    Internet Ethics, American Law, and Jewish Law: A Comparative Overview

    Societies are governed by codes of ethics. In developed societies, parts of these codes form a set of laws, enforceable by legal authorities, with or without assistance from the populace. At times, laws are crafted for the benefit of the powerful members of the society, ensuring preservation of their positions and property, while other constituents may ignore, actively disobey, or challenge laws they believe do not support their ethics. Developing and maintaining appropriate social norms is thus particularly critical for sustaining rapidly changing heterogeneous populaces. The Internet, devised for the purpose of interconnecting diverse computer networks of research and educational communities, has become a global communication system that joins together widely disparate populaces with different ethical codes. The World Wide Web (WWW), hosted by the Internet, serves both to propagate existing ethos and to undermine them. Communities of the WWW, as well as their governments, are striving to establish fundamental guidelines. This Essay suggests that Jewish law contains principles that may be relevant to this endeavor. Specifically, a comparative overview of elements of the ethics and regulation of speech in American law and Jewish law may help us understand ethical guidelines of online communities. We investigate the posting and retrieval of content containing libel (slander), gossip (scandal), unauthorized personal information (privacy violation), pornography, obscenity, and other objectionable material. We first briefly review the history of the Internet in order to identify ways in which its development influenced and was influenced by pre-existing technologies. We then examine American and Jewish law in terms of speech (output and input of content) and privacy (in this Essay, restricted to output and input of personal content), and compare these to content guidelines on some prominent social networks. We claim that Jewish law and ethics, which place broader restrictions on speech than those in American law, have the potential to positively influence the norms of both traditional and social media. Incorporating social norms can be particularly beneficial in the context of Internet-based ethics. First, to the extent that formal laws are unfair and/or ineffective, they can be supplemented by informal rules that better reflect the shared values of the community. Second, because they have not been decreed by the government, informal rules are generally not subject to constitutional protections. Therefore, ethical restrictions that are accepted by the community potentially provide a means for placing broader limits on speech than would be permissible under governmental laws. In both respects, social norms share characteristics of Jewish ethics, which often rely on a consensus of communal obligation as a primary motivation for adherence, and which include a range of obligations and prohibitions beyond those enacted in most legal systems

The aim of this Special Issue is to report on the design and development of integrated/smart sensors, a universal interfacing platform, along with the IoT framework, extending it to next-generation communication networks for monitoring parameters of interest with the goal of achieving smart cities.     Bilateral Personalized Dialogue Generation with Dynamic Persona-Aware Fusion

    Generating personalized responses is one of the major challenges in natural human-robot interaction. Current researches in this field mainly focus on generating responses consistent with the robot's pre-assigned persona, while ignoring the user's persona. Such responses may be inappropriate or even offensive, which may lead to the bad user experience. Therefore, we propose a bilateral personalized dialogue generation (BPDG) method with dynamic persona-aware fusion via multi-task transfer learning to generate responses consistent with both personas. The proposed method aims to accomplish three learning tasks: 1) an encoder is trained with dialogue utterances added with corresponded personalized attributes and relative position (language model task), 2) a dynamic persona-aware fusion module predicts the persona presence to adaptively fuse the contextual and bilateral personas encodings (persona prediction task) and 3) a decoder generates natural, fluent and personalized responses (dialogue generation task). To make the generated responses more personalized and bilateral persona-consistent, the Conditional Mutual Information Maximum (CMIM) criterion is adopted to select the final response from the generated candidates. The experimental results show that the proposed method outperforms several state-of-the-art methods in terms of both automatic and manual evaluations.Comment: 14 pages, 6 figure

    A distributed algorithm to maintain and repair the trail networks of arboreal ants

    We study how the arboreal turtle ant (Cephalotes goniodontus) solves a fundamental computing problem: maintaining a trail network and finding alternative paths to route around broken links in the network. Turtle ants form a routing backbone of foraging trails linking several nests and temporary food sources. This species travels only in the trees, so their foraging trails are constrained to lie on a natural graph formed by overlapping branches and vines in the tangled canopy. Links between branches, however, can be ephemeral, easily destroyed by wind, rain, or animal movements. Here we report a biologically feasible distributed algorithm, parameterized using field data, that can plausibly describe how turtle ants maintain the routing backbone and find alternative paths to circumvent broken links in the backbone. We validate the ability of this probabilistic algorithm to circumvent simulated breaks in synthetic and real-world networks, and we derive an analytic explanation for why certain features are crucial to improve the algorithm's success. Our proposed algorithm uses fewer computational resources than common distributed graph search algorithms, and thus may be useful in other domains, such as for swarm computing or for coordinating molecular robots

    A neogene history of mantle convective support beneath Borneo

    Most, but not all, geodynamic models predict 1–2 km of mantle convective draw-down of the Earth's surface in a region centered on Borneo within southeast Asia. Nevertheless, there is geomorphic, geologic and geophysical evidence which suggests that convective uplift might have played some role in sculpting Bornean physiography. For example, a long wavelength free-air gravity anomaly of +60 mGal centered on Borneo coincides with the distribution of Neogene basaltic magmatism and with the locus of sub-plate slow shear wave velocity anomalies. Global positioning system measurements, an estimate of elastic thickness, and crustal isostatic considerations suggest that regional shortening does not entirely account for kilometer-scale regional elevation. Here, we explore the possible evolution of the Bornean landscape by extracting and modeling an inventory of 90 longitudinal river profiles. Misfit between observed and calculated river profiles is minimized by smoothly varying uplift rate as a function of space and time. Erosional parameters are chosen by assuming that regional uplift post-dates Eocene deposition of marine carbonate rocks. The robustness of this calibration is tested against independent geologic observations such as thermochronometric measurements, offshore sedimentary flux calculations, and the history of volcanism. A calculated cumulative uplift history suggests that kilometer-scale Bornean topography grew rapidly during Neogene times. This suggestion is corroborated by an offshore Miocene transition from carbonate to clastic deposition. Co-location of regional uplift and slow shear wave velocity anomalies immediately beneath the lithospheric plate implies that regional uplift could have been at least partly generated and maintained by temperature anomalies within an asthenospheric channel

    Static maritime enviroment representation of electronic navigational charts in global path planning

    In past years, numerous global path planning methods have been researched and applied in maritime surface navigation. Regardless of intended usage for either decision-support in manned, or autonomous vessel navigation, path planning should generate a safe and efficient route. However, prior to route generation, static maritime environment representation must be created first. Whether it is transformed in to discrete or continuous form, common approach is to use Electronic Navigational Charts (ENCs) as a basis for maritime environment representation. Nevertheless its origins, ENCs still adhere to inherited data generalisations and simplifications to be comprehensible for human navigators. This leads to limitations when considering path planning and spatial resolution at different chart scales. Furthermore, when generating the representation and path, uncertainty must be considered since the quality and accuracy of chart data varies. Although these topics have been addressed separately in their respective domains, their relations have not been researched in detail. The aim of the proposed paper is the review of electronic navigational charts, environment representation and common global path planning approaches’ relations.
