    Strategic Knowledge Measurement and Management

    Knowledge and intellectual capital are now recognized as vital resources for organizational survival and competitive advantage. A vast array of knowledge measures has evolved, spanning many disciplines. This chapter reviews knowledge measures focusing on groups of individuals (such as teams, business and organizations), as they reflect the stock or flow of knowledge, as well as enabling processes that enhance knowledge stocks and flows. The chapter emphasizes the importance of organizational value chains, pivotal talent pools and the link between knowledge and competitive success, in understanding the significance of today’s knowledge measures, and opportunities for future research and practice to enhance them

    Impact in networks and ecosystems: building case studies that make a difference

    open accessThis toolkit aims to support the building up of case studies that show the impact of project activities aiming to promote innovation and entrepreneurship. The case studies respond to the challenge of understanding what kinds of interventions work in the Southern African region, where, and why. The toolkit has a specific focus on entrepreneurial ecosystems and proposes a method of mapping out the actors and their relationships over time. The aim is to understand the changes that take place in the ecosystems. These changes are seen to be indicators of impact as increased connectivity and activity in ecosystems are key enablers of innovation. Innovations usually happen together with matching social and institutional adjustments, facilitating the translation of inventions into new or improved products and services. Similarly, the processes supporting entrepreneurship are guided by policies implemented in the common framework provided by innovation systems. Overall, policies related to systems of innovation are by nature networking policies applied throughout the socioeconomic framework of society to pool scarce resources and make various sectors work in coordination with each other. Most participating SAIS countries already have some kinds of identifiable systems of innovation in place both on national and regional levels, but the lack of appropriate institutions, policies, financial instruments, human resources, and support systems, together with underdeveloped markets, create inefficiencies and gaps in systemic cooperation and collaboration. In other words, we do not always know what works and what does not. On another level, engaging users and intermediaries at the local level and driving the development of local innovation ecosystems within which local culture, especially in urban settings, has evident impact on how collaboration and competition is both seen and done. In this complex environment, organisations supporting entrepreneurship and innovation often find it difficult to create or apply relevant knowledge and appropriate networking tools, approaches, and methods needed to put their processes to work for broader developmental goals. To further enable these organisations’ work, it is necessary to understand what works and why in a given environment. Enhanced local and regional cooperation promoted by SAIS Innovation Fund projects can generate new data on this little-explored area in Southern Africa. Data-driven knowledge on entrepreneurship and innovation support best practices as well as effective and efficient management of entrepreneurial ecosystems can support replication and inform policymaking, leading thus to a wider impact than just that of the immediate reported projects and initiatives

    Choosing friends carefully: allies for critical computing

    In this paper, we argue firstly that researchers in critical computing should address the specific information and communication technology (ICT) needs and activities of those agencies concerned with emancipatory issues. Secondly, we argue that a critical perspective, explicitly foregrounding empowerment and emancipatory concerns, forms a basis for emphasising the practice of individuals, groups and organsations , rather than purely focusing on organisational form in social action. We discuss this context of social action, identifying some relevant ICT-related challenges. We identify three themes that highlight factors that differentiate ICT support for social action groups from the setting of conventional business and service organisations: Free / Libre Open- Source Software, techniques and technologies for engagement through storytelling, and learning and evaluation in social action.</p

    Theory borrowing in IT-rich contexts : lessons from IS strategy research

    While indigenous theorizing in information systems has clear merits, theory borrowing will not, and should not, be eschewed given its appeal and usefulness. In this article, we aim at increasing our understanding of modifying of borrowed theories in IT-rich contexts. We present a framework in which we discuss how two recontextualization approaches of specification and distinction help with increasing the IT-richness of borrowed constructs and relationships. In doing so, we use several illustrative examples from information systems strategy. The framework can be used by researchers as a tool to explore the multitude of ways in which a theory from another discipline can yield the understanding of IT phenomena

    The Role of the City in Fostering Intergroup Communication in a Multicultural Environment: Saint-Petersburg’s Case

    In this paper two aspects of the issue will be discussed. First, there is the role of authorities, NGOs in forming the multicultural environment in the city with cultural diversity. Second, the city as social context, the images and myths of the city determine discourse on multiculturalism and influence the cross-cultural communication in the city. After describing historically shaped images of the city, employment of city’s myths and symbols in discourse and policy of multiculturalism, and role of city’s institutions in fostering inter-group communication, this paper will discuss the inclusive culture of the city, shaped by the networking interaction, which blurs the distinction between «insiders» and «outsiders».     The self-perception of adult educators in Eastern Europe in the post-Soviet transitional period

    This article addresses the self-images of adult educators in view of exercising their professional agency in contexts of social transformation after the fall of the communist regimes. It draws on research undertaken in Poland, Ukraine and Russia in 2009 which investigated the self-perception and self-evaluation of adult educators with regard to their own educational practice—vis-à-vis the challenges of transition in general and of the need of rethinking the dictatorial past in particular. The interviews with 91 adult educators in three countries illustrate the impact of socio-political change in the period of democratization on the concept of one’s professional identity. They also demonstrate how transition policies create dilemmas for practice which adult educators accommodate or resist. The article discusses how different self-images are linked to socio-political challenges of society in the transition times.     Scientific Advice to Public Policy-Making

    A feature of policy-making today is its dependence on scientific advice to deliver public policies that are robust, credible, and effective. This paper discusses how policy-making profits from scientific advice in areas where science and technology are significant. Particular attention is given to issues holding a high level of uncertainty, either because of inherent variability, because science is incomplete or controversial, or because data are inadequate to support a definitive answer. First, we analyse the social context that characterises the relationship between science and policy-making, with a focus on the decrease of public confidence in politicians and scientists. Second, we compare three different sets of guidelines on the collection and use of expertise in policy-making (issued by the UK, Canada and the European Commission, respectively) and identify two different approaches to scientific advice in policy-making. Third, based on a set of cross-national and multi-disciplinary case studies, we look at how the relationship between science and policy-making works in practice and propose a set of recommendations towards the establishment of a more robust and effective policy-making process.Scientific advice, Policy-making, Expertise

    Changing the Tide: the Campaign to Re-Brand Amsterdam.

    The re-branding of places whose existing brand image has become for various reasons inappropriate or ineffective poses particular challenges to the marketing of major multifunctional cities. The position of Amsterdam as the national cultural capital and major international cultural centre has for some time been threatened by a sharpening of competition from other cities both within and outside the Netherlands and by social and economic trends within the city that have seriously undermined the previously successfully promoted brand image. Furthermore, one of the main elements of the city’s international image associated with the liberal attitude towards soft drugs and prostitution is now seen as inappropriate for the city, as it overshadows other more desirable aspects of the city’s aspirations. This has focussed official thinking and led to a serious and fundamental attempt at strategic re-branding involving a far-reaching examination of stakeholders, goals and competitive positioning. The main tangible result so far, is the recent launching of the ‘I amsterdam’ brand. This paper will first elaborate on the context of the intensifying inter-urban competition expressed through the re-branding of cities. In this context, the process of developing the brand and the ‘I amsterdam’ campaign that has followed will be described and explained and its likely success will be assessed.
