    IT Governance for Balancing Evolveability and Standardization in Health Information System Implementation in Ethiopian Context

    Failing to balance standardization and evolveability in IS design and implementation process results sustainability failure which is common in developing country. IS research provides various IS design solution including layered modular architecture to address both evolveability and standardization simultaneously. However, this design solution requires appropriate IT governance mechanisms which lacks both theoretical and empirical explanation in IS research. The core of this research is understanding IT governance mechanism design that can balance standardization and evolveability in the course of IS design and implementation. The research uses the case of District Health Information System-2 (DHIS-2), layered modular architecture, design and implementation in public health care context of Ethiopia. The major research question guiding this study is how IT governance mechanism design and its interplay with IS architecture design shape DHIS-2 design and implementation process towards standardization and/or evolveability? The research strategy adopted in this case will be based on an interpretive case study approach

    Tulisan ini dibuat untuk memperkenalkan landasan filosofis critical realism atau yang pada sebuah artikel di Indonesia disebut sebagai realisme kritis di akademisi dan praktisi sistem informasi Indonesia. Critical realism diajukan oleh beberapa peneliti terdahulu sebagai metode alternative untuk membantu perkembangan keilmuan di bidang sistem informasi. Banyak akademisi terdahulu yang mengkritik ketidakmampuan keilmuan sistem informasi menyumbangkan teori. Pada tulisan ini dibahas landasan critical realism dan bagaimana critical realism dapat membantu perkembangan teori. Selanjutnya, juga diberikan contoh penelitian di bidang sistem informasi yang menggunakan critical realism. AbstractThis essay was made to introduce critical realism as a philosophical foundation in information systems research. The expected audience for this writing is Indonesian information systems academia and practitioners. Information systems researchers suggest that critical realism affords the potential to establish alternative approach to theorising in information systems. There have been several articles made by senior scholars criticising the state of theorising in information systems.     Dès son apparition, la pandémie du COVID-19 s’est rapidement métamorphosée d’une crise sanitaire à une crise économique et financière, causant d’énormes pertes à la quasi-totalité des secteurs. L’ensemble des acteurs économiques se sont trouvés dans l’obligation de s'acclimater en deux temps à de nouveaux facteurs. Par conséquent, toutes les entreprises sans exception ont dû effectuer de profondes modifications de leurs modes et leurs organisations de travail qui se sont introduites par un recours massif au travail à domicile, qui a été présenté comme solution temporaire. La profession du comptable comme toute autre profession, s’est trouvée dans l’obligation d’effectuer des changements du mode de travail. Ces derniers doivent s’appuyer sur le développement des technologies digitales, qui représentent à présent la colonne vertébrale du processus de production, de la sauvegarde des données d’entreprise, et de la communication entre salariés. L’objectif de cet article est de mettre en évidence les changements causés par la transformation digitale dans le domaine comptable avant, pendant et après la pandémie.     Exploring the Need for Mobile Application in Stroke Management by Informal Caregivers: A Qualitative Study

    Background: Mobile health (mHealth) has been considered as a prominent concept in digitalhealth and is widely used and easily accessible. Periodic follow‐up visits, previously planned procedures, and rehabilitation services for stroke survivors have been cut down during the recent COVID‐19 pandemic. Therefore, in this qualitative study we aimed to explore the need for a mobile application in stroke management by informal caregivers. Methods: A phenomenological qualitative study was conducted from November 2020 to June 2021. Thirteen respondents were recruited from two public rehabilitation centers in Kota Bharu, Kelantan, Malaysia. In‐depth interviews wereconducted. A comprehensive representation of perspectives from the respondents was achieved through purposive sampling. The interviews were conducted in the Kelantanese dialect, recorded, transcribed, and analyzed by using thematic analysis. Results: Thirteen participants were involved in the interviews. All of them agreed with the need for a mobile application in stroke management. They believed the future stroke application will help them to seek information, continuous stroke home care, and help in the welfare of caregivers and stroke patients. Conclusions: The current study revealed two themes with respective subthemes that were identified, namely, self‐seeking for information and reasons for using a stroke mobile application in the future. This application helps in reducing healthcare costs, enhancing the rehabilitation process, facilitating patient engagement in decision making, and the continuous monitoring of patient health

    Technological development in telemedicine: bibliometric analysis, research gaps, and literature trends

    The aim of this article was to analyze the literature on technological development in telemedicine through bibliometrics, by identifying the state of the art, research gaps, and trends in the literature. The analysis covers a total of 67 articles related to the field of study, published between 2010-2020 in the Springer Link, Science Direct, Wiley Online Library, Web of Science, and Scopus databases. The data was processed using the software StArt, Excel, IBM SPSS Statistics, and Iramuteq. The results presented bibliometric analysis of the articles, classified into the areas of Management (52.2%), IT (25.4%), and Medicine (22.4%), along with a Table of 34 suggestions for future research. Literature trends encompassed six study clusters (health, study, service, technology, patient, and telemedicine), which further subdivided into nine research themes (digital platform, telemedicine service management, telemedicine service operation, end-user perception, business opportunities, healthcare professional perception, covid-19, regulation, and robotics). An observed outcome was a significant increase in the number of publications in the area due to covid-19

    La implementación de las tecnologías de la información y las comunicaciones en diversos ámbitos del sector salud, ha incrementado el volumen de datos personales de la salud tratados por sus sistemas de información. Sin embargo, la baja calidad o la falta de integración entre los sistemas de información son algunos de los factores que limitan alcanzar los beneficios esperados con el tratamiento de los datos de la salud. De acuerdo con la Organización para la Cooperación y el Desarrollo Económico - OCDE, dicho contexto refleja que las sociedades no están acostumbradas a generar información para lograr los objetivos de los sistemas de salud. También reconoce los nuevos riesgos para la protección de la privacidad y la seguridad de los datos. Teniendo en cuenta los crecientes esfuerzos por digitalizar el tratamiento de los datos del sistema de salud colombiano junto con los nuevos riesgos que ello implica, este artículo de investigación pretende responder a la pregunta sobre si la protección dada a los datos tratados por el sistema de salud colombiano, resulta acorde con lo previsto por la Recomendación OCDE sobre gobernanza de los datos de salud, considerada como referente para la implementación efectiva de los servicios digitales de salud.The implementation of information and communication technologies in various areas of the health sector has increased the volume of personal health data processed by its information systems. However, poor quality or lacks of integration between information systems are some of the factors that limit the achievement of the expected benefits with the treatment of health data. According to the Organization for Economic Cooperation and Development - OECD, this context reflects that societies are not used to generating information to achieve the objectives of health systems. It also recognizes new risks for the protection of privacy and data security.     Factors affecting Health Management Information Systems (HMIS) adoption success towards improving healthcare institution's performance in Kedah

    Health Management Information Systems (HMIS) have been implemented in healthcare institutions to boost productivity, lower costs, enhance work processes, and elevate the standard of care. However, the Information System Success Model (ISSM) direct effects on organizational performance still need to be proven, and its applicability in the HMIS context still needs to be discovered. Therefore, this study aspires to analyze the importance of HMIS success factors and their influences on the organizational performance of healthcare institutions, specifically in Hospital Sultanah Bahiyah (HSB) and Hospital Sultan Abdul Halim (HSAH). The structured questionnaires used to collect the data were adapted from earlier ISSM-based research and covered four dimensions: information quality, system quality, service quality, and net benefits (organizational performance). The questionnaires with complete evaluations were returned by 368 healthcare professionals employed in HSB and HSAH. Data were analysed using the statistical software SPSS covering descriptive analysis, reliability of instruments, and inferential analysis (Pearson Correlation and Multiple Regression). The empirical findings primarily demonstrate that organizational performance is significantly influenced by information quality, system quality, and service quality, whereas system quality is the main contributing factor towards organizational performance. This study is expected to improve organizational performance regarding HMIS adoption positively
