    Human and physical infrastructure : public investment and pricing policies in developing countries

    Almost by definition, the basis for development is infrastructure - whether services for human infrastructure (health, education, nutrition) or physical infrastructure (transport, energy, water). Although the infrastructure sectors are diverse, what they have in common is that public policy has had a great deal to do with how these services are provided and financed in almost all countries. The author reviews the recent literature on two key aspects of that involvement: investment and pricing. While the quality of the econometric evidence varies, recent literature reinforces the view that human and physical infrastructure are critical for economic growth and the reduction of poverty. And the state is recognized as playing a key role in ensuring the efficient, equitable allocation of resources for infrastructure. Despite many sound theoretical reasons for such public involvement, however, recent studies have shown that it leaves much to be desired in efficiency and equity. One symptom is underinvestment in key subsectors that have high economic returns and that help the poor the most, such as primary education and rural health clinics, in relation to more expensive interventions, such as tertiary education and urban hospitals. Another common malaise is the poor use of scarce resources, leading to low quality (students learning little) and reliability (irregular power and water flows), poor maintenance (dilapilated roads), and inappropriate input use (too many school adminstrators or health workers and not enough books or drugs in producing education health outcomes). Just as market failures necessitate government intervention in the infrastructure sectors, so government failures should be considered in deciding the depth and extent of that intervention. The literature has made some advances in diagnosing these problems in poor countries and proposing solutions. But information gaps remain, particularly in developing robust methodologies for: 1) making intersectoral comparisons across the wide range of infrastructure services; 2) crafting more diverse policies about the public-private balance in infrastructure investment, depending on the nature of"public goods"characteristics for various types of infrastructure services, or even across activities for the same service (for example, power transmission versus distribution); and 3) taking issues of political economy into account, such as the vested interests of those with large financial interests in infrastructure. The author also highlights public pricing as a policy initiative that has recently gotten much attention.After briefly reviewing the basic concepts of pricing, he focuses on the literature about pricing reform. Most commonly, the public sector is the main provider of infrastructure services, usually free or at subsidized prices. But the recent literature has aired a rethinking of the balance between public and private financing of infrastructure. The debate in this area is often heated. Health and education are traditionally provided free and some recent literature argues for positive prices, at least for higher tiers of service. Prepared as a follow up to the Rio+20 Summit and as a response to UNEP Governing Council decision GC 27/12, the document establishes the rationale and the tools for taking a holistic approach towards waste management and recognizing waste and resource management as a significant contributor to sustainable development and climate change mitigation.     Metropolitan Centers: Evaluating Local Implementation of Regional Plans and Policies

    The Denver and Salt Lake City Metropolitan Planning Organizations (MPOs) have embarked upon regional visioning strategies that promote development around higher density, mixed use centers with current or future access to transit. This study examines the programs and policies in the Salt Lake City and Denver regions to examine regional vision influence on local planning and the opportunities and constraints facing centers. The research team analyzed local plans over the past several decades, interviewed planners, and examined demographic, land use and transportation characteristics in select centers across the region. We found that the regional vision had a moderate influence on local planning, due to vague definitions and criteria. However, light rail investment and market forces have had a more substantial influence—resulting in cities developing supportive transit oriented development policies. While over 100 centers have been designated, many face significant challenges to support regional goals, particularly because many light rail lines were located along rail and freeway alignments. A limited number of “tipping point centers” already contain the necessary elements to be successful with city and private investment. Many “greenfield centers” offer significant future opportunity for development, but their suburban location and infrastructure needs present significant costs and challenges. Many other “redevelopment centers” are dominated by industrial, commercial or office development, and the land use and transportation patterns within these centers present substantial hurdles that may limit their potential to achieve regional goals

    Critical Digital Infrastructure Protection: An Investigatoin Into The Intergovernmental Activities Of Information Technology Directors In Florida Counties

    As cyber attacks become more sophisticated, the risk to all networked computer systems increases. Whether public or private, whether federal, state, or local, the threat is equally real. Consequently, local governments must respond accordingly to understand the threats, take measures to protect themselves, and determine how to respond in the event of a system breach. Additionally, since cyber criminals do not respect geographic or administrative boundaries, local leaders must be prepared to instantly interact with other governments, agencies, and departments to suppress an attack. Guided by the theory of intergovernmental management (IGM), this exploratory research investigated how Information Technology (IT) Directors in Florida county constitutional offices use intergovernmental relations and management activities as part of their information security efforts. Specifically, this research sought to determine: 1) which IGM activities do county IT Directors most often perform; 2) do county IT Directors make more use of vertical or horizontal IGM relationships; 3) is there a relationship between office/county demographics and the IGM activities its IT Directors most often perform? To answer these questions, an electronic survey was distributed to 209 directors, of which 125 responded. Overwhelmingly, the findings indicate that these Directors rarely engage in IGM activities regardless of the purpose or type of government/department contacted. However, when seeking intergovernmental assistance, it is most often horizontally with other Departments within their own government and least often vertically with Federal offices. The most frequently performed intergovernmental activity is seeking technical assistance, however seeking program/project information is also perform more frequently than the other activities explored in this research. The least frequently performed activities involved seeking to modify established IT partnerships. Further, there was evidence of relationships between certain office/county demographics and IGM activity. The discovery of these patterns and relationships can be used to aid policy and program development, as well as to stimulate deeper inquiry into the intergovernmental dimensions involved in protecting local elements of the U.S. Critical Digital Infrastructure

    Brave New Wireless World: Mapping the Rise of Ubiquitous Connectivity from Myth to Market

    This dissertation offers a critical and historical analysis of the myth of ubiquitous connectivity—a myth widely associated with the technological capabilities offered by “always on” Internet-enabled mobile devices like smartphones and tablets. This myth proclaims that work and social life are optimized, made more flexible, manageable, and productive, through the use of these devices and their related services. The prevalence of this myth—whether articulated as commercial strategy, organizational goal, or mode of social mediation—offers repeated claims that the experience and organization of daily life has passed a technological threshold. Its proponents champion the virtues of the invisible “last mile” tethering individuals (through their devices) primarily to commercial networks. The purpose of this dissertation is to uncover the interaction between the proliferation of media artifacts and the political economic forces and relations occluded by this myth. To do this, herein the development of the BlackBerry, as a specific brand of devices and services, is shown to be intimately interrelated with the myth of ubiquitous connectivity. It demonstrates that the BlackBerry is a technical artifact whose history sheds light on key characteristics of our media environment and the political economic dynamics shaping the development of other technologies, workforce composition and management, and more general consumption proclivities. By pointing to the analytic significance of the BlackBerry, this work does not intend to simply praise its creators for their technical and commercial achievements. Instead, it aims to show how these achievements express a synthesis that represents the motivations of economic actors and prevailing modes of thought most particularly as they are drawn together in and through the myth of ubiquitous connectivity. The narrative arc of this dissertation is anchored by moments of harmonization among political economic interests as these shape (and are shaped by) prevailing modes of producing and relating through ubiquitous connectivity

    Inter-municipal cooperation and austerity policies: obstacles or opportunities?

    The profound challenges experienced by European countries as a consequence of the fiscal crisis, combined with the increase in the scope, size, and diversity of inter-municipal cooperation (IMC), justify a closer look at whether and how austerity policies have shaped the developments of IMC across different countries. Has IMC become more prevalent in countries affected by the fiscal crisis? Have austerity policies presented obstacles or opportunities for IMC initiatives? We conducted a survey of experts in 11 selected countries, including both countries that were hit hard by the fiscal crisis and implemented extensive austerity policies and countries where IMC is known to be or becoming prevalent. The results of this exploratory analysis indicate that in five of the countries included in our sample (Italy, Portugal, Iceland, the Netherlands, and the UK), IMC has emerged as a solution to deal better with fiscal stress
