    A comparative study of multiple-criteria decision-making methods under stochastic inputs

    This paper presents an application and extension of multiple-criteria decision-making (MCDM) methods to account for stochastic input variables. More in particular, a comparative study is carried out among well-known and widely-applied methods in MCDM, when applied to the reference problem of the selection of wind turbine support structures for a given deployment location. Along with data from industrial experts, six deterministic MCDM methods are studied, so as to determine the best alternative among the available options, assessed against selected criteria with a view toward assigning confidence levels to each option. Following an overview of the literature around MCDM problems, the best practice implementation of each method is presented aiming to assist stakeholders and decision-makers to support decisions in real-world applications, where many and often conflicting criteria are present within uncertain environments. The outcomes of this research highlight that more sophisticated methods, such as technique for the order of preference by similarity to the ideal solution (TOPSIS) and Preference Ranking Organization method for enrichment evaluation (PROMETHEE), better predict the optimum design alternative

    A REVIEW OF APPLICATIONS OF MULTIPLE - CRITERIA DECISION-MAKING TECHNIQUES TO FISHERIES

    Management of public resources, such as fisheries, is a complex task. Society, in general, has a number of goals that it hopes to achieve from the use of public resources. These include conservation, economic, and social objectives. However, these objectives often conflict, due to the varying opinions of the many stakeholders. It would appear that the techniques available in the field of multiple-criteria decision-making (MCDM) are well suited to the analysis and determination of fisheries management regimes. However, to date, relatively few publications exist using such MCDM methods compared to other applicational fields, such as forestry, agriculture, and finance. This paper reviews MCDM applied to fishery management by providing an overview of the research published to date.     MCDM Farm System Analysis for Public Management of Irrigated Agriculture

    In this paper we present a methodology within the multi-criteria paradigm to assist policy decision-making on water management for irrigation. In order to predict farmers' response to policy changes a separate multi-attribute utility function for each homogeneous group, attained applying cluster analysis, is elicited. The results of several empirical applications of this methodology suggest an improvement of the ability to simulate farmers' decision-making process compared to other approaches. Once the utility functions are obtained the policy maker can evaluate the differential impacts on each cluster and the overall impacts in the area of study (i.e. a river basin) by aggregation.     Multi-criteria analysis applied to multi-objective optimal pump scheduling in water systems

    This work presents a multi-criteria-based approach to automatically select specific non-dominated solutions from a Pareto front previously obtained using multi-objective optimization to find optimal solutions for pump control in a water supply system. Optimal operation of pumps in these utilities is paramount to enable water companies to achieve energy efficiency in their systems. The Fuzzy Technique for Order of Preference by Similarity to Ideal Solution (FTOPSIS) is used to rank the Pareto solutions found by the Non-Dominated Sorting Genetic Algorithm (NSGA-II) employed to solve the multi-objective problem. Various scenarios are evaluated under leakage uncertainty conditions, resulting in fuzzy solutions for the Pareto front. This paper shows the suitability of the approach for quasi real-world problems. In our case-study, the obtained solutions for scenarios including leakage represent the best trade-off among the optimal solutions, under some considered criteria, namely, operational cost, operational lack of service, pressure uniformity and network resilience. Potential future developments could include the use of clustering alternatives to evaluate the goodness of each solution under the considered evaluation criteria

    From immemorial time, dams have contributed significantly for the progress of civilizations. For this reason, nowadays, there is a vast engineering heritage. Over the years, these infrastructures can present some ordinary maintenance issues associated with their normal operation or with ageing processes. Normally, these problems do not represent an important risk for the structure, but they have to be attended. To do it, owners of dams have to finance many ordinary interventions. As it is impossible to carry out all of them at the same time, managers have to make a decision and select the most “important” ones. However, it is not easy because interventions usually have very different natures (for example: repair a bottom outlet, change gates, seal a crack...) and they cannot use a classical risk analysis for these type of interventions. The authors, who are aware this problem, present, in this paper, a multi-criteria decision-making system to prioritize these interventions with the aim of providing engineers a useful tool, with which they can prioritize the interventions from the most important to the least. To do it, the authors have used MIVES. This tool defines the Prioritization Index for the Management of Hydraulic Structures (PIMHS), which assesses, in two phases, the contribution to sustainability of each intervention. The first phase measures the damage of the dam, and the second measures the social, environmental and economic impacts.     What attracts vehicle consumers’ buying:A Saaty scale-based VIKOR (SSC-VIKOR) approach from after-sales textual perspective?

    Purpose: The increasingly booming e-commerce development has stimulated vehicle consumers to express individual reviews through online forum. The purpose of this paper is to probe into the vehicle consumer consumption behavior and make recommendations for potential consumers from textual comments viewpoint. Design/methodology/approach: A big data analytic-based approach is designed to discover vehicle consumer consumption behavior from online perspective. To reduce subjectivity of expert-based approaches, a parallel Naïve Bayes approach is designed to analyze the sentiment analysis, and the Saaty scale-based (SSC) scoring rule is employed to obtain specific sentimental value of attribute class, contributing to the multi-grade sentiment classification. To achieve the intelligent recommendation for potential vehicle customers, a novel SSC-VIKOR approach is developed to prioritize vehicle brand candidates from a big data analytical viewpoint. Findings: The big data analytics argue that “cost-effectiveness” characteristic is the most important factor that vehicle consumers care, and the data mining results enable automakers to better understand consumer consumption behavior. Research limitations/implications: The case study illustrates the effectiveness of the integrated method, contributing to much more precise operations management on marketing strategy, quality improvement and intelligent recommendation. Originality/value: Researches of consumer consumption behavior are usually based on survey-based methods, and mostly previous studies about comments analysis focus on binary analysis. The hybrid SSC-VIKOR approach is developed to fill the gap from the big data perspective
