    Adaptation and Barriers of E-commerce in Tanzania Small and Medium Enterprises

    E-commerce has been predicted to be a new driver of economic growth for developing countries. The SME sector plays a significant role in its contribution to the national economy in terms of the wealth created and the number of people employed. Small and Medium Enterprises (SMEs) in Tanzania  represent the greatest share of the productive units of the Tanzanian economy and the current national policy directions address ways and means of developing the capacities of SMEs. Many factors could be responsible for the low usage of e-commerce among the SMEs in Tanzania. In order to determine the factors that promote the adoption of e-commerce, SMEs adopters and non-adopters of e-commerce were asked to indicate the factors inhibiting the adoption of e-commerce. The results show that technical barriers are the most important barriers followed by legal and regulatory barriers, whereas lack of Internet security is the highest barrier that inhibit the implementation of e-commerce in SMEs in Tanzania followed by limited use of Internet banking and web portals by SMEs. Also, findings implied that more efforts are needed to help and encourage SMEs in Tanzania to speed up e-commerce adoption, particularly the more advanced applications Key words— e-commerce adoption, e-commerce adoption barriers, Small and Medium Enterprises, e-commerce adoption in SMEs in Tanzania

    Using webcrawling of publicly available websites to assess E-commerce relationships

    We investigate e-commerce success factors concerning their impact on the success of commerce transactions between businesses companies. In scientific literature, many e-commerce success factors are introduced. Most of them are focused on companies' website quality. They are evaluated concerning companies' success in the business-to- consumer (B2C) environment where consumers choose their preferred e-commerce websites based on these success factors e.g. website content quality, website interaction, and website customization. In contrast to previous work, this research focuses on the usage of existing e-commerce success factors for predicting successfulness of business-to-business (B2B) ecommerce. The introduced methodology is based on the identification of semantic textual patterns representing success factors from the websites of B2B companies. The successfulness of the identified success factors in B2B ecommerce is evaluated by regression modeling. As a result, it is shown that some B2C e-commerce success factors also enable the predicting of B2B e-commerce success while others do not. This contributes to the existing literature concerning ecommerce success factors. Further, these findings are valuable for B2B e-commerce websites creation

    A commentary on standardization in the Semantic Web, Common Logic and MultiAgent Systems

    Given the ubiquity of the Web, the Semantic Web (SW) offers MultiAgent Systems (MAS) a most wide-ranging platform by which they could intercommunicate. It can be argued however that MAS require levels of logic that the current Semantic Web has yet to provide. As ISO Common Logic (CL) ISO/IEC IS 24707:2007 provides a firstorder logic capability for MAS in an interoperable way, it seems natural to investigate how CL may itself integrate with the SW thus providing a more expressive means by which MAS can interoperate effectively across the SW. A commentary is accordingly presented on how this may be achieved. Whilst it notes that certain limitations remain to be addressed, the commentary proposes that standardising the SW with CL provides the vehicle by which MAS can achieve their potential.</p

    Evaluating trust in electronic commerce : a study based on the information provided on merchants' websites

    Lack of trust has been identified as a major problem hampering the growth of Electronic Commerce (EC). It is reported by many studies that a large number of online shoppers abandon their transactions because they do not trust the website when they are asked to provide personal information. To support trust, we developed an information framework model based on research on EC trust. The model is based on the information a consumer expects to find on an EC website and that is shown from the literature to increase his/her trust towards online merchants. An information extraction system is then developed to help the user find this information. In this paper, we present the development of the information extraction system and its evaluation. This is then followed by a study looking at the use of the identified variables on a sample of EC websites

    COBRA framework to evaluate e-government services: A citizen-centric perspective

    E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.     Modern business is rushing toward e-commerce. If the transition is done properly, it enables better management, new services, lower transaction costs and better customer relations. Success depends on skilled information technologists, among whom are statisticians. This paper focuses on some of the contributions that statisticians are making to help change the business world, especially through the development and application of data mining methods. This is a very large area, and the topics we cover are chosen to avoid overlap with other papers in this special issue, as well as to respect the limitations of our expertise.
