding of the purpose of that engagement has varied. For some organizations, engagement has meant creating new inroads to existing programming. For others, engagement has meant developing new programs to capture the attention of new audiences. In 2015, this conversation took a new direction as people moved from talking about engagement as a process to focusing instead on a key outcome: cultural equity and inclusion. In Los Angeles County, as well as across the U.S., arts organizations began to focustheir attention on ensuring that everyone has access to the benefits offered by the arts. Viewed through this lens, this literature review should be seen as a companion – a prequel, even – to the literature review on cultural equity and inclusion published by the Los Angeles County Arts Commission in March 2016

How can we ensure that everyone in our community has access to the opportunities and benefits provided by the arts? As this review discusses, public engagement is one tool available to artists, arts organizations and arts educators to help them work toward that goal

    This paper examines the ‘cognitive’ and ‘societal’ aspects of the tacit knowledge transfer problem in MNCs. Based on a comparative analysis of the overseas R&D labs of US and Japanese MNCs in the UK, it examines how home-based models of learning influence MNCs’ transnational social spaces for learning and their capabilities to address the tacit knowing problem. It illustrates how the US professional ‘networks of practice’ (NoP) and the Japanese organizational ‘communities of practice’ (CoP) approaches to transnational learning unfold in practice.     This paper examines emerging technologies for indigenous knowledge management by public libraries of Akwa Ibom State. It conceptualise indigenous knowledge, indigenous knowledge management and emerging technologies. The different Indigenous knowledge of Akwa Ibom State were explored. The emerging technologies for management of indigenous knowledge were evaluated. The paper concluded that indigenous knowledge is the identity and prestige of the local people as their cultural heritage over centuries are embedded in it. Hence, it should be adequately managed by public libraries for posterity of the local people and indeed the world over. The paper recommends among others that government should adequately equip public libraries in Akwa Ibom State with emerging technological tools as well as provide constant internet connections for effective management of indigenous knowledge

    Conceptualizing learning from the everyday activities of digital kids

    This paper illustrates the intensified engagement that youth are having with digital technologies and introduces a framework for examining digital fluency – the competencies, new representational practices, design sensibilities, ownership, and strategic expertise that a learner gains or demonstrates by using digital tools to gather, design, evaluate, critique, synthesize, and develop digital media artifacts, communication messages, or other electronic expressions. A primary goal of this paper is to identify promising perspectives through which learning is conceptualized, and to share the methodological challenges in investigating digital fluency in both individual and collaborative learning activities that take place in complex naturalistic settings and socially-constructed online worlds. A review is provided of the current and prospective research methods that researchers use to capture, document and study the compelling ways in which children and young people are using digital technologies such as Information and Communication Technologies (ICTs), social networking software, video games, multimedia authoring tools, and mobile phones in everyday life to learn and play. The paper argues for a need to study the authentic, inventive, and emergent uses of digital technologies and interactive learning environments among youth to contribute to advancement of theories of everyday learning and to build a deeper understanding of how learning occurs in out-of-school settings from a practise-oriented perspective rather than a knowledge-centred one. Implications for instructional practise are also discussed in addition to ethical and pragmatic issues that will need to be addressed in the study of digital kids

The group was operational in 2017 and 2018 under the Work Plan for Culture 2015-2018, with the support of the European Commission. This report is intended to be a resource for the European Union (EU) to ensure the long-term sustainability of Europe’s cultural heritage. It aims to do this by contributing to the European Year of Cultural Heritage 2018 objective ‘to support the development of specialised skills and improve knowledge management and knowledge transfer in the cultural heritage sector, taking into account the implications of the digital shift’.     This study examined the concept of herbal medicine and the need for supporting Indigenous knowledge through the digitalization of information on the accumulation and transmission of herbal healing practices from generation to generation. It examined the relevance of digitizing herbal medicine information in order to sustain and conserve this unique information. The digitalization of library health information also raises readers\u27 attention. In addition, the organization is responsible for permanent storage and documentation of information resources, in particular health information. This research examined the strategic importance of medical libraries. It described how medical libraries could be crucial in digitizing indigenous herbal knowledge to protect them against the threat of extinction. The article also emphasized the challenges and potential of digitizing Herbal Medicine Information in Nigeria\u27s medical libraries and presented practical solutions

    This paper presents initial reflections regarding the use of bespoke design tools within a series of innovation workshops carried out with practitioners and stakeholders active in the craft and creative industry sector in the Scottish Islands of Orkney and Shetland. We argue that by emphasising such bespoke material tools located in and inspired by the local landscape, history and culture, we encouraged engagement, provided space for innovation and enabled creative collectives in their goal of enhancing and sustaining the creative economy in rural geographies
