    The quality of improvement depends on the quality of leading and lagging performance indicators. For this reason, several tools, such as process mapping, cause and effect analysis and FMEA, need to be used in an integrated way with performance measurement models, such as balanced scorecard, integrated performance measurement system, performance prism and so on. However, in our experience, this alone is not quite enough due to the amount of effort required to monitor performance indicators at operational levels. The authors find that IT support is key to the successful implementation of performance measurement-driven continuous improvement schemes

    Inventive problem solving is an alternative way of solving problem for student. 60 years ago, in 1956, Altshuller published a new, constructive and methodical approach ideas on problem solving to offer to the world. Even though TRIZ originally meant for fields of industry domains, it has solved problems in other field using some common principles. Thus, this methodology has spread to over 35 countries across the world. It is now being taught in several universities and it has been applied by a number of global organizations who have found it particularly useful to solve their problem. In 2017, KSSM curriculum has been revised to cope up this 21st century demand. This paper is a potentially useful for TRIZ beginner, as an alternative to solve problem comparable to common problem solving method. This paper also discussed the limitation of other common problem method which leads the advantages of using TRIZ

    The Allocation of Merit Pay in Academia: A Case Study

    This paper investigates whether the widespread awarding of faculty merit pay at a large public university accurately reflects productivity. We show that pairwise voting on a quality standard by a committee can in theory be consistent with observed allocation patterns. However, the data indicate only nominal adherence to a quality standard. Departments with more severe compression issues are more likely to award merit pay as a countermeasure and some departments appear to be motivated by nonpecuniary incentives. Much of the variance in merit pay allocation remains unexplained. These results suggest reform is needed to improve transparency in the merit system.merit, faculty compensation

PM can be defined as a “process which determine how successful organisations or individuals in achieving their objectives”. Limitations of traditional performance measures challenged their application in the modern business environment. This stimulated towards a new era of PM, leading the path to the development of many PM frameworks. Research done during the past decades, revealed many issues in the UK construction industry. Thus, the industry is under tremendous pressure to improve its performance. This paper provides a literature review on the current applications in PM, highlighting the limitations of traditional measures, features of good PM systems. Further, the problems in the UK construction industry and PM applications have been discussed with the aim of identifying the issues which are not addressed from the current PM applications

    Making Government Accountable: Lessons from a Federal Job Training Program

    We describe the evolution of a performance measurement system in a government job-training program. In this program, a federal agency establishes performance measures and standards for sub-state agencies. We show that the performance measurement system's evolution is at least partly explained as a process of trial-and-error, characterized by a feedback loop: the federal agency establishes performance measures, the local managers learn how to game them, the federal agency learns about gaming and reformulates the performance measures, leading to possibly new gaming, and so on. The dynamics suggest that implementing a performance measurement system in government is not a one-time challenge but benefits from careful monitoring and perhaps frequent revision.
